Dear Mr. Olson:
We have reviewed the drawings submitted for this project and offer the following comments:
GENERAL INFORMATION
1. The project site is within current City of Carmel Coq>orate Limits. The following jurisdictions will
apply to this project.
2. Jurisdictions:
· Street and Right of Way - City of Carmel/City Center Drive, 3ra Avenue SW
· Water, Sanitary Sewer- Carmel Utilities
· Storm Sewer- City of Carmel
3. Board of Public Works and Safety Approval Requirements:
· Commercial Curb Cut- I believe that all necessary curb and median cut approvals are on our
Board of Public Works and Safety agenda on December 17th for approval.
· Water and Sanitary Sewer Availability.
· Consent to Encroach Agreements for any permanent improvement to be installed within dedicated
right of way and/or dedicated easements. This includes any proposed irrigation systems.
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires prior final approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals and completion of review by the Technical Advisory
Committee. All written requests to be place on the Board's agenda must include the appropriate
Docket Numbers and the date (or dates) of approval by the Plan Commission and/or BZA.
4. TAC Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. The design engineer must certify all drawings
submitted for final approval. This office will require a minimum of five-sets of approved drawings
after all issues have been resolved. The drawings will be stamped approved and signed by the City
Engineer and by the Director of Carmel Utilities. The Developer/Owner will receive one-set which is
to be maintained on the construction site at all times. Our Public Works Inspector will receive one-set,
Cannel Utilities will receive two-sets and one-set will be maintained in the Department of
Engineering. If more than the minimum five-sets are requested to be approved, the additional sets
(maximum total of two additional) must be submitted with the three required sets.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of
way and/or dedicated easements will require a Consent to Encroach Agreement between the

Owner/Developer and the City of Carmel. This Agreement requires Board of Public Works and Safety
approval.
6. Cannel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water
main and sanitary sewer main locations.
7. Carmel Utilities will provide separate review and comments for all water and sanitary sewer issues.
8. I am including copies of the following with this correspondence:
· Commercial Project ApprovalProcedures.
· Permit Data, Contacts, etc.
· Commercial Permitting Procedures.
BONDING REQUIREMENTS
9. Upon initial review, it appears that there would be no bonding requirements other than the following
right of way issue:
Right of Way Permit and Bonding Requirements
Any work in dedicated right of way City Center Drive and 3~ Avenue SW will require a Right of Way
Permit and a License and Pexmit Bond. This would apply to the December 17t~ Board of Public Works
and Safety c~b cut approvals. Please contact Fred Glaser, Right of Way Manager/Inspector, for
details regarding this perwAt and bonding.
WATER/SANITARY SEWER AVAILABILITY AND CONNECTION
10. Please provide the following information:
· Total square footage of the building. Water and Sanitary Sewer Connection Fees for office
buildings are based upon 0.5 EDUs per 1000 square feet of office space. Water and Sanitary
Sewer Connection Fees arc $1,310.00 per EDU and $795.00 per EDU respectively.
Please provide a legal description that contains the acreage of this development. Water and
Sanitary Sewer Availability (acreage) Fees are $1,010.00 per acre and $1,365.00 per acre
respectively.
Please contact Carmel Utilities with questions regarding this issue.
We reserve the right to provide additional review and comments upon receipt of detailed construction
drawings and drainage calculations.

Dear Mr. Cordingly:
At the Carmel Redevelopment Commission meeting on November 18, 2003 the
schematic design concepts for your Phase II project were approved by the
Commission. As you are aware, the Commission will require that a complete set of
construction documents for the project be submitted for their approval before starting
construction. It should be noted that the Commission will require the screening of
your surface parking areas that occur on City Center Drive as well as Third Avenue
with Iow brick Ftasonry walls orthe use of brick piers and wrought iron with
landscaping. This is consistent with what the Commission has required from other
developers on the City Center site. Once your site engineering documents are
completed you will need to file for TAC review by the Carmel staff for approval prior
to filing for the necessary building permits. CSO stands ready to assist you in any of
your efforts involving the construction approval process since we all understand the
need for urgency to get your project underway. We will contact Steve Sturtz to
coordinate his efforts with the Carmel Redevelopment Commission's current
Streetscape project which is bidding on November 21, 2003.

Dear Mr. Sturtz:
At the Carmel Redevelopment Commission meeting on November 18, 2003 CSO
presented the sign concept to be located in the screen wall at the intersection of City
Center Drive and Third Avenue. Upon reViewing the sign layout it was the
recommendation of the Commission that the overall size of the sign be approved,
however, it was their recommendation that the sign be changed to read in larger
letters the Pedcor Square followed by smaller letters that would say "at City Center".
The Commission felt leaving the word Carmel off was appropriate for this sign.
Please resubmit a revised sign layout reflecting this change assuming that it is
acceptable to Pedcor Development since they are contributing towards the cost of
construction of the screen wall.

This meeting was held to review the preliminary plan provided by Steve Sturtz and the dimensions and
sections that CSO has developed from this plan. The object was to make sure the intent by Steve
Sturtz was being followed.
Bob Olson reviewed walls section sketches showing the 7'-0" Wall facing the intersection
and the 5'-0" wall on the backside of the planters to be bricked on both sides so the
upper floor of the office building would see brick and not block wall. This wall be
increase from approximately 12 to 14 inches thick to 1'-7" thick. Bob Olson suggested
per Les Olds comment that the block could be painted to match the brick if this was
acceptable to Steve Sturtz. Steve agreed that the painted block on the inside of the wall
facing the utilities would be cheaper and acceptable.
Bob Olson reviewed the design of the precast stone cap that would set on top of the 5'-
0" x 7'-0" sign columns. Steve Sturtz asked if CSO had any experience using precast
stone versus natural stone and if it last long without any problems and if the cost was
cheaper. Bob Olson said yes, CSO uses precast stone all the time and we have used it
on building for several years and it appears to be holding up quite well. The cost is
cheaper and the order time is shorter. The Carmel Reflecting Pond has precast stone
on the pool caps as well as the architectural feature on the pavilions. Steve agreed to us
precast stone.
Bob Olson reviewed the location of the proposed screen wall in relationship with the
existing utilities. It appears there are existing storm lines and manholes that may need
to be relocated due to the location of the wall foundations and footings,
Bob Olson reviewed the existing top of curb elevations along City Center Drive and Third
Street in front of the proposed screen wall. It appeared the entire perimeter could be
relatively flat. Steve Sturtz would like to see that happen if possible.
CSO will proceed in reliance on this report. Any discrepancies should be brought to our attention in writing within
seven (7) days.

Bob Olson and Steve Sturtz reviewed the construction limit between the screen wall
project and the Pedcor phase II project. Steve Sturtz agreed with the layout and felt it
would not impede the construction of his site.
Steve Sturtz mentioned that there is an existing fire hydrant that may need to be
relocated. Bob Olson is to review the relocation of the hydrant with Les Olds and may
want to review with the Carmel Fire Department.
Bob Olson reviewed the wall heights that he had viewed from the renderings from Crews
& Sturtz. The sign columns would be 10'-0" high, the curved wall facing the intersection
would be 7'-0" high, the back planter wall would be 5'-0" high and the lowest wall would
be a seat wall and it would be 30 inches high. These dimensions are approximate and
will increase in height with the stone cap and the brick coursing. Steve Sturtz approved
the wall heights.
Bob Olson reviewed the colored elevations with Steve Sturlz and asked what the intent
was in the different color brick lines. Steve said that it was a printer problem. All the
brick will be the same color and will be a Flemish bond.
Bob Olson reviewed the water table at the base of the columns with Steve Sturtz. The
water table will be made of stone and 24 inches in height. The water table at the base of
the curved wall will be stone and will be approximately 0'-8" in height. The Pedcor sign
is graphic only on the elevation and maybe smaller in length but is to be approximately
2'-0' to 2'-8" in height (brick coursing). The words PEDCOR SQUARE is to appear.
Letter type and style was not talked about. There is to be a frieze band at the top of the
column and it is to be stone and about 0'-8" in height.

Steve Sturtz asked if there was any additional information or meeting that are required to
gain the approval for the design of the Pedcor Phase II project. Steve Sturtz also asked
if CSO would be writing the legal survey for the separation of the Pedcor Phase II project
from the total site. Bob Olson will review with Les Olds and will contact Steve Sturtz with
the answers, Steve Sturtz asked what type of lighting was approved for the inside of the
site. Bob OIson mentioned that he had faxed Tyler Crews the information about the type
of streetlight that was required. Steve Stur[z asked what spacing is required for the
streetlights and Bob Olson told Steve Sturtz we would leave it up to him as long as a 0.5
foot candle did not spill over the property lines. We reviewed the location of the street
lights along the north side of the reflecting pond and we both agreed there were no need
to install street lighting along the south of the Pedcor parking lot and drive being the
street lights for the pond were so close and would provide enough light.

The gates will be metal and with a total of 10'-0" wide. The spacing of the panels is to
be solid of very tight.
