E~XPLANATION
Leechco Properties, LLC ("Leechco") has purchased a parcel of real estate in OldTown
Carmel commonly known as 30 First Street SW. This real estate is located approximately a
block west of Rangeline Road and a block south of Main Street. Leechco intends to lease the
property to Drs. Lauck and Conway for their optical offices. Currently, Drs. Lauck and Conway
lease space in Carmel at 1344 South Rangeline Road. Their lease will soon be expiring, and the
doctors desire to remain pm of Carmel's business community. Therefore, they hope to relocate
their optical offices to the Leechco site at 30 First Street SW in oldtown Cannel.
Included as Exhibit 3 in this brochure are photographs of the existing building to be
renovated. Leechco has committed to spending a significant mount of money to renovate the
property in an effort to continue the redevelopment momentum in the Old Town Carmel area.
Leechco and its architect have met with the Staff and Les Olds, Director of Redevelopment for
the City, to obtain their input and suggestions regarding the proposed building design. The
exhibits in this brochure implement the suggestions provided to Leechco by the Staff and Mr.
Olds. On June 1, 2004, Leechco obtained unanimous approval of its Amended ADLS
Application from the Plan Commission's Special Studies Committee as it related to the
redevelopment and renovation of the Real Estate.
During the discussions with Mr. Olds regarding the building design, he expressed a desire
to have Leeehco dedicate to the City, at a future time, a strip of real estate for right-of-way to
accommodate a road improvement project. Lecchco has agreed to this right-of-way dedication.
However, prior to the commencement of the road improvement project, Leechco will be utilizing
the parking currently available on the site as is depicted on Exhibit 4. After the right-of-way
dedication and road improvement project, the parking will be redesigned as depicted in
Exhibit 5.
We believe the proposed building renovation is a significant improvement from the
building that exists on the real estate today. However, in order to achieve the redevelopment,
Leecheo requires a variance from Chapter 23D.03B.8.a regarding the front building set back and
Chapter 23D.03B.12b regarding no parking on the site. We look forward to presenting the
variance requests to the Board of Zoning Appeals at its June 28, 2004 heating.
