The Special Studies Committee considered the following items:
1. Docket No. 11040009 ADLS Amend: Applebee's (US 421) Signage.
The applicant seeks approval for two new wall signs, one new ground, sign and new awnings. The site
is located at 10325 N. Michigan Rd. and is zoned B -3/ Business within the US 421 Overlay Zone. Filed
by Tracy Gamezof Design Team Sign Company.
Present for Petitioner: Daniel Eisenbarger, General Manager of Applebee's at 10325 North Michigan Road.
Overview:

2. Docket No. 11050011 ADLS Amend: Riley Specialists (Fidelity Plaza, tower 3) Signage.
The applicant seeks approval for a new sign location on the north elevation of the building.
The site is located at 11590 N. Meridian St. and is zoned S -2 B -6 within the US 31 Overlay Zone.

3. Docket No. 11060007 ADLS Amend: Fidelity Keystone Building Signage.
The applicant seeks approval to change an existing ground sign to allow for multiple tenants to be
identified. The site is located at 650 E. Carmel Dr. and is zoned B -8. It is not located within any
Overlay Zone. Filed by Mark Zukerman of Fidelity Keystone, LLC.

The applicant seeks approval to add two new wall signs. The site is located at 3006 E. 96"' St. and is

and is zoned C -2 /Old Town District. It is not located within any Overlay Zone. Filed by Norman
Levine, property owner.

and also seeks the following zoning waiver approval:
Docket No. 10110013 ZW: Section 9.02, Legacy PUD ordinance Z- 501 -07, maximum 15-ft front
yard building setback. The site is located at 7729 E. 146 St. (at River Rd.) and is zoned

Overview:

o South elevation is main entrance and faces fuel pump canopy parking area
Ice merchandiser appears at bottom right of bldg on south elevation the merchandiser language will
be removed
Vent units were relocated into a "well" area and not visible
Canopy details match the bldg
All colors shown are identical with Carmel Drive Range Line Road
Umbrellas will be all one color and NO signage
Screen wall on north elevation has been excluded; screen wall extends the length of bldg, along the
outdoor seating area to the dumpster
There will be an enclosure with a wing wall that comes off the bldg, over to the sidewalk with a
propane exchanger within the wall not visible from surrounding streets screen wall identical to wall
surrounding dumpster enclosure

Tab 6 illustrates the light fixture bulb area extends below lamp and is not flush
Committee to look at existing facility on Carmel Drive and Range Line Road option would be a goose-

Important that this facility be done correctly none of this is within a one year time travel
Experts in study answer to City Plan Commission, not petitioner irrelevant whether or not approval
done before study or after important to get it done right
Project can be killed by Utilities or City Engineer
Mayor of community to the north would not have been part of remonstrance if he had known the fuel
station was a permitted use

Not within Plan Commission's purview to determine the use
Current review is ADLS only use was ruled on 4 years ago
Use will be determined by study and engineering utilities experts
Plan Commission does not have capability to rule on points brought up by Indpls Water
