Dear Jim:
The Engiatering Department has reviewed the plans for the above meutioned development, and we offer
the following comments:
1. Based on our previous discussions regarding dtis development, we would ask that the detansion area
behint~ iots 281-292 be labeled as a drainage, utility, mid detension easement
2. Please relocate all curb castings away from lmndicap rmnps. (Stephanie Street & Thomas Lane
intersection)
3. We would suggest a single mn of subsurface drains along the rear lot lines within the detension area.
4. All existing storm sewers in this section will need to be inspected prior to construction.
5. The designed pipe slopes near structures 605 (8.54%) and 606 (12.59%) need to be reduced so that
pipe velocities do not exceed 10 fps.
6. Entrance plans need to clearly identify sections of pavement to remain, and those to be removed.
7. All necessa~ bonds must be posted prior to recording the secondary plat for this section.

Foster Estates Section Four
The following is a report describing the water, sanitary systems, and drainage on the above referenced
project:
1. Water System
Water to each of the 40 lots will be provided by the City of Carmel Utility Department. This
service will be provided from the existing 10 inch main along the south side of the proposed Jason Street
which connects thc water distribution systems of sections one and three. There is also an existing 8 inch
main on the south side of Stephanie Street at its existing eastern limits stubbing from section one. Thc
proposed water distribution system includes extending 8 inch mains through the proposed section
connecting to both existing systems.
2. Sanitary System
The sanitary effluent for the site will be accepted and treated by the City of Carrnel. There are
two existing 8 inch sanitary mains that will be connected to and extended into the proposed section that
will provided service to all 40 lots. One of the existing 8 inch mains is located at the existing eastern
limits of Stephanie Street stubbing from section one and the other is located at the northwest corner of
the proposed section that was also stubbed from section one.
3. Storm Sy~em
The rainfall runoff generated from this section will be collected by various proposed storm sewer
systems that all ultimately connect to an existing 36 inch storm sewer that runs from the southeast
portion of the section to the northwest portion of the section. This storm sewer system was constructed
during section two and was designed at that time to handle the runoff generated by this portion of the
development.

We have received your letter dated January 7, 1999 which was a review of the construction plans and secondary plat
for the above referenced project. I have addressed each of your items individually with a numbering system
consistent to your comment letter.
1. The plans are not intended to reflect a swale along the rear of lots 296 and 297, these lots are intended to drain
from back to front.
2. The plans are not proposing a dry detention facility in the rear of lots 281-283.
3. Please see the revised construction sequence that takes into account your comments.
4. Please see the revised erosion control plan, sheet C 102, which has been modified to show a slotted riser with a
silt basin at each of the existing beehive inlets. A construction detail of this stotted riser has been added to
sheet C103. Also, please see the revised notes regarding the site specific sequence which has been modified to
include a note specifying the timing of the berm construction along 146'h Street.
5. Please see the revised erosion control plan, sheet C 102, which shows a slotted riser with a silt basin. I believe
the silt basin surrounding the structures will address your request for additional silt traps at both of these
locations.
6. Please see the revised erosion control notes for home builders on sheet C 103.

Construction Plans
1. Please recall from TAC that the contour lines shown on the development plan represent a landscape
mound and not a detention facility. In an effort to easy your concerns regarding the mound being
within the right-of-way, I have enclosed a cross section showing the relationship of the mound to the
right-of-way. Please notice that the mound is not substantially within the right-of-way and is only
approximately 2.5 feet high at the right-of-way line.
2. Please see the revised sheet C101 which shows the roadside swale with grades.
3. Please recall from TAC that this storm sewer will be utilized by the County to drain 146~ Street
when it is upgraded and therefore should remain within the right-of-way.
4. Please verify with your records that a permit was not obtained. If one was not obtained I will
forward your request to Quadrant Development.
5. Upon receiving approval of these plans from your office, we will forward a set to Paul I. Cripe, Inc.

We have received your letter dated January 12, 1999 which was a review of the construction plans and
secondary plat for the above referenced project. I have addressed each of your items individually with a
numbering system consistent to your comment letter.
Storm Sewers/Drainage
1. A meeting has been setup with Kate Boyle regarding this issue as requested at TAC.
2. Please review the Plan and Profile sheets which have the existing structures, casting elevations,
casting types labeled.
3. The existing storm sewer system was installed during Section Two to give an outlet from that
section.
4. This item was approved by the Hamilton County Commissioners during the negotiation for
additional right-of-way of 146~ Street.
5. Please find enclosed the requested drainage calculations.
6. Please review the new prints which are darker than the other set and are more legible.
7. Lot 263 has a larger easement in the rear yard due to the small ravine that is located across the rear of
the lot. The easement assures that the drainage of lot 264, which drains partially through the ravine,
is not disrupted in the futnre.
Please see the revised Secondary Plat which contains rear yard easements on lots 290 and 291.
As with all developments, the potential purchasers will be given the Plat and the Covenant and
Restrictions to review prior to making the determination to purchase a lot.
10. Please see the revised sheet C 101 showing the handicap ramp / curb inlet conflicts being resolved.
11. Please note that the lots with window/walk out designation are not facing a detention facility.
12. The nopad lots are those lots that are in the wooded areas.
Sanitary Sewers
1. Please see the revised plan and profile sheets with the existing structures labeled as existing.
1. Design requirements for the street centerline profiles were obtained from the AASHTO - Geometric
Design of Highways and Streets.
2. Please see the development plan for the existing portion of the entrance. The existing curbs and
pavement is designated by the linetype and thickness.
3. Please see sheet C301 for the entrance detail
4. We acknowledge that the northern 60 fee~ of the entrance is in the Hamilton County Highways
jurisdiction.
All Other
1. We acknowledge that Carmel Utility department is also reviewing the sanitary sewer sytems and the
water distribution plans.
2. The developer is aware of the availability fees for the development.
3. We acknowledge that the Sewer and Water Availability must be approve by the Board of Public
Works and Safety.
4. We acknowledge that the Secondary Plat must be approved prior to submission to the Board of
Public Works and Safety.
5. We acknowledge that the IDEM application will not be signed prior to the Board of Public Works
and Safety approval of availability.

This letter serves to acknowledge receipt of a submittal containing the construction plans and plat for Foster
Estates Subdivision, Section 4. All interior right of way lies within the jurisdiction of Carmel, while 146th
Street right of way is controlled by Hamilton County through an inter-local agreement. ARer reviewing the
plans and plat, the Highway Department has the following comments:
Construction Plans
l)
Please relocate the proposed detention pond outside of the 60' half right of way of 146th Street. This
is necessary in order to provide futura expansion to 146th Street.
2)
Please provide centerline elevations for the road side swale along 146th Street. For public safety
reasons, please verify that both side slopes do not exceed 4:1 and the depth does not exceed 3' 6". We
also ask that flow lines be provided on Sheet C101.
3)
Please relocate the proposed storm sewer lines and structures outside of the 60' half right of way of
146th Street since it will conflict with any expansion to 146th Street
4)
It has been noticed that the entrance to this section has already been constructed. If the petitioner for
this development did not obtain a public road approach permit for this entrance, he will be required
to do so before any construction begins for Section 4. Please contact Mr. Ron Lantzer of our
department for further details.
5)
Once revisions have been made to the construction plans, please deliver a set to Mr. Phil Kuntz of
Paul I. Cripe, Inc. Paul Cripe was chosen as our departments design consultant for 146th Street.
Secondary Plat
1)
Please provide right of way chamfers at the entrance of 146th Street and Stephanie Street. This
should be in the shape of a triangle with two 35' legs.

Mark street to avoid the 90-degree bend and the street crossing.

This office has reviewed the preliminary construction plane for Foster Estates, Section 4, which were
received on December 21, 1998. We offer the following comments resulting from this review:
STORM SEWERS/DRAINAGE
· Is storm water detention being provided for this section?
· On the Development Plan and on Hah and Profile Sheets, identify/label all slructures/pipes tlmt are
existing as existing. Also include the first existing offsite structure and run of pipe that is associated
with proposed Section 4. Show existing TCgnverts on plan and profiles.
· When and why are there so many existing pipes/structures in this section?
· It appears as if existing/proposed pipe/structures are located directly under the proposed fence and
columns along 146~ Street. Is this correct? If so, t.his condition would not be acceptable.
· Provide Drainage Calcs including Storm Sewer spread sheets.
· Cannot read or distinguish contour lines on the Development Plan (Sheet CI01). Please provide a plan
with darker contour lines and elevations.
· Why doesn't the rear yard easement for Lot 263 match the easement for lot 2647
· Why aren't there rear yard easements for lots 290 and 2917
· Will potential purchasers of lots be made aware, by covenants or otherwise, of easements on their lot,
particularly those lots with easements of larger dimensions and will the purchaser be made aware of
restrictions associated with said easements?
· Move inlets from the handicap ramps.
· This office does not recommend window/walk out lots facing wet or dry detention areas.
· What determines the designation of no pad lots?
SANITARY SEWERS
· Identify/label existing sanitary structures/pipes on the development plan and on Plan and Profiles.
STREETS
· What are road design standards regarding sag and crest where there are abrupt and drastic changes in
grade?
· Show existing portion of entrance as existing on the Development Plan.

Dear Mr. Lash:
Carmel Clay Schools appreciates receipt of the construction plans and
secondary plat for Section 4 of Foster Estates. The school corporation has
two areas of concern. In the interest of safety, the installation of sidewalks
should be mandated within the subdivision. In addition, any cul-de-sacs
should be a minimum of 93 feet to accommodate the turning radius of an 84-
passenger school bus.
Information regarding the development of new subdivisions is vital to the
process of accommodating the educational needs of a growing community.
The projected pupil growth from the subdivision has been anticipated in the
long-range plan for Carmel Clay Schools. Carmel Clay Schools fully intends
to provide a quality educationai program for the patrons of Foster Estates.

Project: FoSter Estates Sec. 4
1. The swale at the rear of lots 296 and 297 appears not to be
needed. Please check the swale 9rade at the rear of lot 297.
2. Is'there a dry detention basin at the rear'of lots 281-2837
3. The construction sequence should be modified to in¢orpor&te
some of the following comments.
4. Item 4C- The existing storm inlets will need to be protected
prior to any construction. Because of maintenance concerns,
believe the silt box is inadequate. A stone donut, wir,
reinforced silt fence, or slotted riser is recommended. A
sediment basin needs to be excavated at each inlet. The
construction of the earth berm alonG the north side should be the
completed first to prevent storm water drainin9 to 146th Street.
5. Item 4E- A sediment trap is needed between lots 280 and 262 on
the south side of the road to prevent sediment from enterinG the
street. An additional trap is needed south of structure 600. silt
fence will be required behind the curb of all lots if the
construction is completed when temporary seeding will not readily
Germinate. Staged seeding of disturbed areas must be considered
during construction.
6. Item 4J- Silt fence will be required behind the curb for the
following lots during home construction- 296, 299, 284, 292, 295,
2~1, 262, 2~3, 279, 280. These lots bare at least 4' of rise from
the street to the pad. These items are necessary because a
sediment trap does not exist between the curb inlets and cool
Creek.

· A brief report describing the utilities to service the site needs to be submitted.
oA copy of the covenants for this section need to he submitted.
Plat:
· The owner/subdivider's name is misspelled.
Construction Plans:
· The proposed water hydrant locatiom need to be approved by the Cannel Fire Department.
· The final location, colors and style of any proposed entrance signage will need to be specified.
· The final landscape plan and fencing detail need to be provided.
· All correspondence fi'om the Technical Advisory Committee will need to be submitted to our
office.
Please distribute your plans immediately, if not already done, to the members of the Technical
Advisory Committee in preparation for the January 20th meeting.
Further comments on the plan will be forthcoming once revised plans have been received
