EXPLANATION
Mike's Car Wash, Inc. ("Mike's") is the contract purchaser of a parcel of real estate located
near the southwest intersection of Rangetine Road and Carmel Drive. This site is currently the home
of Carmel Car Wash, and the common address is 1250 South Rangeline Road.
Mike's desires to demolish the existing buildings on the site and replace them with a new
automated car wash facility and a new self-service car wash facility. In this regard, in addition to
filing development standards variances for certain ground signs and menu signs, Mike's has also
appeared before the Plan Commission regarding the architectural design, lighting, landscaping and
signage for the site, as well as development plan approval for the site. The full Plan Commission will
make a final determination regarding the ADLS application at its April 20, 2004 hearing.
Mike's has worked closely with the Planning Staff and Les Olds, the Director of
Redevelopment, regarding the design and layout of the proposed buildings and site. Mike's asserts
that the design of the buildings and signage work to achieve the goal of redeveloping this real estate
in a manner which is consistent and compatible to the other changes along the Rangeline Road
Corridor, as well as the Monon Trail arem However, in order for the site to adequately and properly
serve the proposed use, Mike's is seeking variances regarding the proposed ground signs and menu
signs to be located on the site.
Access to this site will be off both Rangeline Road and Carmel Drive. Due to concerns and
hardships relating to the buildings and landscaping adjacent to the Mike's site which may affect
visibility, along with the grade of the adjacent roadways, Mike's is seeking permission to construct a
ground sign adjacent to the Carmel Drive entrance which will be seven (7) feet in height. Mike's is
also seeking a variance to permit construction of a ground sign adjacent to the Rangeline Road
entrance which will be eleven (11) feet in height. It should be noted that Mike's will have no wall
signage on either the automated car wash facility or self-service ear wash facility.
Mike's is also seeking variances to allow construction of two (2) menu signs on the site.
Pursuant to Carmel's Zordng Ordinance, "non-fast food" businesses are not permitted menu signs.
However, the nature of Mike's business is that it is a drive-thru business. Consequently, Mike's
desires the ability to advertise certain services it offers to its customers who drive through the site.
The menu signs will be located in the southwest area of the site near the drive-thru lanes of the
automated car wash facility. The proposed menu signs will not exceed the size requirements as set
forth in the Zoning Ordinance.
Mike's will present in more detail the rationale and reasons supporting its request at the Board
of Zoning Appeals hearing scheduled for April 26, 2004.
