Docket No. 07070010 PP: Trillium The applicant seeks primary plat approval for 57 residential lots on 32.447 acres. The site is located at 2555 W 131' St. and is zoned S- 2/Residence -ROSO. Filed by Dennis Olmstead of Stoeppelwerth Assoc, Inc. The site was recently rezoned to S -1 from S- 2/Residence by City Council in May 2007, after receiving a unanimous negative recommendation from the Plan Commission. Commitments and architectural standards were attached to the rezone approval. The primary plat conforms to the rezone and commitments, and there are no subdivision waiver requests associated with this plat. The petitioner has also agreed to comply with most of the Draft Residential Architectural Standards, but cannot comply with the standard regarding garages not exceeding 30% of the front elevation, due to the lot width. Please see the petitioner's information packet for full details. Per the Engineering Department, the 131' Street improvements between Towne Shelborne Roads will likely occur with the start of good weather in 2008, and the 126 Street improvements will likely occur during Summer 2009(while school is out); but may begin in 2008, if there is time. At the Nov. 1 committee meeting, the item was discussed but there were a few unresolved issues: 1. The common area still shows 7 -8 -ft tall conifers, and the committee has requested 12 -ft. 2. The common area does not have enough evergreens to screen the view to the homes on lots 19 -26 in the winter. 3. Redo the rendering to show 1 story homes, rather than 2 -story homes. 4. Submit more examples of enhanced garage doors for front loading garages and garage door details as to what exactly the options will be for homeowners. At the Nov. 29 committee meeting, the committee voted with a 5 -0 favorable recommendation to the full plan commission with 2 conditions: that the buffer yard be enhanced in common area 3 behind lots 19 -26 and that the petitioner provide a written commitment to the base minimum design for the garage doors. An update from the petitioner's engineer states that they had a meeting with Carol Schleif, Tracy Cox (the landscape architect), and Pete Adams (the petitioner). They have added some more evergreens to the middle common area and moved a few trees around; the new landscape plan is included in the new PC submittal packet. DOCS concerns /comments: 1. City Forester comments: The tree preservation plan has been approved, as it meets the ordinance requirements for number and type of plantings. 2. Engineering Dep't comments: There are no further issues. 3. DOCS has no further issues. The Department of Community Services recommends the Commission approve this item, after all comments concerns are addressed.
