SUBDMSION COMMITTEE
FEBRUARY 2, 1999
The regularly scheduled committee meeting was called to order by Dave Cremeans, at
approximately 7:00 PM in the Caucus Rooms of City Hall, One Civic Square, Carmel,
Indiana.
Committee members present were: Kent Broach; Dave Cremeans, ex=officio; Leo
Dierckman; Ron Houck; Norma Meighen; Chris White; and Tom Yedlick.
Mark Monroe was present representing the Department of Community Services.
Tom Yedlick was elected committee chairman for the coming year by Unanimous
Consent.
Item I. Committee to consider Docket No. 5-99 SP, a secondary plat
application for Quadrant Development Company. Petitioner seeks approval to
construct 40 lots on 27 acres within the subdivision known as Foster Estates, Section 4.
The site is located at the southwest comer of 146t~ Street and Carey Road. The site is
zoned R- 1/Residence.

Richard Henderson of the Schneider Corporation, 3020 North Post Road, Indianapolis,
appeared before the Committee to seek Secondary Plat approval for Section 4 of Foster
Estates, located at 146th and Carey Road. Section 4 is the last section of Foster Estates be
platted.
In September, !998, the Committee approved a re-plat application for Section 4. The
streets to the north have been adjusted to provide a better buffer between the development
and 1464 Street. Final approval is being requested at this time.
Mark Monroe reported no outstanding issues at this time; the secondary plat conforms to
Primary Plat.
Norma Meighen moved for the approval of Docket No. 5-99 S.P., Foster Estates,
Section 4, subject to County approval of landscaped mounding, seconded by Ron
Houck. APPROVED 6-0.
NOTE: Items 2., 3., 4., and 5. were heard together.
Item 2. Committee to consider Docket No. 6-99 S.P., a secondary plat
application for Brenwick Development Company. Petitioner seeks approval to construct
14 lots on 8 acres within the subdivision known as the Village of WestClay, Section
10005. The site is located on the south side of West 131~t Street, one-quarter mile east of
Towne Road. The site is zoned PUD.

Item 3. Committee to consider Docket No. 7-99 S.P., a secondary plat
application for Brenwick Development Company. Petitioner seeks approval to construct
27 lots on 18 acres within the subdivision known as the Village of WestClay, Section
1006. The site is located on the south side of West 131't Street, one-half mile east of
Towne Road. The site is zoned PUD.

Item 4. Committee to consider Docket No. 8-99 S.P., a secondary plat
application for Brenw ck Development Company. Petitioner seeks approval to construct
31 lots on 22 acres within the subdivision known as the Village of WestClay, Section
10009. The site is located on the south side of West 131't Street, one-half mile east of
Towne Road. The site is zoned PUD.

5. Committee to consider Docket No. 9-99 S.P., a secondary plat
application for Brenwick Development Company. Petitioner seeks approval to construct
8 lots on 24 acres within the subdivision known as the Village of WestClay, Section
12001. The site is located on the south side of West 131~t Street, east of Hoover Road.
The site is zoned PUD.

Keith Lash, Schneider Corporation, 12726 Hamilton Crossing Boulevard, Cannel, and
Jose Kreutz of Brenwick Development Company appeared before the Committee
representing the petitioner. Secondary Plat approval is being sought for the first four
sections of the Village of WestClay. These four sections are located around the inter-
section of 131a Street and Hoover Road and fall under Planned Unit Development
Ordinance Z-330. These four sections consist of S0 lots and approximately 57.8 acres.
These four sections of the Village have been reviewed by the Technical Advisory
Committee on two occastons. Letters have been received from the Hamilton County Soil
& Water Conservation, Hamilton County Highway Dept., Clay Township Regional
Waste District and the Dept. of Community Services. The petitioner met with the County
Surveyor and his staff and a letter is expected shortly.
The Secondary Plats have been revised, as seen by the Subdivision Committee, to comply
with comments from the Technical Advisory Committee. Final approvals must be
received before construction can commence.
Mark Monroe reported that the project has gone through a number of reviews by the
Technical Advisory Committee for a number of issues identified. The four secondary
plats presented are identical to the primary plat and the Department is recommending
approval. Items 3 and 4 are to be built on either side of the existing Hoover Road, and
approval is contingent upon the approval of the vacation of Hoover Road.

99 SP, contingent upon satisfactory resolution of all TAC issues and the vacation of
Hoover Road, seconded by Ron Houck. APPROVED 6-0.
6. Committee to constder;Doek~t-No?~/~P, ii replat application for
.,James~and~Paulette ~/Sancaster.~PeUtmner seal, s approval to replat lots 3 and 4 into one
lot within the subdivision known as Rosemeade Commons. The site is located on the
north side of East 116a Street, one-quarter mile west of Rangeline Road. The site is
zoned R-I/Residence.

Keith Lash of the Schneider Corporation, 12726 Hamilton Crossing Boulevard, appeared
before the Committee representing the petitioner. Approval is being requested to replat
two lots into one lot in the Rosemeade Commons Subdivision. Mr. & Mrs. Lancaster
own both lots; their home will occupy one lot, and a swimming pool will be constructed
on the adjoining lot.
Chris White moved for the approval of Docket No. 10-99 PP/SP, James and Paulette
Lancaster, seconded by Leo Dierckman. APPROVED 6-0.
7. Committee to consider Docket No. 11-99 PP/SP, a replat application for
W.W.B.C. Development Company. Petitioner seeks approval to replat lots 28-29, 48-
49, and 58-59 into one lot within the subdivision known as Carolina Commons. The
petitioner will be filing a Variance for a 75 yard set back variance with the Board of
Zoning Appeals.
Richard Henderson of the Schneider Corporation, 3020 North Post Road, Indianapolis,
appeared before the Committee requesting a replat of lots 28-29, 48-49, and 58-59 in
order to situate a house over the lot line; this requires eliminating the lot line so that there
is no violation of the side yard requirement. There are three different home-buyers, and
three different groups of two lots to reptat into single lots.
Chris White moved for the approval of Docket No. 11-99 PP/SP, replat for W.W.B.C.
Development Company, seconded by Leo Dierekman. APPROVED 6-0.
8. Committee to consider Docket No. 100-98 P.P.£, a replat application for
Habitat for Humanity. Petitioner seeks approval to replat 3 lots on 3/4 acre known as
Little Farms, Lot 42. The site is located on the south side of 104th Street, one-half mile
east of College Avenue. The site is zoned R-I/Residence.
Filed by John Krom of Habitat for Humanity.
Rick Roesch of Habitat for Humanity appeared before the Committee along with John
Krom and a representative from Miller Engineering. The Habitat group met with the
surrounding neighbors who had expressed concern at the public hearing. The petitioner's
position is that they meet the Ordinance requirements.
The major issue outstanding is the drainage.

Doug Hall, Miller Surveying in Noblesville, explained the features of the lot, the lot
area, and the county regulated drain. The proposal is to re-route the regulated drain
across the center line of Lot 42-2 parallel with the right-of-way line, and divert straight
south along the eastern property line of the center lot, and re-connect with the county
regulated drain. There will be a system of swaias provided around each of the homes and
property lines to divert surface water to inlets.
David Parker, 1028 Bristol Road, Indianapolis was recognized by the Chairman. Dave
Parker addressed the Committee with the following concerns: Drainage; Adverse effect
on property values in the neighborhood; Density; Utility connections and Street widths
that are very narrow. Mr. Parker submitted a letter to the committee outlining concerns.
Mr. Parker repotted that a neighborhood meeting with the Habitat group offered no
resolution to the issues involved.
There was discussion regarding the existing trees on the property and efforts to preserve.
The possibility ora tree survey was mentioned; Mr. Roesch stated that every effort would
be made to save the trees, however it was obvious that several trees would be destroyed
to make room for the homes.
There was much discussion regarding the issue of drainage. The drain is county-
regulated and the plan must be approved by the County. Mr. Roesch is to submit a letter
from the County approving the drainage plan within the next two weeks prior to the Plan
Commission meeting of February 16.
Chris White moved to recommend approval of Docket No. 100-98 PP/SP, Habitat for
Humanity, seconded by Norma Meighen. NO DECISION VOTE 3 in favor, Kent
Broach, Leo Dierckman and Norma Meighen opposed. (This Docket will be referred to
the full Plan Commission with no recommendation.)
