Armstrong Associates, Inc. and its project team (the Consultant), is the design Consultant to the City of Carmel (the Owner) for the reconstruction of the intersection of Keystone Parkway and 96th Street from a signalized intersection to allow free flow movement of traffic on Keystone Parkway (the Project). Project limits are from the north I -465 /Keystone interchange ramps to 99thStreet along Keystone Parkway, and from Haverstick Road to Priority Way West Drive along 96thStreet. Also included in the project is a connector roadway south of 96thStreet connecting Aronson Drive to Priority Way West Drive, and a connector roadway between 96thStreet and 98thStreet which ties into 96thStreet at Priority Way West Drive. The project will tie into the I -465 /Keystone interchange currently under design by others, and will tie into the City of Carmel's io6th Street roundabout interchange project currently under construction. The Consultant will be responsible for the management, coordination, and design of all elements required to provide l00% design plans for this project. It is anticipated that the design portion of the project will be locally funded, with construction funded federally. This document is a supplement to the 3o% design scope of services submitted October 24, 2008, and the Environmental Categorical Exclusion (CE) scope of services submitted March 10, 2009. Therefore, the section numbering below begins with Section 9, as the 3o% design and CE scope of services include Sections 1 thru 8. For reference, the 3o% design and CE scope of services documents are attached to this document. The designs shall conform to the City of Carmel Design Standards augmented by INDOT's Design Manual, standard details, specifications, policies and procedures (in force at the time of the execution of this Agreement) and the Manual on Uniform Traffic Control Devices developed in U.S. Customary Units, with additional Context Sensitive Solutions (CSS) as approved by the Owner, INDOT, and FHWA. Local and statewide planning document applications. TIGER grant progress reports. City of Indianapolis Transportation permit application. Project Meeting Minutes. Coordination The Consultant will direct all project communications through the Owner's representative regarding contractual, design, performance evaluation, and compensation related issues. TIGER Proposal Slide Presentation and Traffic Simulation The Consultant will conduct research and provide presentation materials for the purpose of securing a "Transportation Investment Generating Economic Recovery" (TIGER) federal funding grant, focusing on the primary and secondary selection criteria. The presentation materials and coordination will include: Cost- benefit analysis A slide presentation including: o How project meets selection criteria; o Cost benefit analysis summary; o Project scope depiction and interaction with adjacent projects; o Construction cost summary. VISSIM simulations depicting alternatives for the design of 96th Street. VISSIM simulations will include: o The existing 96th /Keystone signal with existing traffic; o The existing 96th /Keystone signal with 2031 traffic; o The 96th /Keystone signal with proposed INDOT improvements and 2031 traffic; o The proposed 96th /Keystone roundabout interchange; and o Alternatives for the design of 96thStreet, including the Haverstick Road, Aronson Drive, and Priority Way West Drive intersections. Alternatives will include signals, roundabouts and connector roadways. 100% Design Scope of Services Page 2 of 16 A— 8/3/2009 The Consultant will coordinate with the Indianapolis MPO to prepare a Des Number acquisition application to ensure the project is included in all pertinent local /regional /statewide transportation planning documents prior to TIGER application submittal. The Consultant will provide assistance to the Owner in completing the TIGER grant application by providing relevant project- related data and research information. B. TIGER Proposal Renderings The Consultant will provide animated renderings of the 96th /Keystone interchange, importing the VISSIM data and showing interchange operation at 4 PM (daylight), 5 PM (twilight), and 6 PM (darkness). Scenes depicting proposed traffic on existing geometry, and the connection of the 96th /Keystone interchange to the I -465 /Keystone interchange will also be rendered. C. Additional Efforts Should the TIGER grant funding be received, the Consultant will provide project progress reports to the USDOT Office of the Secretary of Transportation as required. The Consultant will coordinate with the Owner, the City of Indianapolis, and INDOT to secure all appropriate contract documents, permit applications, and standard drawings. The Consultant will participate in all inter- agency coordination meetings and facilitate all coordination efforts between INDOT, FHWA, the Owner, and the City of Indianapolis. The Consultant shall provide final coordination with all utilities, including contact information, field reviews, plan submittals, and all necessary relocation plans. Assumptions Monthly invoicing will occur through the duration of the project in accordance with the provisions of the 3o% Design Scope of Services. Indiana Department of Transportation standards and specifications will be utilized on the project. A maximum of 8 VISSIM simulation configurations on 96th St will be developed. Animated renderings will include traffic data from VISSIM simulations. A maximum of 5 rendering scenes will be developed. Renderings and PowerPoint slide presentation will be provided to Owner for inclusion in owner developed video presentation. Section 11: Interchange Justification (IJ) Study Objective To provide documentation validating the operational acceptability of connectivity between the 96th /Keystone interchange and the adjacent I -465 /Keystone interchange. Also, to provide project -wide documentation of all traffic analysis, including analysis not required for the IJ study. Results /Deliverables Initial concept drawing submittal to FHWA. Concept Approval memorandum submittal to FHWA. Draft IJ Report. Final IJ Report. Final project -wide traffic report. Coordination All work efforts will be coordinated through Owner's representative. The Consultant's activities will be coordinated with FHWA, and with work efforts being developed by INDOT, URS Corp., and American Structurepoint. Activity Validate traffic volume data, using existing traffic volume information compiled in previous traffic study /interchange configuration memorandums. Coordinate with INDOT and existing I -465 /Keystone interchange justification report. Coordinate with FHWA to determine appropriate report format. Coordinate concept approval submittal with environmental document. Develop Draft IJ report in accordance with Indiana Design Manual and Federal Register guidelines. Level of Service Calculations will be developed in VISSIM, SIDRA, RODEL, and Synchro. Scope of IJ will be: o on Keystone from south I -465 ramp signal to io6t'' Street interchange south ramp /io6t'' intersections; o on 96th from Haverstick Road to Priority Way West Drive Where applicable, HCS software will be used per FHWA requirements to validate the VISSIM /SIDRA /RODEL /Synchro analysis. 5 hardcopies of the final report will be provided, with analysis output provided on cd- rom. All IJ submittals will be submitted to INDOT. Signal at 98th Street will be removed in this project per INDOT /Carmel relinquishment agreement. INDOT /URS coordination at the I -465 and Keystone interchange will include conceptual level layouts to prove the concept is possible, and will include tie -in point coordination for design. URS is under contract with INDOT to provide the final design of this interchange. The Consultant will coordinate with INDOT /URS to obtain current I- 465 /Keystone interchange design plans. Final design calculations (pdf). Final drainage area maps and travel paths (provided in .dgn format if requested). Final structural sizing calculations. Activity Work elements to be performed by the Consultant in association with Hydrology and Hydraulics Analysis: Re -affirm requirements of Indiana Department of Environmental Management (IDEM), the Hamilton County Drainage Board and affected municipalities based on design revisions to 30% plans. Develop final stormwater management plan. Final drainage design. Work elements will be accomplished as described below: A. Final Drainage Design Complete preliminary hydraulic design of the expanded scope area (Haverstick /96th, Aronson /Priority Way connector, 96th /98th connector). Revise final maps per plan review comment, showing characteristics of the study area such as land use, urbanization, utilities, transportation facilities, soil types, existing storm and sanitary sewers and structures, existing legal drains, culverts and bridges, dams, weirs, impoundments, flow modifying structures, etc. Finalize suitable land areas for stormwater management. Review and analyze profile grade of Keystone Parkway and determine final locations of the required culverts, bridges, trunklines, etc. Determine final stormwater conveyance at 96th Street and 98th Street. Prepare final design layout showing proposed major culverts, bridges and trunklines. Delineate final boundaries of drainage watersheds, sub watersheds, sub basins for small structures, bridges and trunklines. Estimate final tributary drainage area of each watershed. Finalize hydrologic and hydraulic modeling data files. Perform final hydrologic analysis using applicable modeling software in accordance with acceptable policies and procedures to determine peak discharge, runoff volume, and runoff hydrograph for various recurrence intervals at key crossing. Review floodplain information report and finalize flood flows, stages, and areas of inundation on principal streams. Compare results of Hydrology and Hydraulics models with the FIS, and make appropriate revisions to calibrate the models. Review and finalize hydraulic grade line, backwater effects, headwater and tailwater conditions, floodplain impacts and stormwater impacts on developments per design criteria. Make alternative final design modifications of the drainage facilities to reduce the impacts based on the final structure size requirements. Prepare final design layout, including final plan and profile sheets and cross sections, showing proposed drainage facilities including the designation of major structures, ditches and trunklines and detention basins. 100% Design Scope of Services Page 7 of 16 2� 8/3/2009 Prepare a final Hydrology and Hydraulics Analysis Report and submit for the review of Owner and the Hamilton County Surveyor's office based upon review comments. Assumptions Final design footprint (with revisions per review comments), including the 96th Street roundabouts at Haverstick, Aronson, and Priority Way and the Aronson /Priority and 96tH /98th connector roadways will be used as the basis for all final hydraulic design. The Hydrology and Hydraulics analyses and development of the detailed drainage plans will be commensurate with the development of the road design details. All analyses and design will be done in accordance with the policies, procedures, and criteria contained in the hydraulics and hydrology portions of the Indiana Design Manual, the Hamilton County Surveyor's office, and the Marion County Surveyor's office. It is anticipated that a common submittal package will be allowed for review by the pertinent agencies. Development of multiple submittal packages tailored to the requirements of individual agencies is beyond this scope of work. Existing data exists for major stream crossings; therefore complete hydraulic study of existing streams will not be required for this project. Hydraulic analysis will be limited to areas immediately impacted by the Keystone Parkway 96th Street interchange project footprint and connecting S -line improvements, including the new connector roadways. Scope of services assumes typical section will support a closed drainage system as required to successfully convey water through the interchange. First order detail will include: Surrounding environmental context from high resolution aerial photos. Existing building extrusions to approximately correct elevations. FINAL TRAFFIC SIGNAL WARRANT ANALYSIS The Consultant shall perform necessary revisions to the warrant analyses at proposed signalized intersections based on revisions to the geometry at the proposed intersections. Revised warrant analyses will utilize proposed Construction year volumes. D. EROSION CONTROL PLAN /RULE 5 PERMIT The Consultant shall provide erosion control plans and a "Best Management Practices" (BMP) manual in accordance with local soil and water conservation district requirements. A rule 5 permit shall also be submitted to the soil and water conservation district for distribution to all appropriate agencies. The erosion control plan shall be submitted with Stage 2 plans, and the BMP /Rule 5 permit shall be submitted prior to Stage 3 plan submittal. Assumptions Per current environmental records, three sites contain leaking underground storage tanks. Utilization of the new INDOT /LPA process Plan submittals to INDOT and INDOT review shall only occur at the Tracings Stage. Final maintenance of traffic schematics. Final construction sequencing plan and final construction schedule. Coordination These activities will be coordinated through the Owner's representative with input from the affected INDOT I -465 North Leg project, the American Structurepoint Keystone Parkway Reconstruction project, the Hamilton County Highway Department, and the City of Indianapolis Department of Public Works. Activity A. Final Transportation Management Plan The Consultant will perform the following work items as part of this Section: Review and evaluate the final proposed infrastructure improvements for the corridor. These will include at a minimum: o Final mainline, ramps and S -line geometries, super elevations, tie -ins. o Final bridge structures, including potential for part-width construction. o Final interchange configuration, geometrics, profiles, super elevations, part width construction compatibility. o Final evaluation of existing local roads for modifications, closures and detour alternatives. o Final determination of traffic needs during construction. Conduct final capacity analyses for maintenance of traffic phases that reduce capacity. No modeling /simulation is required for secondary road closures. 100% Design Scope of Services Page 12 of 16 At- 8/3/2009 Coordinate with Owner, Hamilton County, Indianapolis Dept of Public Works, INDOT and other local agencies and officials for overall consistency of the corridor maintenance of traffic plan, and for necessary revisions to the maintenance of traffic scheme based on adjacent construction activities. Development of final recommendations for maintaining traffic. These will include at a minimum: o Final analysis of temporary road options. o Final detour routes that account for emergency response vehicles, construction vehicle routes, school bus routes and any local Owner requirements. o Final number of lanes to keep open in each direction on main line. o Establishment of time constraints for the different maintenance of traffic sequencing. B. Final Maintenance of Traffic Schematics The Consultant will develop final maintenance of traffic schematics, including final assessment of the final design alternative. The impact of various construction activities will be determined in order to optimize the final traffic maintenance design. Final schematics will include all required detour signage and pavement markings. C. Final Constructability Reviews Final constructability reviews will be performed to determine if the project can be constructed according to the final interchange design plan. The reviews will look at the design from a contractor's point of view, identify contractor's costs beyond normal materials and labor such as; limited site access, restricted work hours, complexity of construction in post phasing, interfaces with other contractors, the ability to complete the project in one construction season (including the resulting impacts on travel), and the effect of potential environmental restraints upon production. Assumptions The Consultant will develop the final maintenance of traffic and sequence of construction detail sheets /plans, estimates, and specifications for construction of the Project. The Consultant will determine final detour routes, road closures, alternate routes and ramp closures and submit this to Owner, City of Indianapolis, and INDOT for their review and approval. Coordination The Consultant will coordinate the final ROW engineering activities with the Owner and the City of Indianapolis as follows: Activity A. Preliminary Right of Way Engineering The Consultant will provide preliminary right of way engineering for a maximum of 28 parcels not accounted for in the 3o% design scope of services. Preliminary right -of -way engineering tasks for those parcels shall be as outlined in the 30% design scope of services. B. Included will be: o Advertisements /legal notices published in local newspapers. o Preparation of all hearing exhibits and materials. o Preparation of hearing transcripts. o Response to public comments per INDOT public involvement procedures. Develop Community Advisory Committee (CAC) o Advertise, coordinate, and facilitate CAC meetings. o Attendance at field checks and CAC meetings. o Coordinate with Owner to incorporate CAC meeting comments. Assumptions This work is in addition to the previously- approved scope of services for an environmental categorical exclusion document. A maximum of three CAC meetings will be held.
