2. The Special Use will be consistent with the Character and Permitted Land Use of
the zoning district and Cannel/Clay Comprehensive Plan because:
our mission is to serve the community's spiritual needs while being an
integral part of the neighborhood. Structure's design will blend nicely with
surrounding homes.
3. The Special Use is physically suitable for the land in question because:
structure, parking and plantings will make the best use of available space.
Roads will adequately handle the intermittent traffic a small church will
create.
4. The Special Use will not injuriously or adversely affect the adjacent land or
property values because:
a church facility is typicofly viewed as a welcome neighbor. The church's
size and style will be compatible with surrounding single-family homes.
The Special Use will not adversely affect vehicular or pedestrian traffic flow, nor
the adequate availability of water, sewage, or storm drainage facilities, or police
or fire protection because:
current roads will easily accommodate the church's traffic (typically
weekend and off-peak weekday times); all utilities and storm drainage are
available.
The Board has reviewed the requirements of Ordinance Z-160, Section 21.3 (1-
25) as they relate to Special Use, and does not find that those criteria prevent the
granting of the Special Use:

DEVELOPMENT STANDARDS VARIANCE
1. The approval of this variance will not be injurious to the public health, safety,
morals and general welfare of the cOmmunity because:
churches bring a general uplift to community standards and morals.
Provisions for traffic/pedestrian flow have been addressed in setback
reductions requested. Additional lot coverage consists of parking areas that
will be land,caped to conform to City of Camel buffering requirements.
2. The use and value of the area adjacent to the property included in the variance
will not be affected in a substantially adverse manner because:

1. The Special Use in Flood Plain District, Ordinance Z-160, Section 21.6 as amended doc:

2. The Special Use will be consistent with the Character and Permitted Land Use of the
zoning district and Carmel/Clay Comprehensive Plan because:
our mission is to serve the community's spiritual needs while being an integral part
of the neighborhood. Structure's design will blend nicely with surrounding homes.
3. The Special Use is physically suitable for the land in question because:
structure, parking and plantings will make the best use of available space. Roads
will adequately handle the intermittent traffic a small church will create.
4. The Special Use will not injuriously or adversely affect the adjacent land or property
values because:
a church facility is typically viewed a9 a welcome neighbor. The church's size and
style will be compatible with surrounding single-family homes.
5. The Special Use will not adversely affect vehicular or pedestrian traffic flow, nor the
adequate availability of water, sewage, or storm drainage facilities, or police or fire
protection because:
current roads will easily accommodate the church's traffic (typically weekend and
off-peak weekday times); all utilities and storm drainage are available.
6. The Board has reviewed the requirements of Ordinance Z-160, Section 21.3 (1-25) as
they relate to Special Use, and does not find that those criteria prevent the granting of the
Special Use:

during final phase of construction.

Indiana Association of Seventh-day Adventists believes that the granting of a special use
variance to allow a church building at 14535 Carey Road is a reasonable use of the
property. The congregation that will meet at 14535 Carey Road, known as Carmel Hope
Fellowship Church, has stated that it wants to be an integral part of the community,
adding spiritual and community values to the neighborhood. The structure, parking lot
and plantings will be well-suited to the residential neighborhood. Traffic flow will not be
impeded by the granting of the variance, and all utilities and storm drainage are available.

Indiana Association of Seventh-day Adventists, Inc., has requested two development
standards variances that pertain to setbacks. The front yard setback vafiance is due to the
request from the Hamilton County Highway Department to dedicate additional fight-of-
way. By dedicating this fight-of-way, the setback is reduced beyond the required 35 feet.
The request to reduce the rear yard/buffer yard setback in the parking lot area from 25 to
15 feet will not harm the adjoining property in any way. The next property to this
reduced rear yard/buffer yard is a retention pond.

The request to vary fi.om the maximum lot coverage is necessary because the church size
needed, with accompanying parking and plantings, will not be possible without the
variance requested.
