This issue is regarding the cul-de-loop on Mattock CImse. In our project review letters, we have requested the pavement within these cul-de-loops be widened to minimum City standards and included as dedicated right--of-way. The same request was made for the cul-de-loop in Chapmans Claim, Section 2. The reason for lifts request is as follows. The Depamnant of Engioeering is acting on direction from tile City' administration in that there are to be no private streets; all residents within City limits (i.e. taxpayers) should have the fight to receive the same city services, be it road maintenance, snow plowing, etc. We realize the Plan Commission does allow variances for private streets and the plats for both Moffitt Farm 2B and Chapmans Claim 2 were approved by the Plan Conunission Subdivision Committee. Unfortunately, it has been our experience that at a future date, the residents along this private section of strect will request file City take the streets hack as public, so they may receive the same benefits as the rest of the subdivision. Therefore, on behalf of the City administration (and the Board of Public Works and Safety) we request the changes be made to meet the City street standards. Ho~vever, this office wall sign the plans for Moffitt Farm 2B, with the cul-de-loop fight-of-way excluded, xvhen all project requirements have been met. Please be advised that in accordance with the above information, there could potentially be a conflict when the Board of Public Works and Safety is requested to approve the plat, that is, a plat showing a non-dedicated street. We acknowledge that the Sewer and Water Availability must be approve by the Board of Public Works and Safety which required Plan Commission approval. 9. I have addressed each of your items individually with a numbering system consistent to your comment letter. 1. We appreciate your concem of potential flooding of the lots 73-84. After reviewing the elevations and possible emergency Outflows we have determined that there are five inlets in the immediate area that are below the pad elevations established on the development plan. These inlets are part of two separate storm sewer systems draining to the lake. Based on this information and the unlikely chance that both storm sewer systems would become ineffective simultaneously, we feel as though these lots do not carry additional risk of flooding. 2. Please see the revised development plan showing an end section as an outlet for Block B 3. Please see the revised erosion control plan with the additional inlet protection as requested. We offer the following comments: 1. Please provide the drainage calcs for lifts section. 2. Please label ail existing infrastructure on file Development Plan as existing. Specifically, tile Storm Sewer runs from curb inlets 759/758 in Tall Timber to structures 757, 756 to 741. Believe this was installed with Section 3. 3. Indicate data for Plantree Drive on Moffitt Farm Development Plan' (curbs, handicap romps, etc.). Don't see a plan and profile for Plantree on the street plan sheets. Indicate Plantree as existing on the Cantex Homes side (Lost Oaks, Section t). 4. The Development Plan indicates a sidewalk on the north side of Tall Timber in Section 3. I don't believe a sidewalk was installed. Is a sidewalk planned for Tall Timber in Section 2B or has there been a variance obtained to eliminate fids portion also? 5. It is our understanding that private streets are not acceptable. Tliereforo, we are asking the cai-de-loop on Mattock Chase be included as dedicated right-of-way and the back-of-curb to back-of-curb dimensioo in this cul-de-loop be increased to a minimum of 26 feet. 6. Extend the snb-surface drain on the north side of Tall Timber to the ditch. 7. Indicate sidewalk crossings on the north side of Tall Timber at Mattock Chase matching the crossings on the south side. 8. The project will require Board of Pubiic Works and Safety approvai of Sanitary Sewer and Water Availability- The project must receive Plan Cmmnission approval prior to being submitted to the Board for availability approval. 9. The project must receive Sewer and Water Availability approval before file LD.E.M. Permit application will be approved and signed. 10. If there are Reimbursement Agreements applicable to this development, the Agreements mnst be approved by the Board of Works prior to the start of construction. 11. The Availability Fees (acreage) for this development are as follows: · Sanitary Sewer- $1,365.00 per platted acre. · Water - $1,010.00 per platted acre. 12. We offer die following comments: 1. Please provide file drainage calcs for tiffs section. 2. Please label all existing i~ffmstructure on the Development Plan as existing. Specifically, the Stonn Sewer runs from curb inlets 759/758 in Tall Timber to structares 757, 756 to 741. Believe fids was installed widi Section 3. 3. Indicate data for Plantree Drive on Moffitt Farm Development Plan (curbs, Imndicap romps, etc.). Don't see a plan and profile for Plantree on the street plan sheets. Indicate Plantree as existing on the Centex Homes side (Lost Oaks, Section 1). 4. The Development Plan indicates a sidewalk on the north side of Tall Timber in Section 3. I don't believe a sidewalk was installed. Is a sidewalk planned for Tall Timber in Section 2B or has them been a variance obtained to eliminate tiffs portion also? 5. It is our understanding that private streets are not acceptable. Therefore, we are asking the cul-de-loop on Mattock Chase be included as dedicated right-of-way and the back-of-curb to back-of-curb dimension in this cul-de-loop be increased to a minimum of 26 feet. 6. Extend the sub-surface drain on the north side of Tail Timber to the ditch. 7. Indicate sidewalk crossings on the north side of Tail Timber at Mattock Chase matclfing the crossings on the soutli side. 8. The project will require Board of Public Works and Safety approval of Sanitary Sewer and Water Availability. The project must receive Plan Commission approval prior to being submitted to the Board for availability approval. 9. The project must receive Sewer and Water Availability approval before the I.D.E.M. Permit application will be approved and signed. 10. If tliem are Reimbursement Agreements applicable to this development, the Agreements must be approved by the Board of Works prior to the start of construction. 11. The Availability Fees (acreage) for this development are as follows: · Sanitary Sewer - $1,365.00 per platted acre. · Water - $1,010.00 per platted acre. 12.
