SPECIAL MEETING MINUTES
TUESDAY, SEPTEMBER 6, 2011 6:00 P.M.
COUNCIL CHAMBERS /CITY HALL /ONE CIVIC SQUARE
MEMBERS PRESENT:
Mayor James Brainard, Council President W. Eric Seidensticker, Council Members John V. Accetturo,
Richard L. Sharp, Joseph C. Griffiths, Luci Snyder, Ronald E. Carter, Kevin Rider, Clerk- Treasurer
Diana L. Cordray and Deputy Clerk Treasurers Lois Fine and Cindy Sheeks.
Mayor Brainard opened the meeting at 6:02 p.m.
Pastor Matthew Ball, Faith Apostolic Church, pronounced the Invocation.
Mayor Brainard led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS:
Mayor Brainard presented the Outstanding Service Award to John Jokantas, former Interim Director of
the Carmel Communications Center. Mr. Jokantas was not present.
Mayor Brainard presented a plaque, pen and the Silver Pin which is the City of Carmel's Heroism Award
to Sam and A.J. DiCarlo, Carmel High School students, who assisted during the State Fair stage collapse
on August 13, 2011.
APPROVAL OF MINUTES:
Councilor Snyder made a motion to approve the minutes from the August 15, 2011 Regular Meeting.
Councilor Rider seconded. There was no Council discussion. Council President Seidensticker called for
the vote. Minutes were approved 6 -0 (Councilor Griffiths abstained).
Councilor Snyder made a motion to approve the minutes from the August 23, 2011 Special Meeting.
Councilor Sharp seconded. There was no Council discussion. Council President Seidensticker called for
the vote. Minutes were approved 6 -0 (Councilor Griffiths abstained).
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL:
The following individuals addressed the Council opposed to Ordinance D- 2050 -11 (Health and Life
Insurance for the Council):

COUNCIL, MAYORAL AND CLERK- TREASURER COMMENTS /OBSERVATIONS:
Councilors Carter, Rider and Sharp addressed the individuals who were opposed to Ordinance D- 2050 -11.
Councilor Snyder addressed the Council regarding the Hamilton County Humane Society. A fundraiser
will be held on Sunday, September 11, 2011 from 1:00 p.m. to 6:00 p.m. at the gazebo and along the
Monon trail.
Councilor Accetturo addressed the Council and requested that the Council withdraw Ordinance
D- 2050 -11.
ACTION ON MAYORAL VETOES:
There were none.

Councilor Griffiths made a motion to approve claims in the amount of $1,376,128.70. Councilor Snyder
seconded. There was no Council discussion. Council President Seidensticker called for the vote. Claims
were approved 7 -0.
Detail of Wire Transfers for July, 2011. Councilor Griffiths made a motion to acknowledge wire transfers
in the amount of $3,304,335.00. Councilor Snyder seconded. There was no Council discussion. Council
President Seidensticker called for the vote. Wire transfers were acknowledged 7 -0.
Councilor Snyder reported that the Finance, Administration and Rules Committee had met and discussed
Ordinance D- 2041 -11 and Ordinance D- 2048 -11 which were both referred back to the Council with a 3 -0
favorable recommendation. Councilor Snyder will present the committee report when the items appear on
the agenda. There will be a Special. Meeting noticed for Tuesday, September 13, 2011 at 5:00 p.m. The
next regular meeting will be held on Thursday, September 15, 2011 at 5:30 p.m.
Councilor Sharp reported that the Land Use, Annexation and Economic Development Committee had not
met.
Councilor Carter reported that the Parks, Recreation and Arts Committee had not met.
Councilor Griffiths reported that the Utilities, Transportation and Public Safety Committee had not met.
The next meeting will be held on Monday, September 12, 2011 at 5:30 p.m.
Report from the Council Appointee to the Redevelopment Commission. No representative appeared.
This will report will be placed on the September 19, 2011 agenda.

Snyder. Remains in the Finance, Administration and Rules Committee (9/15/11). This item was not

business. Councilor Griffiths seconded. Councilor Sharp presented this item to the Council. There was

Council President Seidensticker closed the Public Hearing at 7:05 p.m. Councilor Sharp made a motion
to approve Ordinance D- 2048 -11. Councilor Rider seconded. There was no Council discussion. Council
President Seidensticker called for the vote. Ordinance D- 2048 -11 was adopted 7 -0.
NEW BUSINESS
Council President Seidensticker announced the First Reading of Ordinance D- 2049 -11; An Ordinance
of the Common Council of the City of Carmel, Indiana, Adding Chapter 8, Article 4, Sections 8 -29 (One

that this item needs to be presented in the proper redline blueline format. There was brief Council

Seidensticker referred Ordinance D- 2051 -1.1 to the Finance, Administration and Rules Committee for
further review and consideration.

page 6, line 219, strike for that year only and page 6, line 227, strike and the opt out is valid and
effective for only the upcoming calendar year. Councilor Snyder seconded. There was no Council
discussion. Council President Seidensticker called for the vote. The motion was approved 7 -0.
Councilor Rider made a motion to approve Ordinance D- 2053 -11 As Amended. Councilor Sharp
seconded. There was no Council discussion. Council. President Seidensticker called for the vote.

ANNOUNCEMENTS
Mayor Brainard announced that a 9/11 Remembrance sponsored by Carmel United Methodist Church
would be held on Sunday, September 11, 2011 at the Performing Arts Center starting at 11:00 a.m. A
second remembrance is set for 1:00 p.m. by Northview Christian Church. Both events are open to the
public.
