Petitioner seeks special use approval for an amenity area.

The site is located northeast of 131st Street and Shelbomc Road. The site is zoned R-4/Residence.

General
Information:
The petitioner
proposes to construct
3 football fields with
parking, which will be
utilized by the Carmel
Dads Club. During
the Primary Plat
approval process,
many commitments
were made as to how
the football field will
be operated.
Townhomes will
surround the football
field on three sides.
Analysis:
The amenity area (football fields) requires special use approval because the ordinance specifies this in
the R-4/Residence zone. There will be approximately 20 parking spaces.
Findings of Fact: SU
1.) The Special Usc in the Flood Plain District, Ordinance Z-160, Section 21.6 as amended
does not apply and all prerequisites have been met by the Petitioner as verified by:
The site plan does not show the property in a flood plain.

The Special Use will be consistent with the Character and the Permitted Land Use of the
Zoning District and Carmel/Clay Comprehensive Plan because: the Comprehensive Plan
low-intensity residential area policy states that these areas should be served by and accessible
to... parks or playgrounds and schools and bicycle and/or pedestrian trails... (Comp. Plan,
pg.5-5).

The Special Use is physically suitable for the land in question because:
The football fields are physically suitable for the site because it is in a common area, so that
residents may enjoy an amenity in the neighborhood. The land is also flat in nature, because it
was previously used as farmland.
The Special Use will not be injuriously or adversely affect the adjacent land or property
values because: The football fields will increasc or keep property values the same, since the
proposed use is an amenity to the neighborhood.
The Special Use will not adversely affect vehicular or pedestrian traffic flow, nor the
adequate availability of water, sewage, or storm drainage facilities or police or fire
protection because:
The football fields will not affect thc availability of facilities. All utilities already exist through
the development of the Townhomes, adjacent to the site.
The Board has reviewed the requirements of the Ordinance Z-160, Section 21.3 (1-25) as
they relate to this Special Use, and does not find that those criteria prevent the granting of
the Special Use:
The site plan has been reviewed, and the meets all requirements for a football field/amenity
area.
Recommendation:
The staff recommends positive consideration of Docket No. 04050026 V.
