MEETING NIINIJTES

Place: Dept. of Community Services Conference Room, 3' Floor, Carmel City Hall.
Time: 9:00 a.m.
9:00 a.in. (Z) Docket No. 11070022 Z: CoCo Commons PUD SEC of 14e/Towne.
The applicant seeks approval to rezone 19 acres from S -1 /Residence to PUD /Planned Unit Development, for a
neighborhood -scale commercial development. The site is located at the southeast corner of 146 St. and Towne
Rd. Filed by Steve Granner of Bose McKinney Evans LLP for Timothy Baker, owner.
Tim Baker, Joe Calderson, Steve Granner, Alem Fetahagic all present for the Petitioner. They have filed a rezoning
petition for a Planned Unit Development (PUD). The plans that were received by all departments prior to the meeting simply
show a conceptual site and development plan on how the petitioner thinks the property should be developed. After the
proposed site is re -zoned and different tenants and anchoring stores are acquired they will be back with final engineer plans
for final approvals and permits. Initial hearing is set for sometime in Sept. for proposed retail on the SE corner of 146 and
Town Rd. Tim and his family did own the property south of the proposed development site and have sold it about 10 years
ago to saddle creek. They retained approx. 20 acres at the corner for anticipation that it might be a good commercial site, as
146 St has evolved of the years. The name CoCo Commons has come from the families grandma. Her name was Coline and
all the grandkids called her CoCo. She passed away in 1985, at the same time the family got control of the land and decided
they would name the proposed development in honor of her.

Sent letter this morning but in regards to the PUD we have no concerns. As to future drainage we
will be working with you when you get further along with construction plans.

Carmel Water Service is provided to the site, but not their Sewer Service, no future comments

-Duke Energy is the provider for the proposed area. No objections to the PUD re -zone. There is 3
phase power along Town Rd., and a pole along 146 St. but it is only single phase power. Depending on what
develops in the future and where the roads are projected to be, we then can decide on what to do to get
adequate power to the site. Any existing poles that need to be moved will be moved at the developers expense
and will be located in the new designated right -of -way.

Before the second TAC Submittal meeting the following information needs to be provided:
Emergency Vehicle Circulation Plan, Utility Plan with fire hydrants and any potential locations for connections
to the sprinkler systems for the buildings, Construction types and Sq. Ft. for any potential buildings.

Landscape plan is based on the normal standards set in place by the city. The main focus should be
on the first few comments on the buffer yard requirements of buffering the commercial property from the
neighboring residential, all other comments are from the PUD Ordinance.

-Sent letter and have no further comments. In regards to the sidewalk on the South side of what is
going to be 146 St. access frontage Rd. in addition to the sidewalk the County will be putting in with the new
146t` St. project To avoid duplication the City and County will have to decide were to have a sidewalk that
provides access to the site from the North.

-Sent comments, the only thing we have to add is that there is a look at the Comprehensive Plan and
the West Carmel policies, those need to be addressed during the Public Hearing process.
David Lucas Hamilton County Highway Department
-Have no comments on the PUD Ordinance, as for the re -zone, anytime a re -zone is necessary the
right -away is required to be in accordance with the thoroughfare plan. The exact limits of the right -of -way will
need to be discussed within a further meeting with the Hamilton County Engineer for 146t" St, because it does
appear that the access road has shifted to the East to accommodate out lot 1. The current plan shows out lot 1
as a current drainage area. There is a lot of surface drainage that goes through that area, that is why it was
deemed in the plan as right of way, but that can be something that can be worked out by providing other ways
to deal with the drainage along the access road. No other issues with the PUD or re -zone just the main concern
is the right of way.
Looking down the road to after the re -zone is approved, as a Department we have decided that the access
along 146t` St. the furthest one to the East will probably have to be a right in right out and the center one will
be a full access. Ultimately all the decisions will be dependent on the board of commissioner's approval. Any
new or change of access the board of commissioners wants to see, approve or deny. If this construction takes
place before the new 146t` St. project you will want to develop the access road that is already in the projected
plan of the County to be able to access out lot 1 and the Western access to the site, if that is the case where that
connects to 146I St. that will have to be a right in right out because of its close location to the existing
intersection. This way the connection can be made and when the County project comes though they will be
able to make the radius and make it fit. Full deceleration and acceleration lanes will have to be looked at as well
as implementing passing blisters. The County project is projected to start construction in this area in approx. 5
years. If the County Engineer requires any design fees from this proposed development affecting the already in
motion 146t` St. plan that is in the final design phases, the fees will be at the developer's expense. Design
change could be a possibility after a look at the proposed development and impact it will have on the increased
amount of traffic that will be on the access roads.
