This office has reviewed the preliminary construction plans for the Hancock Professional Park, whir& were

· This project requires Board of Public Works and Safety approval of the Commercial Curb Cut for the
northern entrance to the development. The south shared curb cut was approved by the Board when the
World Gym project was approved.
· Provide drainage calcs.
· Street Cut/Right-of-Way Permit and Bonding requirements.
- (1) Commercial Curb Cut $ 2,000.00
- (2) Sauitmy Sewer $ 4,000.00 ($2,000.00 eat)
- (6) Water (please verify) $12,000.00 ($2,000.00 eat)
- (1) Storm $ 2,000.00
Total Anticipated Bond Requirements $20,000.00
· Hancock Street crossings require bores. Open pavement cuts require will require separate Board of
Public Works and Safety approval and must be justifiable.
· Clay Regional Waste Dislrict normally requires proof from the Developer that appropriate Street
Cut/Right-of-Way Permits have been obtained prior to granting approval for sanitary sewer
installation.
· Label right-of-way lines as such on all appropriate pages.
· We require a Certified Engineers Cost Estimate for 100% of the cost of labor and materials required
for the installation of a sidewalk in the right-of-way of Hancock Street.
· A Financial Performance Guarantee in the amount of the Engineers Estimate for the sidewalk
installation must be posted prior to commencement of construction activities. The Board o£ Public
Works and Safety will not sign and approve the plat for this project until all required bonds have been
· A recorded plat will be required prior to issuance of a building'permit by our Permits Deparanent. All
T.A.C. issues, by all departments, must be resolved prior to the building penuit approval.
· Identify/label all storm drainage, water and sauitaty sewer pipes and structures as existing or proposed
wherever applicable. Identify/label sub surface drains.
· That perdan of the nonbem entrance, which lies within the fight-of-way of Hancock Street, must
adhere to City of Carmel Pavement Specifications (9" base, 3" binder, and 1" surface).
· This project will requite appropriate Plan Commissinn/BZA approvals prior to any submission to the
Board of Public Wonks and Safety.

Applications for the Hancock Professional Park
Dear Adam:
Our office has reviewed the Secondary Plat, Devdopment Plan and ADLS applications filed by
Keeler -Webb Associates for the Hancock Professional Park project located on Hancock Street. The
following are comments that need to be addressed and plans updated accordingly:
Applications:
· The application forms are complete as filed.
Second__,~y Plat:
· No corranents on the Secondary Plat.
Construction Plans:
· The Registered Land Surveyor's signature, seal, and date need to be included on the
Construction Plans.
Development Plan/ADL&
· As a reminder, the parking lot is required to be paved and curbed cominuously
(includ'mg the parking islands).
· The proposed curb cut locations will need to be reviewed in detail.
· Color elevation drawings of all sides of the building need to be submitted, Any roof-mounted
mechanical equipment should be shown on the elevation drawing. The proposed materials of
the building will need to be presented at the Plan Commission meeting.
· The lighting plan for this site should include cut sheets for the proposed fixtures. U~ght
intensity readings along commercial lot lines are not to exceed 0.1 foot candles.
· Colored elevation drawings of the proposed signage needs to be submitted. Any signage
for this project, if approved, will require permits through this department.
· Comments on the landscaping plan are attached for your review. The landscape plan will
need to be in compliance with the M-3/manufactming requirements.
If not already done, please distribute the plans to the members of the Technical Advisory
Conwnittee mediately in preparation for the January 20th meeting. Our office will need to receive a
copy of any correspondence from the committee members. Once the previous comments have been

1. Suggest alternate species to Bradford Pear. Suggest superior variety 'Cleveland Select' Pear.
2. DOCS Zoning Ordinance landscape requirements for an M-3 zoning district suggests that:
A landscaped and maintained yard area shall be provided adjacent to the front of the building
which is equal to an area that runs the entire length of the front of the building and the depth
shall be a distance of not less than 25 percent of the height of the buildin~
Suggest continuing the same pattern of foundation plantings along the entire fiont of each
building.

PROJECT NARRATIVE
Keeler-Webb Associates is acting agent and engineer for Mr. Richard Carriger,
of Richard J. Carriger Company, on the above reference project. The property is
currently vacant and encompasses the residual of Block 5 in the Carmel Science
and Technology Park.
We proposed to construct (6) professional office buildings containing 43,472 SF
on the 7.276 Ac. Site. The attached plans show the proposed development of
the site. All utilities are available on-site or in the adjacent right-of-ways. Access
will be from Hancock Street. Storm water will be collected via storm sewers and
conveyed to the existing lake to the east.
The facility will be subdivided into two lots with (3) buildings each. Each tenant
suite is approximately 1200 SF with a maximum of 36 tenants. Each building will
be a (1) story traditional office building.
This submittal is for the Carmel T.A.C. Meeting to be held for January 20, 1998.

Would you check your Secondary Plat inventory for Carmel Science & Technology Park, Block 5, Lot 2 & 3? It is
commonly known as Hancock Professional Park. It was approved early this year for DP/ADLS & SP. Building
permits were issued, but I donl find any indication that they recorded the Secondary Plat.
