One North Pennsylvania Street, Suite 1100 Indianapolis, IN 46204 RE: Penn Circle- Project Review #2 Dear Mr. Thompson: ,JAMES BRAINARD, MAYOR The City received drawings dated March i 6, 2011 based upon the City review of January 18, 2011. No comment response letter was received with that submittal. The City also received plans on September 29, 2011. The Department of Engineering provides the following comments: 1. General Questions /Comments a. Please confirm with the Department of Community Services that the proposed walk within the Old Meridian Street right -of -way is acceptable. b. Are any Iandscaping easements proposed? These cannot overlap with any other easements. c. Are any off -site easements required? d. Is the sanitary sewer in the right -of -way of Pennsylvania Street a public or private sewer? e. Please confirm that the left turning movements out of the southernmost entrance are aligned with the left turn movements out of the opposite entrance. f. Are the wheel stops only being installed within ADA parking spaces? g. Please provide the status of the agreement with Meier to modify the existing detention facility. h. Is it intended for the wetland shelf to also act as a safety ledge? i. Is handrail needed along to the top of all of the proposed walls? j. Does the footing of the wall along the north property line encroach onto the adjacent property? Will there be tie backs that encroach into the right -of -way? k. Is the City Standard Detail for ADA Ramp Type "H" to be included in the drawings? 1. Rail and path on Sheet C200 is indicated "by others Who is constructing these improvements and what is the timeframe for the construction? 2. Design Issues a. At the request of the City, previous submittals for development of this site have included a restriping plan of Pennsylvania Street and the necessary milling and resurfacing to facilitate this restriping. Milling and resurfacing of the eastern half of Pennsylvania Street will be required and a restriping plan developed that accommodates the southbound left turn and taper into the proposed development. b. At the request of the City, previous submittals for development of this site have indicated a continuous crown extended into the proposed on- street parking spaces. We see that there are two options for the on- street parking spaces: extend the normal crown into the parking spaces and add additional inlets and piping at the back of the parking spaces or provide a continuous 2.5 -foot wide INDOT specification valley gutter across all of the parking spaces. c. With the exception of curb inlets, please ensure there are no proposed frames, castings, etc. from storm, sanitary, or water main structures, manholes, or valve boxes in path, walk, aprons, or pavement in the right -of -way. Structure 205 appears to be located such that it will be within a proposed parking space. October 4, 2011 RE: Penn Circle- Project Review #2 Page 2 of 3 d. Is it possible to move the rail above the wall along Carmel Drive closer to the roadway? I expect that the rail being closer to the road will provide more support to the system, lessen the ability for a vehicle to go over the rail when compared to the same being installed at the toe of the slope, and allow for easier access and maintenance of the retaining wall and the pond. e. Has the sight distance of the right -turn lane at the roundabout been established? Will the parking spaces be "hidden" with any future improvements? f. With the top casting elevation of Structure 200 and the spillway being the same elevation, these areas will produce flow at the same time. I recall the intent was to route the 100 -year through the site. Is this not the case? Does the area north and east of Building No.1 need elevations below 855.35 for the spillway to drain free? It appears that the wall and path will result in the water staging to 855.50/855.65 before leaving the site. How do these elevations compare to the existing 100 -year elevation in the existing detention facility? Will the MWSE in the upstream system be raised as a result? 3. Plan Content a. The City has adopted a new curbing and paving policy. Please revise any notes, specifications, and details to accommodate these policies. The language of these policies must be added to a specification sheet on the final construction plans. b. Since the northernmost entrance is not aligned with the existing, opposite entrance, please indicate the construction entrance at the southernmost curb cut from Pennsylvania Street. c. Please add the City Standard depressed curb detail and indicate the installation of this curbing across all proposed entrances. Is some portion of curbing for Old Meridian entrance already depressed? d. Please indicate removal of existing curb to nearest joint past required limits for new aprons and on- street parking areas. Curb shall be sawcut at this joint. e. Portions of existing entrances /drives within right of-way shall be abandoned/removed per City Code Section 6 -227 (h). Please add a note to this affect to the drawings. f. Please add the following note to the construction drawings for paving within the existing and proposed rights -of -way: "All paving is to be completed within the same paving season." g. Please add the following note to the drawings: "IF IT WILL BE NECESSARY TO RELOCATE EXISTING UTILITIES, THE EXPENSE OF SUCH RELOCATION SHALL BE THE RESPONSIBILITY OF THE DEVELOPER. ALL UTILITY POLES SHALL BE LOCATED WITHIN ONE FOOT OF THE PROPOSED RIGHT -OF- WAY." h. Salvage block wall to City if requested. Damage to the blocks shall be minimized during removal, handling and transport. Contractor shall stack salvaged blocks neatly in similar fashion to how such blocks are stacked when purchased from the manufacturer on wooden pallets of adequate strength to support the weight of the stacked blocks. Contractor shall deliver the pallets to the location specified by the City. Please add a note to this effect to the drawings. i. Please include a right turn arrow and the text "only" under the arrow at the northernmost exit to Pennsylvania Street. j. Details 10 -43D and I Q -43E on Sheet C800. Please strike out the detectable warning detail. The City now requires truncated domes as the detectable warning device. k. Curb Joint Detail on Sheet C800. Please revise 100 -foot to 50 -foot and 25 -foot to 10- foot/5- foot on radii. I. Please revise the right of-way pavement section to be 1.5 surface; 2" binder; 3" 5D Base; 7" #53; 4" #2. m. Thank you for including Standard Drawing 10 -44 on Sheet C801. Is this detail referenced on the Utility Plans? n. Please indicate the proposed BMP easements and the drainage easement over the piping that conveys the Pennsylvania Street drainage into the proposed detention facility. o. Easement is needed where the multi -use path and /or sidewalk is outside of the right -of -way. p. Please include the City's standard street cut path detail for repair of the open pavement cuts in the right -of -way. Please reference this standard for repair on the appropriate sheets. Per the BPW approval of the open pavements cuts, one full lane, 10 -feet each side of the pavement cut shall be milled and the entire area resurfaced. r. Please add the following note to all drawing sheets: All paving within the existing and proposed City right -of -way shall conform to the requirements of the Department of Engineering. Contractor shall contact the Department of Engineering to schedule a pre construction meeting to review the Department's construction requirements, staff notification requirements, required inspections for certain stages of the work and to review the authority of the Department as it relates to work within the existing and proposed City right -of -way. s. Please add a note to all drawing sheets that no earth disturbing activity may commence without an approved storm water management permit. t. Please add a note requiring repair of existing subsurface drain if damaged by new entrance construction. u. All striping in the right -of -way shall be of material specified by the Carmel Street Department. Please specify this material on the plan sheets v. Please indicate a 75 -foot half right -of -way in the far northeast corner; east of the detention facility. w. Please include the definitions of MLAG and MFPG on the plans sheets. Please contact me for the language. x. A maintenance of traffic plan shall be provided for all work in the right -of -way. The maintenance of traffic plan may close one of the travel lanes of Old Meridian Street for the water main connection work. y. City backfill and cover standards shall apply for all storm, water, and sanitary main and lateral installations in the right -of -way. Please add the Department of Engineering standard detail. z. Any storm pipe in the right -of -way shall be reinforced concrete pipe and City standard trench detail shall be added to the plans. Please revise pipe runs 204 -206. Gary R.
