Here is a status report for the projects that you noted for tonight's Plan Commission meeting. I hope that it is helpful.
Carmel Plan Commission
Subdivision Committee
1. The Overture, Sec. 1
Status: The regulated drain through this site has been abandoned. Since annexation of this site becomes effective
1/1/00 we have recommended that the storm sewers be approved by the Carrnei Engineers office. I believe that our
officos are in agreement about this, but the agreement needs to be finalized. I recommended in my letter that the
petitioner should facilitate this.
2. Camden Walk, Sec. 1
Status: I faxed out a letter this afternoon. Many of the comments may have already been addressed. Although
important and must be adhered to, the construction plan comments are not what I would consider "major."
3. Lakes at Hazel Dell, Sec. 1
Status: Per my previous letter, the regulated drain through this site was abandoned as a result of the construction of
Hazeldell Blvd. We have no further requirements.
4. Fairgreen Trace (Prima[y Plat)
Status: Dave Sexton has addressed my main concem for this pdmary p(at.
secondary plat stage.
Further comments will be made at the
Special Study Committee
4. Duke Rezone (96th & US31 and surrounding area)
Status: The petitioners will have several important drainage issues to address as each area is designed. I believe
that these issues can be adequately engineered and constructed. This office has no comment with respect to the rezone
of these parcels at this time. Further comments will be made when construction plans are generated.

We offer the following comments for projects, within our jurisdiction, that am on the April 13~ Plan
Commission agenda:
SUBDNISION COMMi, i ,-E
'1. Overture, Section 1
All outstanding issues have been resolved. The annexation of this parcel is in progress.
3. Lakes at Hazel Dell, Section t
We have two outstanding issues with this project.
a) This Department requested bollards (or some other typa of protection) be installed where the lakes
are adjacent to dadicated streets. The issue is one of safety and liability. We have requested this
previously in other developments. Brenwick Development agreed to install bellards for a similar
situation in their Prairie View development and C.P. Morgan has installed trees as protection along
3rd Avenue S.W. for their Pad,side Village development. Zaring Homes has resisted due to
aesthetics. They feel the lakes am the highlight of their development and the bellards would not be
a positive step towards this objective. The City maintains we will require beitards, trees, or some
other protection between the curbs and the banks of the lakes. Or, as an alternate choice, the
Developer can indemnify the City from all damages, inju~tes or claims resulting from vehicles
veering offthe roads within the lake areas.
b) There is an extended section of storm sewer pipe that was designed to remain under water. The
issue is access to the pipe should maintenance be required. In addition, submerged pipe is subject
to additional stress and maintenance issues that normal pipe installations would not encounter.
We are concerned the City will be subjected to higher than normal, long-term maintenance costs
re, suiting from the submerged conditions. The City Engineer has discussed this situation with the
Developer and Engineer and has been promised by the Developer that he would agree to longer
than normal maintenance ponds. In addition, /f/t becomes evident that the storm sewers,
having to flew under pressure conditions, are not func~f(m/na ~rooedv. the Developer will be
responsible to (1) verify the submerged pipe has no blockage (this may require Iowedng the water
level of the detention pond); and (2) if there is no blockage, the Developer may have to re-design
and reinstall the last submerged section of storm sewer. Ce~teln lengths of pips am also designed
at extremely fiat slopes. This office has asked that the slopes be increased, but the Engineer has
indicated this is not desirable. The Depadment of Engineering has notified the Engineer and

Developer that we will require these segments to be laid at the design slopes, or better. We will not
accept as-built plans with altered slopes, which may reduce the flow capacity of the pipes.
4. Fairgmen Trace
This Department does not have major issue with this develol~ment. We have requested the onsite
dotention pond be lined to prevent fluctuations in water levels and to protect water tables. We also
request sub surface and yard drains be installed on the West Side of the development the same as
indicated on the East Side. We request drainage calculations be submiffed for this project. We resewe
further comments until detailed construction Hans are submitted.

This Depa~ent requests the on.site detention pond be lined to prevent fluctuations in water levels and

2h. Valinet Property
There is dual jurisdiction over 96~ Street/$1xingmill Road at the western site. We reserve f~rther
comment until conetmction plans are received and planned street/mad improvements are presented.
2i. Old Meridian Medical Center
The Engineer/Developer has addressed our T.A.C. issues. The most cun'ent drawing in our
pe~seasion for this project indicates the Carmel Drive entrance to be aligned with the Shepherd/Med
Check western entrance on the north side of Carmel D~ve. The drawing does net indicate the
entrance will be shared with Lot #3. Is this the most cunent plan? Will access to Lot ~3 be as indicated
on the plans submitted for Let ~27 We have not seen plans for Lot #3. Since the three lots are being
developed separately, it would be most helpful if the site plans for Lots 1, 2 and 3 were combined on
one drawing in order to view and evaluate the overall entrance, project plans and traffic flows on
Carmel Drive and Old Meddian Streets.
4i. Hamilton Crossing East Hotel
We do not have major issues with this development. We are still unclear as to if this hotel development
includes a restaurant or if a separate restaurant is to be developed elsewhere on the site.

Committee Meeting of February 17, 1999, and, your comment letter dated February3, 1999. Revisions
and/or colrnlleats are:
The North street stub heading West is intended to connect with the stub in Rosemeade
Commons. The stub to the East is intended to serve the parcel to the East if it is ever
developed and was added per the direction of the Department of Community Services.
I tike John South's suggestions with respect to drainage along the back of lots in the
woods, so, A 6" subsurface drain with yard inlets has been added to the rear &lots 19,
20, 24 thru 30, 34, 35, and 15 thru 18 per discussions at TAC.
The outlet swale is located along the Eastern side of the abandoned railroad right-of-way
(Monon Trail) and is currently being as an outlet for the Engineered Cooling site North of
our site. Obviously, an offsite drainage easement will be needed. The developer is
currently working to secure an easement.
The accel/decel lanes have been revised to meet the ordinance. The tapers lie within
either the proposed 75' half r/w to be dedicated with this development or the existing
16.5' half r/w to the East and West of the site.

Please find enclosed one print of the Primary Plat for Fairgreen Trace revised per the Technical advisory
Committee Meeting of February 17, 1999, and, your comment letter dated February 9, 1999. Revisions
and/or comments are:
Watermaln sizes, 10" along 116th Street and 8" within the development are now depicted
on the plan.
Per our discussion at TAC water & sewer service is planned to connect to existing
improvements near Rangeline Road. The developer is finalizing easement acquisitions on
the parcels to the East. Though we have no objections to looping water back to
Rosemeade, easement acquisitions may be difficult. I will keep you informed as to the
progress.
The exact placement of valves, tees, etc.., will be shown on the Site Construction Plans
at a later date. I don't however, see any difficulties in the placements you've described.
Plans for the offsite water & sanitary improvements, including details, specs, etc.., will
be included in the Site Construction Plans.
Offsite easement will be a minimum of 20' in width.

I. We assume the nord~ero stub street is intended to connect to the Stub Street in the Rosemeade Commons
subdivision ifand when tile area between tile two subdivisions is developed. Is fids Stub Street an extension of
Quail Glen Drive or does is have a different street name? What is the intent of the southern Stub Street (Glen
Manor Road)?

The project must receive Plan Commission approval prior to being submitted to the Board for availability

9. If there are Reimbursement Agreements applicable to fids development, fire Agreements must be approved by
the Board of Works prior tO the start of construction.

Carmel Clay Schools appreciates receiving a copy of the primary plat for the
Fairgreen Trace Subdivision. The school corporation has two areas of
concern. In the interest of safety, the installation of sidewalks should be
mandated within the subdivision. In addition, any cul-de-sacs should be a
minimum of 93 feet to accommodate the turning radius of an 84-passenger
school bus.
Information regarding the development of new subdivisions is vital to the
process of accommodating the educational needs of a growing community.
The projected pupil growth from the subdivision has been anticipated in the
long-range plan for Carmel Clay Schools. Carmel Clay Schools fully intends
to provide a quality educational program for the patrons of Fairgreen Trace.

James Nelson, 3663 Brumley Way, Carmel, appeared before the Commission
representing Gerry Kosene and Gary Weaver. The Primary Plat under the Open Space
Ordinance was originally presented to the Commission on March 16. The plan consists
of a 40 lot residential community to be known as Fairgreen Trace. Moe and Iudy
Silverman, neighbors to the subject site, appeared at the public hearing and expressed
support and approval for the proposed plan.
To date, all matters reviewed by the Technical Advisory Committee have been addressed
and the Subdivision Committee made a favorable recommendation at its meeting of April
13. There were two changes approved by the Committee. One is the elimination of the
cul-de-sac to allow stubbing the street to the east property line, thereby providing for two
future connections to the property to the east when it is developed. The second change
provides for a more meaningful use of the open space, i.e. a trail system has been added
that will proceed in a northeasterly direction and tie into the sidewalk system that borders
all internal streets.
