(#04020013 V) Crooked Stick Golf Course-Clubhouse The applicant seeks approval of a development standards variance: Docket No. 04020013 V Ch.27.03.02 parking lot curbing The site is located northwest of Ditch Road and West 116th Street. The site is zoned P-I/Parks and Recreation. Filed by David Warshauer of Barnes & Thornburg for Crooked Stick Golf Club, Inc. General Information: The petitioner requests to be granted relief from having to curb their parking lot. Chapter 27.03.02 of the Carmel Zoning Ordinance states that all parking lots shall be curbed. Background Information: The petitioner will be constructing a new clubhouse in the same location and of similar size as the existing clubhouse. The parking lot currently exists with out curbing. When it was initially built, there was not a regulation that parking lots had to be curbed. Analysis' The parking lot exists today without curbing. Assumingly, the water drainage runs off the parking lot, as it was designed to do. Requiring parking lot curbing will call for demolition of the exiting parking lot and construction of a new parking lot with subsurface and other drainage utilities. Findings of Fact: The approval of this variance will not be injurious to the public health, safety, morals, and general welfare of the community because' The granting of no parking lot curbing will not be injurious to the community because this parking lot has been existing uncurbed for many years. 2.) The parking lot has existed as is for many years, and when it was initially constructed, it complied with the zoning ordinance then. 3.) The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because' The strict application of the Zoning Ordinance may result in practical difficulties in the use of the property due to the fact that the whole parking lot will have to be deconstructcd. A new parking lot will have to be constructed with subsurface and other drainage utilities. Recommendation'. The department recommends positive consideration of Docket No. 04020013 V with the following condition' Installation of parking lot landscaping, including landscaped islands; and Landscape plan approval from the Urban Forester.
