DEPARTMENT REPORT
DECEMBER 18, 2007
13I. Docket No. 07090015 DP /ADLS: West Carmel Dr. Retail (Meijer Outlot A)
The applicant seeks site plan and design approval for a multi- tenant retail building.
The site is located at the northeast corner of Carmel Dr. &,Pennsylvania St. and is zoned
OM/M Old Meridian District/Meijer Zone. Filed by Paul Reis of Bose McKinney
Evans for Thomas English Retail Real Estate, LLC.
The applicant seeks site plan and design approval for a multi tenant retail building of 10,600 square feet
on approximately 1.73 acres. While the Old Meridian District Plan does not show any additional
buildings on the Meijer parcel, the petitioner is still being considerate of that fact that the site is located
within the Old Meridian District. Please see the petitioner's informational packet for more detail
The applicant received development standards variance approvals from the Board of Zoning Appeals on
Nov. 26 for:
a. Retail entrances on the west facade
b. Number of parking spaces in front of building
c. Signage not facing east ROW
d. Total Number of tenant signs
(The petitioner had decided to remove the wall signage that was oriented north.)
DOCS outstanding comments /concerns:
1. The City Forester is okay with the landscape plan, as it does meet Ordinance requirements.
However, he is disappointed that there is neither tree preservation' nor soil volume preservation.
2. The City Engineering Dept is still reviewing this project. At a glance, the project will need some
stormwater quality treatments.
3. The Planning/Zoning Department has no outstanding issues.
At the Nov. 29 committee meeting, the committee voted 3 -1 to forward this item on to the full plan
commission with a favorable recommendation with the following conditions:
1. Removal of signage on north facade, and
2. Subject to approval from the City Engineer.
The following questions /comments came from the Nov. 20 Plan Commission meeting:
1. Provide sight line drawings to show the rooftop equipment is screened.
2. Provide more detail on how signs are mounted on glass; concern with the look of sign raceways.
3. Look at traffic flow, especially where the drive just south of the building and the Meijer entry
drive meet.
4. Provide an exhibit to show that there is enough parking for all buildings, including Meijer.
The Department of Community Services recommends the Commission approve this item, subject to
the Engineering Dept approval of the final construction drawings.
