I have included at the bottom of this e-mail the comments about the property from Carol Schleif; she's one of our members and is an architect as well as preservationist. I would tend to agree with her that demolition isn't necessary; it sounds like NAME has other plans for the building other than simply a storage facility, and knowing those plans would be helpful. Are they going to use it as display space? For public events? What else? But to demolish it simply so they can have a newer place to store things doesn't make sense. I would also support Carol's advice that IF they do decide to demolish it and build a new structure, Queen Anne style should be used for the new structure. I would appreciate it if you could keep me in the loop as to the future of this property. The most important intervention this building needs is installing horizontal tie rods to stabilize the walls. This is done ALL THE TIME, often time for earthquake protection in historic buildings, even when the structure is completely fine. Other than that, it seems that the additional updates needed would be needed for a new structure anyway, and are not a good reason to demolish a structure. Additionally, the historic nature of this building, which I imagine is the reason the DOCS sent this to you, is another issue. For historical significance, the evolution of a site is an important consideration. The main house was built around 1900, and is of the Queen Anne style, and had no garage because cars were not common at that time. The existing garage is one of two originally built in 1940, and shows evolution of our area into the automobile era. Since the main building is a contributing structure to a potential National Register historic district, and the garage building demonstrates the evolving history of the site and surrounding areas, every attempt to maintain and re -use the structure should be pursued. Should new information emerge, and the only option is demolition, the Queen Anne style should be used for a new garage. I appreciate that fact that they are trying to mimic the existing building, but in this context, the original house style is more significant, and therefore more compelling. It seems that the present owners are trying to do the best thing for the property. Since I will be gone, I would probably contact Indiana Landmarks if they have more questions about the importance of historic significance of this structure, and what all the options might be. The National Association of Miniature Enthusiasts are the owners, and wish to tear down the barn and put up a smaller barn for storage. If you wouldn't mind taking a look at the application and giving us any input you might have on the historical significance of this building and the proposed new barn, that would be much appreciated. New construction. New buildings must be built with the characteristics of Contributing Buildings, except for Accessory Buildings added to a property where the Principal Building is Non contributing. 4. Reconstruction. Redevelopment or reconstruction of a property where the existing building has been demolished will be considered new construction, regardless of the classification of buildings previously existing on that site, except as provided in Section 23D.02(B)(5). 5. Demolition. No Contributing Building, or any part of it, may be demolished in this overlay without the consent of the Director. Before receiving any permits or undertaking any work that constitutes demolition, the applicant must comply with Section 23D.04: Submittal Process /Application Procedure of this Ordinance. a. The Director shall only consider the following when determining whether a building or any part of it may be demolished: i. Structural conditions pose an imminent safety hazard. ii. An advanced state of dilapidation or fire damage would make it unfeasible to repair the building for any reasonable economic use. IJCJ NIN Significance. The Director will also consider how the loss of a building, or a portion thereof, will affect the character of the overlay district, the neighboring buildings, and, in the case of partial demolition, the building itself. Buildings that are noted as non contributing shall be researched to confirm that there is no obscured architectural or historical significance. Replacement: Demolition of a structure may be justified when, in the opinion of the Director, the proposed new development with which it will be replaced is of greater significance to the enhancement of the overlay district than retention of the existing structure. This will only be the case when the structure to be demolished is not of material significance, the loss of the structure will have minimal effect on the historic character of the district, and the new development will be compatible, appropriate and beneficial to the district.
