Once these changes have been made and comments addressed, please produce a Mylar copy (with the surveyor's and land owner's signatures) for signature by this Department. Two paper copies of the plat must be filed with the Mylar prior to recording, and two paper copies and a Mylar of the recorded plat must he submitted following recording of the document. Our approval of the secondary plat (signature) will be forthcoming upon revision of the plans according to the items listed above. Also, staff has been advised that we cannot present a Secondary Plat to the Director for signature from this point forward until Ms. Terry Krueskamp (tkrueskampCTcarmel.in.gov) in Information Systems has received an e -mail with an electronic file attached (MicroStation .dgn is preferred, or AutoCad .dwg of the subdivision), and it (the e- mail) has been copied to myself and Alexia Donahue -Wold wwold chi carmel.in.gov). Lastly, the Dept would also like a .pdf or .jpg file of the scanned, recorded plat, as we move toward a paperless office. However, the proposed purchaser has not confirmed what their proposed building layout to be thereof we will be removing that area as a tree preservation easement (and confirmed by photo as.being open field and not wooded) However, areas along the perimeter (except access points for "drives and utilities) along Elliot Creek and its floodway and floodway fringe and well as other areas will be preserved. Our goal was to save as much undisturbed area as possible. With both the net pave 50 and the Netlon product systems they both rely on a properly engineered soil profile in addition to the products. The depth of profile will be designed so that it matches the load bearing capacity that would be required if an asphalt drive was installed. Typically we design them so they can handle an 80,000 lbs vehicle. (see the attached document "Soil Type and Associated Strengths for Netpave 50" for the guide that we created that pulls information from the geotechnical report and associates it to the manufacturers testing on the product load bearing capacity) This provides confirmable strength relationships with standard measuring indexes. (Also attached is the standard detail,) i Chris, How will the outside edge of the system be identifiable to the fire department during all weather conditions including a heavy snowfall? Typically we will either use a flat gibbon curb to denote the edge or flat paver bricks. In the winter the edges would need to be "stakedt as noted below. How will the system be maintained clear and unobstructed at all times during a snowfall? The Netpave 50 design would need to be used in this application to protect the turf grass from the snow plow blade. Netlon is better used if plowing does not need to occur. What is the maximum vehicle weight that this system can hold? With both the net pave 50 and the Netlon product systems that are proposed, they both rely on a properly engineered soil profile in addition to the products. The depth of profile will be designed so that it matches the load bearing capacity that would be required if an asphalt drive was installed. Typically they are designed so they can handle an 80,000 lbs vehicle. (see the attached document "Soil Type and Associated Strengths for Netpave 50" for the guide that we created that pulls information from the geotechnical report and associates it to the manufacturers testing on the product load bearing capacity) This provides confirmable strength relationships with standard measuring indexes. Please note that some areas of the access road may be paved. How will the outside edge of the system be identifiable to the fire department during all weather conditions including a heavy snowfall? Mr. Christian Browning (owner) will be responsible to maintain plow the Primary Secondary Access paths. The overall area for the detention release rates are then 1.03 cfs for the 2 and 10 year storm events and 3.10 cfs for. the 100 year storm event. The area within the floodplain of Elliot Creek is 2.04 acres. The release rates for this 2.04 acres is 0.82 cfs for the 2 year storm event, 1.71 cfs for the 10 year storm event, and 3.89 cfs for the 100 year storm event. The 10 and 100 year release rate of the 2.04 acres within the floodplain exceeds the release rates allowed for the entire 10.32 acres. We are proposing no construction within the floodway and only the relocated driveway on existing grade within the floodplain. I have reviewed the drawings dated submitted on August 19, 2009 and offer the following comments: ALTERNATIVE TRANSPORTATION REVIEW COMMENTS 1) Please revise the plans to indicate the right -of -way pursuant to the Thoroughfare Plan. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay of the review process. It is critical that this office be made aware of all modification made on the plans being re- submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans indicating all revisions. It's been a few months since this last email and I would like to clarify what we need to do. It is my understanding that we need to provide plans and calculations that indicate enough detention storage is provided for the parcel west of the creek (7.12 acres) and outside the floodway /floodplain to satisfy the drainage ordinance release rates of the City of Carmel (0.71 cfs for the 2 and 10 year storm events and 2.14 cfs for the 100 year storm event). If an orifice smaller than 6 inches is required to meet the release rates, we still need to provide that storage amount but will specify the minimum orifice size of 6 inches. 7/17/2009
