I have reviewed the materials provided in the demo request from Mr. Hasty regarding the Contributing Building. It is
noted the foundation /crawl space is substandard and in a deteriorating condition. The roof structure is substandard and
in a deteriorated condition. The HVAC is an exterior unit, with no room within the home for installation of a modern
central heating /cooling system.
After inspecting the building and consulting with the Building Commissioner, the request for demolition is approved.

Below are the Planning/Zoning Department's preliminary review comments. Please note that these comments are
being made assurning that the Director will approve the demolition of the existing Contributing Building (additional
documentation is still needed from you before a decision is made per your site visit with him on 7/27/11).
1. Please provide a conceptual landscape plan.
2. At least one shade tree will be required in the front yard; please work with the City Forester, Daren Mindham, to
seect an appropriate tree species. (Street tree list is attached.)
3. Will there be a fence? If so, please provide the location and height /design details.
4. The driveway width is too .wide in certain area,,: the driveway width cannot be eider than 12 -ft, except aarithn

S. if possible, please shift the building east, to have a 21 -ft front yard setback.

9. Please provide exterior light fixture details, designs, and /or photo examples.
10. Will there be any chimneys or roof vents? If so, please show.
11. What is the building foundation material? Is it split face block or concrete or other? Please provide more detail
on that.

I have faxed to you 4 drawings. 2 pages of revised elevations and 2 pages of landscape
plans
The revisions are as follows:
1. The front elevation garage door style is changed to a carriage style door. I would still
like to use "turned" porch posts which are consistant with the farm house style. I think the
previous "craftsman style" overhead door was misleading.
2. The right side elevation was changed to add a barn sash style window and shake siding at
the peak of the garage roof. This is appropriate for the carriage house style.
3. The landscape plan was revised to change the shade tree to a bald cypress. I discussed
the plan with Daren Mindham and we agreed on this selection. He also wanted planting details
to be included with the landscape plan, so I added page 2.
4. The driveway is acceptable to me as is. If I move the garage forward, then the design
does not meet the zoning ordinance chapter 23D page 17 subheading 3 new construction section
d garages,i. (b) front face of the garage is at least fifteen (15) feet further from the
front lot line than the primary front line of the principal building. I do not want the
garage to dominate the house structure.
Please advise if these revisions are acceptable.

The following email represents comments for this project specifically addressing the area of landscaping. I
have reviewed the drawing and offer the following comments:
URBAN FORESTRY REVIEW COMMENTS
1) Please show the attached Carmel planting details on the plan (or separate sheet) to ensure proper
planting.
2) "H. Redbud" is not a shade tree, it is fine to leave this tree where it's at as an additional tree, but I
will need to have at least one shade tree planted preferably in the more open grass area at the SE
corner of the property. The goal of landscaping with trees is to provide an eventual tree canopy to
the Old Towne area. I would recommend a hackberry or tuliptree.
Please illustrate how these comments will be addressed by letter or revised plan. If you have any questions,
feel free to contact me. Thanks.

URBAN FORESTRY
SPECIES RECOMMENDATIONS
This list is provided as a guide to the most appropriate species for street tree plantings in urban
areas. There is no single perfect tree; the most successful course is to match the planting site limitations
with the right tree for that spot. Each site must be evaluated and possible restrictions of tree species
noted. These restrictions include rooting space, soil texture, soil pH, drainage, exposure, overhead wires
and surrounding building surfaces.
The trees appearing on this list have different requirements and tolerances. All of these species
should do well in the urban forest environment of Carmel. Before selecting any particular species or
variety, further research should be done to ensure that the site would satisfy the specific requirements
of the plant. Some of the species or cultivars listed here may not be readily available at local nurseries,
particularly in calipers large enough for planting in high traffic areas. Tree shelters and staking may
provide limited protection.

Dear Planning Zoning Department,
I w.)uld like to describe.. sorne deficiencies of the existing structure and provide photos for your
consideration.

1. Existing footings and crawl space:
The existing footings are only about 24" below grade. They are poured concrete and about 12" wide x
12" thick. There are 2 courses of 8" concrete block on top of the footings. The foundations do not
'meet the current code requirements for size and frost depth. The crawl floor is dirt and appears to get
wet at times. The odor reminds me of a cave.
2. Floor framing:
r'h.;. floor joist are 2" x 8" a3 16" centers. They appear to he in satisfactory condition but are very light
weig'it.for their spans. This makes the floor bouncy and very creaky.
3. Exterior frame walls:
The exterior walls are framed with 2 x 4s. They are on 16" centers which is fine. The problem is there is
no insulation at all and no vapor barrier or house wrap.
4. Roof and ceiling framing:
The roof rafters in the original portion of the house are extremely light weight. They are 2 x 4s 30"
centers and span about 12 ft. There is no ridge rafter and only a few collar ties. The ceiling joists are
sagging because of their 20' spans. The roof is also sagging in many areas. The room additions added to
the south side and rear of the home have nearly flat roofs. There have been numerous leaks over the
years. Overail, the roof is unsafe and must be removed.

5. Heating and cooling system:
The gas furnace and air conditioning system is located on the exterior of the home. There is no space in
the interior for this equipment. This situation is unsightly and very inefficient.
6. Age and style of the home:
The house was built circa 1950. The style has no particular significance. I question the designation of
contributing structure" in the Old Town Overlay.
These above conditions and the costs to correct them has lead us to the decision to demolish. The new
house we plan to build will compliment the Old Town Plan and improve property values in the area.

(1 will be out of the office Friday, but please look this over, so we can talk about it on Monday.) Attached is a proposal to
tear down a Contributing Building in the old town overlay character subarea and replace it with a new building. It is just
west of 'the three sisters" that Justin moffett built and 2 houses south of Blackwell Park.
We are not sure if that is an alley or the neighbor's driveway for the yellow house south of this.
Stan Hastey will submit an SDR application too, and also seek approval to demolish the existing building.
