HomeMy WebLinkAboutD-2050-11 Health/Life Insurance for City Council MembersAN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA AMENDING CHAPTER 2, ARTICLE 3, DIVISION II, SECTIONS 2 -39, 2 -42 AND 2 -43 OF THE CARMEL CITY CODE WHEREAS, the City of Carmel offers a group health insurance plan and a group term life plan to eligible employees; and WHEREAS, some elected officials are currently eligible for the plans and others are not; and WHEREAS, the guidelines for determining the eligibility of elected officials require clarification. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Carmel, Indiana, as follows: Section 1. The foregoing Recitals are incorporated herein by this reference. Section 2. Chapter 2, Article 3, Division 11, 2 -39 is amended to add the following definition: 2 -39 Definitions. Elected Official shall mean an individual duly elected or appointed to the position of Mayor, Clerk- Treasurer, Judge or Councilor for the City of Carmel. Section 3. Chapter 2, Article 3, Division II, 2 -42(b) and (c) are amended to read as follows: 2 -42 Health Insurance. Sponsors: Councilors Rider, Carter, Seidensticker, Sharp and Snyder ORDINANCE D- 2050 -11 (b) Employee insurance. The City will offer one or more plans of medical, dental and /or vision insurance to its eligible employees. All full -time employees, including probationary employees, and elected officials shall be eligible for such insurance coverage after 30 days of employment with the City. Details regarding medical insurance are set forth in the City of Carmel Employee Health Benefit Plan, as amended from time to time. (c) Insurance premiums. The City shall contribute no less than 75% of the premiums for single and family coverage, the actual amount to be determined annually during the budget process, depending on the plan selected by an employee. For members of the Common Council, the City shall contribute exactly 75% of the total premium. Employees will be informed of the City's contribution level no later than November 15 of each year, to be effective the following January 1. Section 4. Chapter 2, Article 3, Division II, 2 -43(a) is amended to read as follows: 2 -43 Life Insurance. Sponsors: Councilors Rider, Carter, Seidensticker, Sharp and Snyder (a) The City shall provide life insurance in the amount of $20,000 and accidental death and dismemberment insurance in the amount of $20,000 for all full -time employees and elected officials, who shall be eligible for said insurance the first of the month coincident with or next following 30 days of active employment with the City. Section 5. This Ordinance shall be in full force and effect on January 1, 2012. Section 6. All prior City ordinances or parts thereof that are inconsistent with any provision of this Ordinance are hereby repealed as of the effective date of this Ordinance. Section 7. If any portion of this Ordinance is declared unconstitutional, invalid or unenforceable by the valid judgment or decree of any court of competent jurisdiction such unconstitutionally, invalidity or unenforceability shall not affect any of the remaining portions of same.
