OF COblMUNITY SERVICES March31, 1999 Mr. Schahet Schahet Hotels 9333 North Meridian Street, Suite 203 Iva~anapolis, IN 46260 re: Hampton Inn Hotel, 126~' Street and U.S. 31 via U.S. Mail Dear Mr. Schahet: On March 16, 1999 the Carmel/Clay Plan Coaiaiission, following a public hearing, approved Sch~h~ Hotel's applications for architectural design, lighting landscaping and silage ('ADLS') and development plan ('DP') to construct an approximately 62,000 square foot hotel on the.Duke Realty Investment's property located at the southeast comer of 126~ Street and U.S. 31 in Hamilton County. Also, on February 22, 1999 the Carmel/Clay Board of Zoning Appeals, following a public hearing, approved Schahet Hotel's applications for special use and three developmental standards variances. As part of these approvals Schahet Hotels agreed to comply with certain requests made by the Department of Community Services, Plan Commission and the Board of Zoning Appeals. Specifically, Schahet Hotels agreed to a building facrade that was identical in color and material to the Hamilton Crossing East retail building. Schahet Hotels also agreed to the requests to limit the mount of signage on the building to two wall identification signs on the north and south sides of the building, respectively, and to change the color of the sign faces from red to ivory. The approval of the Plan Commission and Board of Zoning Appeals of Schahet Hotel's applications for ADLS, DP, special use, and variances includes compliance with the foregoing matters by Schahet Hotels in the construction of the improvements. We also request sub surface and yard drains be installed on the West Side of the development the same as indicated on the East Side. We request drainage calculations be submitted for this project. We reserve further comment until construction plans are received and planned street/mad improvements are presented. 2i. Old Meridian Medical Center The Engineer/Developer has addressed our T.A.C. issues. The most current drawing in our possession for this pmjeot indicates the Carmet D~ve entrance to be aligned with the Shepherd/Med Check western entrance on the north side of Carmel Drive. The drawing does not indicate the entrance will be shared with Lot #3. Is this the most cun'ent plan? Will access to Lot #3 be as indicated on the plans submitted for Lot #27 We have not seen plans for Lot #3. Since the three lots are being developed separately, it would be most helpful if the site plans for Lots 1, 2 and 3 ware combined on one drawing in order to view and evaluate the overall entrance, project plans and traffic flows on Can~el Drive and Old Mendian Streets. 4i. Hamilton Crossing East Hotel We do not have major issues with this development. We are stJll unclear as to if this hotel development includes a restaurant or if a separate restaurant is to be developed elsewhere on the site. We offer the following comments resulting from this review: · Sew ,- City of Carmel Utilities · Water- Indianapolis Water Company · Storm Drainage - Hamilton County/City of Cannel · This project will require approval of Sewer Availability from our Board of Public Works and Safety. Additional Fees are as follows: Acreage This fee has been paid for the entire development of Hamilton Crossing East. No additional acreage fees will be due for this or future Hamilton Crossing East development. Connection This Fee is based upon the equivalent user contribution table from our City Code regarding utilities. The Sonitmy Sewer Connection Fee for Motels is 0.5 EDU's per room ~ $795.00 per EDU. Find attached a copy of the user table. (Example-100 rooms ~0.5 EDU/Room = 50 EDU's ~,$795.00/EDU = $39,750.O0) · This project must receive appropriate Plan Conunission/BZA approvals before any BPWS approval requests will be submitted. · Will the extension of the sauitaty sewer main be reflected on revised Hamilton Crossing East construclion plans? Light levels along commercial lot lines shall not exceed 0.3 foot candles. In addition to the lighting plan provided, cut sheets of the type of fixtures needs to ~pl submitted. Please indicate how delivery tracks will maneuver the site. If not already done, please distribute the plans to the members of the Technical Advisory Committee immediately in preparation for the January 20th meeting.
