Docket No. 11070012 ADLS Amend: Fifth Third Bank Signage The applicant seeks approval to replace two existing wall signs with the new design/branding. The site is located at 10215 N. Michigan Rd. and is zoned B- 3/Business. It is located within the US 421 Overlay Zone. Filed by Don Miller of A Sign By Design on behalf of the owner. Present for Petitioner: Beverly Miller, A Sign by 4725 West 106 Street, Zionsville. O Construction of Illinois Street as well as improvements to US 31 will help alleviate current traffic situation O Traffic conditions on 116 between Clay Center Road and US 31 are caused by several factors: 1) only one eastbound lane at 116 US 31; 2) limited green time for east westbound traffic on 116"' Street at US 31; 3) Current traffic patterns; 4) roundabout at 116` Spring Mill Road is a one lane roundabout Public Comments /Questions —All Traffic Related Allison Brown, 600 West 106 Street traffic backs -up on 106` Street from US 31; it is unlikely a roundabout would alleviate. Response, Mike McBride: A roundabout would work great if not for the State traffic signal; 106`" Street traffic is red a lot; a two lane roundabout would handle traffic fine; hopefully this will be corrected with State improvements. Shorter green time would be required for US 31 and more priority for 106"' Street. 106"' US 31 intersection It would probably function better with no signal at all David Shell, 12225 Teal Lane once The Bridges is finished, what will be the traffic routes? Response, Mike McBride: heading north on Spring Mill, over to a new cut at Illinois 106 Street, and back to Spring Mill just north of The Bridges Illinois Spring Mill will be re- aligned and take the traffic the traffic will cut to US 31, no longer on Spring Mill Woody Rider —Major concern is Illinois Street, long term when 31 is finished; Westfield traffic will get off 31 and go to Springmill, north to Westfield —this will not happen after roadway improvements are done the long term solution is there —we just have to make it work to that point. Illinois Street is not the "end all" fix, only the short tei in—the long term fix is Illinois AND US 31 combined O Barb Layton 101s Spring Mill Road —maybe the answer is timing —maybe do not develop property until the infrastructure is in place O Mary Ann Hartman, Burlington Lane, Williams Mill— flawed premise regarding traffic by retired persons should expect greater traffic than anticipated O T. Ryan, 12727 Devon Lane impact from Clarian, Mormon Temple, and The Bridges is NOT known; there is still a lot of development going on at 146 Street,, and they take Spring Mill. It seems hasty to say we_will know that will happen we don't know O Jeanne Book, 12255 Spring Mill Road- -tyre bridge on Spring Mill Road is literally her front yard— the bridge created a dam for her.property— Spring Mill cannot be widened because of the flood plain on both sides of the bridge affic south of 116 and Spring Mill bottlenecks at 106` Street at night Woody Rider stated there are n tro plans to widen Spring Mill Road we are committed not to do that O Diane Breier, 648 Suffollk Lane —it is fairly complicated to get onto Illinois Street and if widened, traffic will pour down from the north and with fast traffic, 50 mph, there would be a lot of traffic on Illinois from north to south. People will end up going Clay Center Road Spring Mill Rd will be impossible 0 Dee Fox, 11389 Royal Court —Is the right -of -way on Illinois all purchased, and is there a start finish date? Response, Mike McBride: No, no, and no —the City is optimistic for funding quickly; the design is already funded, but not the right -of -way. The City will begin making right -of -way offers by the fall; engineering is pushing for it, but funding must be approved by Council. The goal is to start March 1 2012, providing funding is available. The goal is to start in March and finish in December 2012; Spring 5 Mill and Illinois tie -in is critical. 2017 is final year for bid letting from State Route 38 to 465 likely completed in 2019 Jill Meisenheimer, 471 Burlington Lane, Williams Mill— resident want to see information that can be put together and would make sense to them —a traffic study that addresses the Church, The Bridges, and the proposed Silvara. Diane Render, 111 Bayside Crescent, Williams Mill —west bound to east bound at 106 Meridian does not have enough lanes —only a maximum of 4 cars can get thru the intersection per light; headed west thru Spring Mill, 8 cars can get thru the intersection think of construction equipment coming thru is it possible to add one more lane into the intersection? Response, Mike McBride May be able to get an added lane; The Bridges would add express lane south on US 31, one left, one right, and two thru the answer is yes Sue Dillon, 507 Cornwall Court -5 trips generated today from her home actually 10 -5 up, 5 back could be a potential of 1800 /3000 trips per day; what is allowed will permanently affect the traffic on Spring Mill Matt Brown, A &F Engineering said the average home generates 10 trips per day —the traffic study is the worst case scenario Kathy Stetler, 349 Mallard Court global traffic study —not possible due to cost with what we know, why would we consider increasing density of a development without having some of these things in place? Steve Fehribach, A &F Engineering: the development occurs over time, maybe a 10 -year build -out. The development is a catalyst for improvements and updates The Bridges was a catalyst for Illinois Street. Mike McBride:- US 31 improvements will be made, whether Silvara happens or not. The public can access www.us31hamiltoncounty.in.gov for up- dates.
