Time: 9:00 a.m. 9:00 a.m. Docket No. 11090005 TAC: Carmel Hope Fellowship Church, Phase 3. The applicant seeks TAC approval for a 6,284 sq. ft. building addition for a sanctuary and meeting rooms, as shown on the original BZA special use approval in 2008. The site is located at 14535 Cary Rd and is zoned R 1/Residential. Filed by Jamie Shinneman of Weihe Engineers, Inc. Eric Carter, Susie Dehart, and Martin Smith were all presented for the petitioner. They are proposing their final addition to the church. It will be approximately 6,286 sq. ft. added to the sanctuary. Greg Hoyes Hamilton Co. Surveyor's Office -The proposed development has complied with the Hamilton County's master plan so there will be no comments or issues. Shirley Hunter -Duke Energy -When the second phase was built, Duke was aware of the third phase and has provided adequate power for this proposed addition to the building. Chris Ellison Carmel Fire Department earlier this month, Chris contacted Eric in reference to the size of the structure and potential building codes and requirements. The State of Indiana requires a sprinkler system or fire division once you exceed 7,000 sq. ft. and once an occupant load of 300 is exceeded This initial phase of the project is proposed to only have an occupant load of 200. The owner is requesting a provision that in the future if they add additional space they will then sprinkler the added addition but they will put in place the infrastructure at this time. The building currently does not have an alarm system; it is recommended that the builder checks on required occupancy's loads for the fire alarms, since they are lower than the requirements for sprinkler systems. For the November 16 TAC meeting _Buckingham Companies will bring through their plans and DP /ADLS Applications for Gramercy PUD (now Mohawk Hills Apartments Golf Course), which is located at the southwest corner of 126` St. and Keystone Pkwy, on approximately 113 acres. The site is zoned PUD/Planned Unit Development. Matt Griffin, Dick Hoover, Ryan Rediger, Randy Schumacher, and Alyssa Prazeau all presented for the petitioner. The proposed site is at the existing Mohawk Apartments Golf Course. About 4 years ago it was successfully rezoned to a PUD (planned unit development) called Gramercy. This project consisted of about 2,400 new units consisting of office space, condos, single family, retail space and a core that would be 6 -7 stories in height. In the past 5 years the economy and marketplace has changed dramatically. Since this project has been in the works for the past 5 years it has been re- envisioned in to something that would be able to take root and be successful in the current economy and community. Provided today was a draft version of the site plan for the proposed development. Next month for TAC they will have more detailed and finalized plans for the project. Essentially this is an infill and re- habilitation project. It is designed to keep most of the existing apartments but do a complete renovation on the interior and exterior. Approximately 420 units will be renovated with new floor plans to make them more into modern day units. They intend on adding 1,100 new units that will be a mix of a variety of building types ranging from 2 and 3 stories with an urban core that will be 4 stories. These new units will have a range of architectural looks. The vision of the core will be very much online with the City of Cannel's current development, with masonry buildings and clock towers. The site plan provided pays special attention to the utilities and easements. It has been worked out to try and avoid the existing utility easements for the intent to upgrade and redesign what is on site and add too instead of doing a complete scrap and rebuild. Above ground detention ponds have been placed where they shouldn't be an issue with the current utilities and existing infrastructure. The idea is to share the initial concept plan, take a look and make sure the proposed concept is going in the right direction so not intruding on any easements or causing any service issues. The project is intended to be phased out into two phases. Phase one would be the complete renovation of the 420 remaining units, the addition of 700 new units, and the removal of 8 -9 buildings. Intended start date is desired to be around March 2012. Would like to set up an additional meeting with Vectren to discuss the possibility of relocating some of the smaller gas lines running through the site. Would like to set up an additional meeting with the City Engineers Office to discuss and get any idea of what roads they will want to be public and or private. Currently the area has no electrical easements and the equipment is so old there are daily issues on site. Chris Ellison Carmel Fire Department -Noted for in the first phase when the 8 -9 buildings are getting ready to be demolished the Fire Department would like to see if they could use those for training proposes.
