Power & Light. Moffitt Farm at Prairie View. Section 2B. I~SP~ Petitioner seeks approval (Secondary Plat) to construct 25 lots on 13 acres. The site is located at the northwest comer of 1314 Street and River Road. The site is zoned S-l/Residence (Residential Open Space application, Z-296.) Filed by Keith Lash of the Schndder Corporation. Dave Sexton of the Schneider Corp. in attendance for the petitioner. Overview of project located at northwest comer of 13 l*t and River Road. Section 2B is a continuation of Section 2, bounded by section 2A on the east, section 1 on the southern edge, Centex Homes to the north. Comments: - Carmel Fire Dept., Gary Hoyt requests additional fire hydrant be installed between lots 74/75. Petitioner agreeable. - Soil & Water Conservation, John South notes area behind 73 through 84 looks to be a large, depressional area; Petitioner will review. John cites drainage on Block B -- not much provision. Erosion control plan -- provide inlet protection on 57A. - Carmel Utilities, Paul Amone sent review letter to Keith Lash--gl concern is use of PVC pipe. Service lines to be one inch. Hydrant at intersection of Drffi and Timber Rails is at 45 degree angle--to be corrected. Six inch gate valve controlling gate is in street. - Cannel Police, letter fi-om ChiefFogarty states nothing in plans to hamper law enforcemem efforts. - Cannel Engineering, Dick Hill and Craig Parks main concern is ccd-de-loop. Problem with private drives-snow removal--request petitioner include in tight-of-way and build to street standards. Petitioner will look into; will prepare new intersection detail. No sidewalk on north side of Timber Run-variance granted--will clarify. - DOCS, Mark Monroe states petitioner is required under ROSO Ordinance to build streets to City standards; variance for sidewalk plan, section 3. Cul-de-loop definitely an issue. Request tree preservation detail along western and northern property lines to be shown. Request revised plans by Friday. Fairgreen Trace, (Pp) P~tioner seeks approval (Primary Plat) to plat 40 lots on 13 acres. The site is located on the north side of 116~ Street, one-eighth mile west of Rangehne Road. Primary plat filed under new sSminutes\tac1999feb I ROSO. Project has 40 lots, minimum of 58/60 feet wide. Water and sewer comes fi.om east along 116~' Street. Petitioner prepared to remm to TAC for new layout. Comments: - Carmel Fire Dept., Gary Hoyt has no comments at this time. - County Soil & Water, John South questions capacity of outlet swale--petitioner will verify. Drainage along 116th Street to show more detail. Lots 1 thru 14 slope west to east--grade to street. Opposite lots draining east to south, against woods, small lots, grading is a concern. Topography is a benefit. Request petitioner consider small piping system for access to each lot. Subsurface drains along rear of lots - County Surveyor, Steve Cash says property is in Fertig watershed; petitioner is aware. - City Utilities, Paul Amone requests plans show valviag outlets, etc. Also request water lines to be in straight line with hydrant rather than wrapping cul-de-sac. Dead end at northwest needs hydrant at the end. John Duffy requests plans for offsite. Request cross section of sewer lines. - Cannel Police ChiefFognrty letter says project OK - Cannel Schools, letter from Samuel B. Robinson requests installation of sidewalks, cul-de- sacs to be minimum of 93 feet to accommodate turning radius of school bus. - Cannel Engineering, Dick Hill, Craig Parks general comments only-echo John South's comments. - County Highway, JeffNeal no comment. - DOCS, Mark Monroe says accel/decel design does not meet requirem?t%~f Ordinance. Frontage Place Ordinance - 50 foot buffer required. Duke Rezone. (Z~ Petitioner seeks approval to rezone 55 acres from B-5/Business and S-2./Residence to B-6/Business. This site is located at the northwest comer of 96' Street and U.S. 31 and extends north ofi-465. Petitioner also seeks approval to rezone 10 acres fi.om B-5/Bus'mess to B-8/Business. This site is located at the northeast comer of96~' Street and U.S. 31. The sites are currently zoned B-5/Business and S-2/Residence and are located partially within the U.S. 31 Overlay Zone. Filed by Steve G-ranner of Bose McKinney and Evans. Property filed for rezone-referred to a Valinet property located at northeast comer of 96 & Meridian to Pennsylvania (west of Parkwood) and northwest comer of Meridian to Springmill between 96~ Street and 1465. Property is zoned B-5 and S-2. Comp Plan provides for office development and retail space at comers. Petitioner is requesting a rezone of everything west of Meridian to B-6, everything east of Meridian/Pennsylvania to B-8. Comments: - Carmel Fire Dept, Gat~ Hoyt says letter sent to petitioner 2-16-no glaring problems but will reserve further comments until detailed plans received. - County Surveyor, Steve Cash questions drainage--outlet location for each parcel? Petitioner states retail site immediately adjacent to Parkwood, east of U.S. 31, will drain toward s:h"ninutes\t ac 1999feb 2 Parkwood; ground to the west of U.S. 31 will drain to the northwest quadrant into a retention pond. Culvert under road at northwest site--petitioner says drainage not yet fully engineered. Construction phase will show more detail. Steve Cash says largest lot on southwest quadrant drains (partially) to south-plans show drainage directed to the northwest. No other - County Soil & Water, John South echoes drainage concerns. Petitioner to contact State Highway Dept. to discharge into side ditches. Soils map--no problems, however shows southwest corner of northwest tract as sw,a~?~y and indicates poor drainage--petitioner to look at--also northeast comer of Springnfill and 96 Street. - County Highway, JeffHill says site basically annexed by City; Springmill under County Highwayjunsdicuon, 96 Street under C~tyjunsdi~on. County will be unprovmg mtersect~on at 96 and Springmill and has completed a traffic mvesagaaon. Jeffrequests copy of traffic study on this site and how it relates to intersection ~rovements. County Highway will work with developer for improvements on north side of 96 Street. County will seek donation of right-of-way in excess of that shown on County Thoroughfare Plan or Ci~s, whichever is greater, (probably looking at 90 i~. one-half right-of-way on north side of96a Street plus what is needed by County for intersection plans on Springmill.) County Highway will submit proposal in wri~ti~. Conceptual plan shows no dimensions-location of driveway from intersection of 96 & Springmitl7 Petitioner reports tra~c s~udy not yet completed. - City Engineer, Dick Hiil/Cralg Par~ minimal comments. Concur with County & City jurisdiction. - Carmel Police Dept., Michael Fogarty letter cites nothing to hamper law enforcement efforts. - Clay Township Regional Waste Distri~ letter fi.om Jay W. Alley acknowledging receipt of plans for review to ensure compliance with District's master plan. No building permit to be issued until all fees paid. - DOCS, Mark Monroe requests preliminary traffic report. Recommend petitioner look at right-of-way dedication, roadway improvements, minimal tree preservation, square footage restrictions. Initial traffic summary reports? Petitioner says not to be distributed yet. Petitioner is to meet with State Highway. County Highway, City Engineering, and State of Indiana also to be fi~rnished with traffic report. Carlson Office Complex~ (DP/ADLS) Petitioner seeks approval (Development Plan and Architeetural Design, Lighting, Landscaping, and Signage) to construct a 62,000 square foot office and warehouse complex on 5 acres. The site is located on the west side &U.S. 421, one-quarter mile north of 962 Street. The site is zoned I- 1/Industrial and is located perfially within the U.S. 31 Overlay Zone. Filed by Reed Carlson ofC & C Realty Company. In attendance, Reed Carlson and Brad Barnes. Initially constructed in 1970-71, some in 1980-85. Office and Warehouse space mostly. Comments: - Carmel Fire Dept., Ga~ Hoyt per Stan Puckeffs letter, requests drawings with measurement of drives and storage building areas. Turning radius for equipment probably will be affected. Drainage plan shows drainage collected at northwest comer around building and discharging to south in tight-of-way. No regulated drains--no permits required. Unless significant changes, no further commem. - City Engineering Dick I-rail says not within City's jurisdiction. - County Soil & Water Conservation, John South requests copy of plan. Reed Carlson states curb cut changed to single entry. John South requests letter for discharge of storm water into right-of-way. Concern of possible wetlands; petitioner says wetland study completed--will submit copy of report to John South. Area of disturbance needs an erosion control plan--over 5 acres, petitioner to file NOI with State. - County Highway, JeffI-fill no comment - Carmel Police, no comments. - Clay Township Regional Waste district letter cites deficiencies in plans -- plans do not show how property is to be served by sanitary sewers. - DOCS, Mark Monroe, sent letter 2-08-project does not meet overlay zone requirements regarding maximum setback requirement, adequate parking, etc. ADLS application lacks color elevation of building, landscape plan deficient in certain areas-more detail deeded. Show locations of mechanical, equipment, dumpster, etc. Petitioner will submit revised plan, probably schedule for April Plan Commission meeting. Buckhorn Subdivision Pool and Bathhonse~ (SU/RP) Petitioner seeks approval (Special Use and Replat) to construct a pool and bathhouse facility on .9 acres. The site is located on the west side of Stone Drive, just north of 136a Street. The site is zoned S- 1/Kesidence. Filed by Stan Neal of Weihe Engineers. Dave Barnes of Weihe Engineers and Jim Dugan, Williams Creek Development in attendance. Current project is a swimming pool and bathhouse. Replat, lot one to be lot two-no lot one-lots two and three to be site for bathhouse & pool. Construction plans on bathhouse v-ill blend with existing housing. Pool is 50X25, wading pool and small garden area for possible furore expansion. Will hook up with existing water line; site graded to existing flow. Parking lot drainage directed to inlet at parking emrance. Pool house will meet all requirements. Parking requirements in compliance. All pool equipment to be inside. Comments: - Carmel Fire Dept., Gary Hoy~ commem letter sent from Stan Puckett. Nothing additional at this time. - County Surveyor, Steve Cash says drainage in parking area flows to street--petitioner says flow now directed to inlet at center. Sidewalks will remain as is. Outlet request needed. Petitioner may petition to become part of regulated drain at his option, if not, would remain ptivate tie-in. Landscape plan revised--no other comments at this time. - County Soil & Water, John South sent comment letter. Erosion control measures needed on plans; protect storm inlet, construction entrance, seeding, grading. - County Highway, JeffHill requests revised plans. Seconda~ plat should reflect Sharon Clark as president of Board of Commissioners. Request construction drive detail sheet. - DOCS, Mark Monroe says plat amendment drawing complete. Petitioner scheduled for s:~a~inut es\tac 1999 feb 4 March 2"a Subdivision Committee. If Clubhouse to be lighted and signage provided, Dept. to be furnished with details. Signage at driveway entrance stating members only-lighting only for security. Dumpster enclosure site? Petitioner says only trash cans--no dumpster; fence row of trees between project and school. Landscape plan adequate. Parking spaces to be verified. Poolhouse scheduled for March BZA meeting. - Clay Township Regional Waste letter from Jay Alley states project should use one of existing laterals for sanitary sewer service.
