Indianapolis, IN 46250 RE: Review of Revised Landscape Plans fo West Dear Rich: My comments for the revised landscape plan for the apartment complex of Parkview at West Clay are as follows: le The plant schedule needs to include plant counts for each species, and all proposed plants must be specified and identified graphically on the plan. e Planting methods graphic number 5 contains the note "Set top of root ball slightly high." This needs to be changed to "Set rootflare of tree slightly high." This will help prevent decline of the tree if the tree comes from the nUrsery too deep in the root ball. Bt Planting Notes: plant specifications must meet American Standard for Nursery Stock (1996), and removal of stakes and wires after one year, need to be included in the planting notes. 4~ Medium to large maturing shade trees should be planted in the parking lot islands and planting areas with widths of 10 to 15 feet. The evergreens used in the parking lots islands are acceptable, but they should be planted in the narrower islands. Please switch the shade trees to the wide islands, and evergreens to the narrower ones. 5~ In front of buildings 1, 5, 12, and 16, there are very narrow peninsulas that show large maturing shade trees. These narrow areas should have ornamental trees instead. The narrow planting areas will present too many conflicts for large trees. The sod areas on each side of the parking lot entrances near buildings 1, 8, 12, and 13, provide adequate planting room for large maturing shade trees and should be utilized. They have biological limitations which make them ii1 fit for such stressful environmental situations. Please choose an alternative species. Please make these changes in writing and by amended plans. An Application for Project Review needs to be completed and the appropriate review fees for a Construction Plan paid, before any approvals will be granted from this office. I have enclosed a blank form for your use. ' 2._ A Testing and Inspection Agreement for the work to be performed within the Hamilton County right of way is included. The agreement and a check in the proper amount will need to be delivered to the Hamilton County Highway Department before the plans are approved. 3. The pavement section for all areas within the right of way shall consist of a 9" stone base, 3" HAC binder and 1" HAC surface. 4. All stops signs that are marked for relocation will need to remain in place at all times during construction. Temporary controls will be needed during the relocation. All relocations should be shown on the Site Development plan sheets, for approval of the new locations. The' following HCHD standards will also need to be included on the plans, S-1, S-2 and S-3. 5. A Stop sign is needed at the exit on Broad Street. 6, The pavement saw cut for the medians that am being removed will need to be squared off. Not round as shown on the plans. 7. Please note on the plans that all curb to be installed in right of way shall be in accordance with the proper HCHD standard plan. 8. Please note on the plans that no street cuts will be permitted for utility installation. 9. Please be aware that further comments may be necessary after revisions are made to the plans. No construction may begin until the plans have been approved and the Testing and Inspection Agreement completed. The only trees identified are the existing street trees. All proposed plants must be specified and identified graphically on the plan, and included on a plant schedule. Species comments will be made after amended plans are received. 2~ There are no planting details. Planting methods must be specified graphically on the plans. o Planting Notes' plant specifications must be included in the planting notes. Planting directions and maintenance plans, including but not limited to such items as a watering schedule for plant establishment, and removal of stakes and wires after one year, need to be included in the planting notes. 1 All parking lot islands should be planted with medium to large maturing shade trees to help reduce the "urban heat island" effect of large hard surface parking areas. Rectangle islands should have two shade trees and triangle shaped islands should have three shade trees. This will add a total of 14 trees. Se One half of the total ornamental trees proposed (48) should be substituted with medium to large maturing shade trees. This will result in 24 omarnental trees and 38 (24 plus 14) shade trees, not including the existing street trees. Parkwood Crossing East (College Hills PUD) The District has been discussing sewer capacity issues on 96th Street with the developer which is completing a flow study as part of that analysis. We have no comments about the PUD will need to review construction plans when they become available. Building permits should NOT be issued unless the District has issued its connection permit. Based on the preliminary plan presented for the development of Blocks A and B in the Village, the parking requirements provided in Ordinance Z-330 appear to have been met. Section 16.1 of that ordinance indicates the required number of parking spaces for the proposed use. One- hundred and forty-one spaces for each block is accurate per the proposed plan. As shown 116 spaces are being proposed on site for each block leaving a total of 50 (25 per block) necessary to be provided on street. Section 16.6 of the ordinance allows for parking provided within the public rights-of-way to count towards all or part of the parking needed. Seventy-four spaces have been identified within the right-of-way for the apartment use meeting the minimum necessary for this use. DeMoss Project Manager The Spanos Companies 10626 Lantern Road Fishers, Indiana 46038 REe The Village of West Clay- Spanos Apartments Parking Requirements Dear Mr. DeMoss' This letter is in response to questions regarding parking requirements for the Village of West Clay and specifically the apartment use proposed by the Spanos Corporation (see attached preliminary plan). Based on the preliminary plan presented for the development of Blocks A and B in the Village, the parking requirements provided in Ordinance Z-330 appear to have been met. Section 16.1 of that ordinance indicates the required number of parking spaces for the proposed use. One- hundred and forty-one spaces for each block is accurate per the proposed plan. As shown 116 spaces are being proposed on site for each block leaving a total of 50 (25 per block) necessary to be provided on street. Section 16.6 of the ordinance allows for parking provided within the public fights-of-way to count towards all or part of the parking needed. Seventy-four spaces have been identified within the fight-of-way for the apartment use meeting the minimum necessary for this use.
