The next meeting you could attend is March 28 The filing deadline is this Friday, February 11 If this is too soon, we could extend the deadline to next Wednesday, February 16 Otherwise, you will get pushed back to the April 25 meeting, which the filing deadline is March 11t The public notice deadline for the March 28 meeting is March 3 The fee and info packets would be due on March 18 Other dates, applications and information are included in the links below in my email dated Dec. 20 Again, I strongly encourage you to work within the Sign Ordinance boundaries and with me to make the necessary changes so variances are not required. I would really appreciate you looking into it and letting us know what you think. My colleagues and I are still a little unclear on all of the variance issues at both the sites. Is there any chance you could explain them to us either via email or phone? We would also like to know where we can obtain the paperwork for the variance, and exactly what variances we are applying for at both sites. Also what paperwork do we need for the variance along with the application, do we need to submit the paperwork in person or in mail? I thank you_for your time and look forward to hearing from you. Sent: Monday, December 20, 2010 3:46 PM 1 To: afoote ©corporateidsolutions.com' Subject: Circle K -Shell sign changes Hi Auna, These signs and building design changes will need to be approved by the Special Studies Committee of the Plan Commission before I can issue a sign permit. However, some changes will need to be made: 545 S. Range Line location: 1. Since this building only has frontage on one public street, only one sign is allowed. This is taken by the ground sign located out at the street. 2. The Circle K sign above the entrance to the food mart will require a variance. I do not believe the Department will be able to support this variance because the ground sign already identifies Circle K. If you would like to change the ground sign to identify both shell and Circle K, I am supportive of that. It would also not require a variance. Another option is to utilize non- illuminated window signage to display the Circle K name. Non illuminated window signage is limited to 30% of the total window area for that facade. Only one illuminated window sign is allowed —this is reserved for an Opensign. It may only be 3 sq. ft. or less in area and it may not flash or blink. 3. The canopy change to red and yellow should be ok, however we will not allow the shell logos on the canopy. This would also require a variance and the Department will not this variance request. No gas station in Carmel has signage on the canopy and we intend to continue this pattern. (The canopy is considered an accessory structure and is not entitled to a sign by right.) 10598 N. College Ave. location: 1. The ground sign height needs to be reduced to 6' tall. We would prefer to see a brick base to match the building. 75 sq. ft. is the maximum size so the proposed sign size is well within the allowable area. 2. We do not allow electronic price signs. You will need to change this to manual changed letters or apply for a variance. However, we will not support a variance for the'electronic LED lighted signs. We will support a variance for an electronic changing sign that still looks like a static letter (scrolling format). 3. The Circle K store is only allowed one wall sign (because they also have a ground sign). The second wall sign would require a variance. A variance is also required for this sign to be 100% logo. In unified centers like this, logos are only permitted to be 25% of the total sign area. You could spell out Circle K and have a small logo with the letters to avoid a variance. Lastly, the Department is not in support of the red and white striping around the building. The roof /sign band area is best left as is for the cleanest, most aesthetically pleasing Zook. If you can make the changes above to not need variances, I could put you on the March 1st Special Studies committee meeting agenda if you like.. Here is a link to the ADLS Amendment application. The 9 information packets for each location and fee of $301.00 for each location's application and $60.10 per sign per location will be due by noon on February 18 If you cannot make the changes, you will need to apply for the variances and be heard by the Board of Zoning Appeals first. Here is a link to the variance instruction sheet. Their next meeting is March 28 Here is a link to the BZA calendar. Variance fees start at $1,156.50 for the first variance and are $546.40 for each additional variance. This would put you at the April 19 Special Studies Committee meeting. Here is a link to the Plan Commission Special Studies Committee calendar. Please let me know how you wish to proceed. Thanks, Rachel 7 ctche,L 3oon.e/ Sign Permit Specialist 2
