The association would like to acknowledge that the City of Carmel has not previously
planned an office park that contains a sub division behind it and we are certain that as we
forge this new venture together that our privacy and needs will be well preserved by the
council as they have been in the past.
Looking at the proposed site plan we have a number of concerns and considerations. The
following are numbered for ease of referral.
1. First, we object that the plan has our homes as part of an office park. We are still a
small neighborhood and should be segregated as such. Being part of a parking lot is
totally unacceptable.
2. We would like to see Sonna Drive as a dead end with a cul -de -sac at the end.

3. We would like to see the intersection of Lynne Drive and Sonna Drive expanded to
the Southwest to also facilitate a cul -de -sac for School bus turns and other type of
vehicles. Colored BLUE
4. We object to building number 6 placed at the North end of that parcel leaving us
directly next to a three story building. The City prefers buildings in the front and
parking in the rear so moving building 6 to the Pennsylvania Way side of that area
only makes sense. Colored GREEN
5. We object to any access to building 6 from our neighborhood. If two streets
entrances are necessary there are a number of more suitable options.
6. As this plan presents, there is no space allocated for the "buffer" area between North
Meridian Heights and this complex. We were promised a berm with trees and
adequate coverage between the two. This plan does not afford such coverage. The
berm area is colored in YELLOW.
7. Due to the increase in traffic, will a stop light at the new unnamed entrance street and
West Main be established? The increase in traffic flow will make entering and exiting
difficult. We want to be sure the inconvenience is dealt with in advance.
8. We would like some type of signage at the new entrance so people can find our
neighborhood. We also want No Outlet signs posted.
9. The second, north entrance to the building 8 site should be relocated as it appears to
be adjacent to Mr. Hamilton's driveway and allows no room for privacy or vehicle
safety.
10. Once the streets are vacated to Mr. Browning and the homeowners we ask that Mr.
Browning continue to be in charge of snow removal and road maintenance on the
remaining streets where he owns half or none. The residential remaining road
specifically.
11. VERY IMPORTANT —In recollection of the agreement concerning the street
vacation, the language indicates that there would be no construction or road removal
until there is an approved plan in place. The association strongly requests that the
language be amended to "no tree removal, street destruction, or further demolition of
this area UNTIL there is a building purchased with an approved plan We all saw the
devastation of the 11 acres of Main and Meridian in order to allow buyers to
"visualize" the sites. Years later there is uncontrolled dust, noise, and our property
harmed with only one finally one building under way. Dust control has been an
ongoing issue for us.
12. When building commences, we ask that construction occurs only business hours
Monday thru Friday unless otherwise agreed to by our homeowners association.
Currently construction has started Sunday morning at 7am and as the building
impinges on the subdivision it can only be louder.
Realizing that it takes a lot to undertake such a venture, we want to be certain that we do
not have to have an ongoing dialog about what is acceptable to Carmel Homeowners rights
and privileges. It will be far easier for all parties to have the protections in place prior to the
construction phase of the project.
As buildings are being approved we will address our issues with lighting pollution, eye line
areas and our overall satisfaction that the maintenance of our privacy and safety is being
maintained.
