Afle~ reviewing the plans, the Highway Department has the foSowing comments: Please add the letter 'D', for Ihe 2' valley curb, to the two alley entrances onto Grenville Street. The issue of the curbs is the only other issue I~at remains unresoh~-~:l. The Highway Department, in reviewing the list of variances that were originally sougM bythe Bmnwick Corporation, has found no actions seeking the use of two different cu(o types within the develoflment. It is the proposed policy of the t-r~ghway Department that all ~ traditional' proposals use the chair back curb throughout the entire development. Afl:er reviewing the plans and plat, the Highway Department has the following comments: Coltslrttction Plntts 1) Please show a 20 MPH design speed on the cover sheet. 2) Please address the following issues to the Site Development Sheet, CI01: a) h) c) d) e) 0 g) h) i) J) k) What is Brenwick's plan for construction section phasing and the improvements to 131st Street? If Brenwick elects to construct each section one at a time, then all entrances must meet our minimum standards for accel/decel lanes and tapers. Please show the construction of the Broad Street entrance within one set of plans, regardless of Brenwick's decision. The 15" RCP storm sewer will need to be removed from the 45' half right of way so that it does not interfere with any future expansion to 131st Street. Please remove C.A. (common area) from the islands since they are not greater than 20' in width. Please show and detail valley curb being constructed across all alley entrances. Please label all island curb as chairback with reverse slope Per the instructions of the County Engineer, all subdivisions being proposed as "non-traditional" must be constructed with chairback curbs. Therefore, please remove "roll curb" from the legend on this sheet and add chairback with reverse slope. Please insure that all ADA ramps do not conflict with storm inlets. It appears there will be numerous conflicts at all intersections. Please make a note that saw cutting per INDOT specs will be required when constructing the Broad Street entrance. What plans are being made to address underdrains which do not drain into a storm inlet? It has been our departments standard to require street construction to end at an inlet or at a point in the vertical curvature which promotas drainage toward a structure. Please add the following note to this sheet: "any utility poles which lie within the extended pavement or shoulders must be relocated prior to the construction of the Broad Street entrance. Please label a 35' radius for the Broad Street entrance. 1717 PLEASANT STREET NOBLESVILLE, INDIANA 46060 (317) 773-7770 3) On Sheets C201/C202, please replace the 2' roll curb from the street legend with 2' chairback curb. 4) On Sheet C301, please provide more curb and pavement elevations to the Broad Street entrance. Also, please provide flow lines for all intersections and indicate that Broad Street will be superelevated using flow lines. Please also verify that no storm water will cross any of the intersections. In reference to the alleys, County code does not permit any storm water from private property to discharge onto public right of way. Please revise the drainage to these alleys and show valley curb being constructed across all entrances. 5) To provide additional public safety, our department will require Brenwick Development to provide line striping and stop bars for the deceleration lane and Broad Street entrance. All striping must conform with INDOT specifications and meet MUTCD guidelines. Please detail this on a separate sheet. 6) Please revise Sheet C601 to show the 15" RCP storm sewer outside of the 45' half right of way along 131st Street. 7) On Sheet C701, please revise the street names for the street cross sections. 8) On Sheet C801, please remove details 1, 2, 3, 8, 9 & 10 since they are not authorized by the County Engineer and they do not include the construction notes. 9) Please provide three separate street cross sections for Broad Street, Trowbridge High Street, and Grenville Street since they all have separate hack to back street widths, right of way, and street grades. In addition, please include a 131 st Street cross section detail for the accel/decel lanes. This cross section must met our specifications for a secondary arterial road. 10) On Sheet C804, please remove standard details number C-I and CS-I and add S-4. 11) On Sheet C901, please make the following modifications: a) Earthwork: Section 7 on Site Grading, please change the tolerance from 0.10 feet to 0.04 feet. b) Streets: Section 3i, please state that all paving must comply with Section 401.05 of the INDOT specifications book. 12) Please provide a sheet named maintenance o[traf[~c detailing how signs and barrels will be laid out for the construction of this entrance. This sheet should include, but not be limited to "Road Construction Ahead" & "Flagger Ahead" signs, and the location of barrels with type 'A' flashers. Please also add the following notes to this sheet: a) "Flag Ahead signs are to be covered or taken down when flaggers are not present." b) "Any drop offadjacent to the travel lanes which exceed 4" must have type 1I drums with type 'A' flashers spaced every 100 feet. 13) Eventually, a sheet named traflTc control will need to be submitted within these construction plans detailing where 20 MPH signs will be placed, stop signs, and yield signs. In addition, this sheet will need to show locations of street name signs. However, our department asks that a layout for the entire subdivision be provided on a 24" x 36" sheet so that the County Engineer can determine these locations. Please forward a copy of this sheet to my attention for mark up. Secondary Plat 1) Please have the plat stamped before submitting for the County Engineer's signature 2) Please provide a 2' non access easement along l 31 st Street. 3) How will the maintenance of the alleys and parking within the streets be recorded? 4) Please remove the islands from the right of way of Broad Street since they will not be recorded as common area. At this time, the Highway Department has no further comments. Once all revisions have been addressed, please submit a revised copy of the plans to my attention for review.
