The concern cited that a possible construction staging area was being operated at this property, which is zoned residentially (RI). As per Appendix A, Schedule of Uses, of the Carmel/ Clay Zoning Ordinance (see attached), construction staging areas are not a permitted use in this zoning district. A simple site visit was performed on February 4, 2010 and again on February 11, 2010 in which the following Carmel/Clay Land Use Regulations violation was documented: 27.02.04 Parking spaces may be located on any part of a lot, unless otherwise specified herein. Parking spaces shall not be located in any required greenbelt or lawn area. Please respond within ten (10) days of the date of this letter in order to avoid further enforcement action by the City of Carmel.
