EXPLANATION OF REQUESTS
David Dyar is requesting approval to allow a house addition at 2105 Pebble
Beach Drive. The property is outlined on the aerial photographs included under Tab 2. It
is zoned S -1 Residential.
In order to allow a new house addition approval has been requested consisting of
a developmental standards variance by the Board of Zoning Appeals. To this end, we
will present the requests for development standards variances to the Hearing Officer of
the BZA on November 1, 2011, just prior to the meeting of the Plan Commission
Committees.
The request for Variance approval involves one ordinance aspect; namely, the
front yard setback. Included under Tab 3 is an exhibit illustrating that area of the house
addition within the front building setback.

FINDINGS OF FACT DEVELOPMENT STANDARDS VARIANCE
1. The approval of this variance will not be injurious to the public health, safety, morals and general
welfare of the community because:
The house addition is in keeping with the character of the existing residence.
2. The use and value of the area adjacent to the property included in the variance will not be affected in a
substantially adverse manner because:
The house addition is in keeping with the character of the existing residence and represents a significant
investment that will enhance the value of the property rather than present the opportunity for an advense
impact on the value of adjacent properties.
3. The strict application of the terms of the Zoning Ordinance to the property will result in practical
difficulties in the use of the property because:
The lack of a reduced building setback will prevent the owner from making a substantial investment on
the property allowing for a use that is permitted under the Zoning Ordinance.
DECISION
IT IS THEREFORE the decision of the Carmel Board of Zoning Appeals that Development Standards Variance
Docket Nos. 11100005 V is granted, subject to any conditions stated in the minutes of this Board, which are
incorporated herein by reference and made a part hereof.
