After reviewing the plans, the Highway Department has the foliawing comments: The issue of the curbs is the on;y other issue that remains unresolved. The Highway Deparlment, in reviewing the list of variances that were originally sought by the Bren,~'ick Corporation, has foun~ no actions seeking the use of two d'~erent curb ~ypes within the development. It is the proposed policy of the Highway Department that all 'neo- traditional' proposals use the chair back curb throughout the entire development. At~er reviewing the plans and plat, the Highway Department has the following comments: 1) Please show a 20 MPH design speed on the cover sheet. 2) Please address the following issues to the Site Development Sheet, C101/C102: a) b) c) d) e) g) h) ~) J) k) I) m) n) Please show and detail valley curb being constructed across the eyebrow along Horseferry Road. Per the instructions of the County Engineer, all subdivisions being proposed as "non-traditional' must be constructed with chairback curbs. Therefore, please remove "roll curb" from the legend on this sheet and add chairback with reverse slope. Please insure that all ADA ramps do not conflict with storm inlets. It appears there maybe many conflicts at all intersections. Please make a note that saw cutting per INDOT specs will be required when constructing the Horseferry Road entrance and all existing stub streets from Section 10006. What plans are being made to address underdrains which do not drain into a storm inlet? It has been our departments standard to require street construction to end at an inlet or at a point in the vertical curvature which promotes drainage toward a structure. Please add the following note to this sheet: "any utility poles which lie within the extended pavement or shoulders must be relocated prior to the construction of the Horseferry Road entrance. · Please label a 35' radius for the Horseferry entrance. It appears that structures A708 & A709 will need to be relocated due to the valley curb requirement. Please show the 6" SSD drain continuing through the eyebrow entrances. Please label the back to back street width and right of way widths for Cecil Street & Bull Street. Please label Hourglass Drive. Please label the curb radius and centerline radius for Jackson Circle. Please provide a minimum 15' D.U.E. along 131 st Street. Please label a minimum 1 Off taper length for the Horseferry Road acceleration lane. Will the accel/decel lanes for Horseferry Road have curb and gutter? Please also include flow lines for this round-a-bout. On Sheets C201/C202/C203, please replace the 2' roll curb from the street legend with 2' chairback curb. Also, please provide all horizontal curvature information from the centerline of the streets. On Sheet C203, please show the 12" & 15" RCP storm sewer on the Trowbridge Street profile view. Please provide a plan/profile view for Calhoun Square. Hamilton County Code requires that the invert of the 6" SSD underdrain to be placed 32.5" below the top of pavement. It appears on Sheet C601 that there may be numerous conflicts with this drain and the 36"/48" RCP storm sewer line (#A636-#A645). Please look into this issue and ensure no conflicts will occur. Reroufing the 6" drain or installing it against the pavement grade will not be authorized. In addition, it appears that the 36" run between structures #645 & #644 will not have the required 13" of cover when the bell of the pipe is taken into consideration. This sould also be addressed. On Sheet C604, it was noticed that line A602-A604 will be included in this section. Where is this located since it is not shown on the site development plan? The construction plans which were submitted for review did not include a intersection detail sheet. Please verify that multiple elevations are provided for the curbs and pavement at all intersections, the Jackson Cimle round-a-bout, and the two eyebrow entrances. Please verify that no storm water will cross any of the intemections (with the exception of the eyebrows) and use flow lines at all intersections. Flow lines should also be used for the Jackson Circle round-a-bout to indicate it will be superelevated. To provide additional public safety, our department will require Brenwick Development to provide line striping and stop bars for the deceleration lanes and the Horseferry entrance onto 131 st Street. All striping must conform with INDOT specifications and meet MUTCD guidelines. Please provide this detail on a separate sheet. On Sheet C701/C702, please revise the street names for the street cross sections. On Sheet C801, please remove details 1, 2, 3, 8, 9 & 'I0 since they are not authorized by the County Engineer and tbey do not include the construction notes. Please show a typical street cross section for Horseferry Road/Hourglass Road/Broughton Street, Jackson Circle, Bonaventure Avenue, and Cecil Street/Bull Street since they have different back to back street widths and right of way. In addition, please include a 131st Street cross section detail for the accel/deeel lanes. This must meet the specifications for a secondary arterial road. On Sheet C804, please remove standard details number C-1 and CS-1 and add S-4. On Sheet C901, please make the following modifications: a) Earthwork: Section 7 on Site Grading, please change the tolerance from 0.10 feet to 0.04 feet. b) Streets: Section 3I, please state that all paving must comply with Section 401.05 of the INDOT specifications book. Please provide a sheet named maintenance o£trafftc detailing how signs and barrels will be laid out for the construction of the Horseferry Road entrance. This sheet should include, but not be limited to "Road Construction Ahead" & "Flagger Ahead" signs, and the location of barrels with type 'A' flashers". Please also add the following notes to this sheet: a) "Flag Ahead signs are to be covered or taken down when flaggers are not present." b) "Any drop off adjacent to the travel lanes which exceed 4" must have type I1 drums with type 'A' flashers spaced every 100 feet. 16) Eventually, a sheet named traffic control will need to be submitted within these construction plans detailing where 20 MPH signs will be placed, stop signs, and yield signs. In addition, this sheet will need to show locations of street name signs. However, our department asks that a layout for the entire subdivision be submitted on a 24" x 36" sheet so that the County Engineer can determine these locations. Please forward a copy of this sheet to my attention for mark up. Secondary Plat 1) Please have the plat stamped before submitting for the County Engineer's signature, 2) Please provide a 2' non access easement along 13 Ist Street, 3) Please provide all horizontal curvature on this plat. This includes centerline and right of way radii. 4) Please label the 45' half right of way along 131st Street. 5) Please provide a 15' D.U.E. for 131 st Street. 6) How will street parking be recorded? At this time, the Highway Department has no further comments. Once all revisions have been addressed, please submit a revised copy of the plans to my attention for review.
