The Caucus Rooms are available either May 5~ or May 12~. H. Public Hearing: Ih. l~'u~el Dell Summit Subdivision (17-99 P.P.) Petitioner seeks approval to plat 166 lots on 88 acres located at the northeast comer of 131~t Street and Cherry Tree Road. Petitioner also seeks approval to e'lmainate the required perimeter sidewalk along Cherry Tree Road. Some Technical Advisory Committee issues still remain including the proper location of the entrance off Hazel Dell Road, the proper connection of the interior open space, and other site planning issues including the perimeter landscaping. The Deua_mnent recommends the prqiect proceed to the May Subdivision Committee meeting for further review. 2h. Shelboume Greene, Section 8 (18-99 P.P./S.P.) Petitioner seeks approval to plat 1 lot on 2 acres located north of96~' Street on the east side of Shelbourne Road. The Department recommends approval contingent upon all Technical Advisory Committee issues being resolved. A vote by the Commission on the 20 will reqmre a suspension of the roles of prgcedure. Petitioner seeks approval to plat 32 lots on 25 acres located on the east side of Hoover Road, north of 116' Street. Petitioner also seeks approval to eliminate the required second entrance to the subdivision. Some Technical Advisory Committee issues still remain including the proper location of the second entrance, the proper connection of the interior open space, and other site planning issues including the perimeter landscaping. The Denartment recommends the proiect ~mceed to the May Subdivision Committee meefin~ for fi.u'ther review. 4h. Lakeview Landing (20-99 D.P./ADLS) and Carmel Science and Technology Park, Lots 1 and 2, Block 4 (21-99 S.P.) Petitioner seeks approval to construct aa 18,000 square-foot office and retail complex located one lot east of the southeast comer of Cannel Drive and Hancock Street. Petitioner also seeks approval to construct 2 lots on 8 acres known as lots 1 and 2 of Block 4, Carmel Science and Technology Park. Amend./ADLS) Petitioner seeks approval to construct a 128,000 square-foot office building located at the southwest comer of U,S. 3 land 131 ~ Street, The Deoartmem recommends a~oroval contin~en~ uoon all Technical Advisory issues beinc, resolved. Greyhound Self Storage Rezone (Skinner and Broadbent Company) (23-99 Z) Petitioner seeks approval to rezone 4 acres fi.om B-Sfousiness to B-3/business located northwest of the northwest comer of Carmel Drive and Keystone Way. Some Technical Advisory Committee minutes still remain including the proper location of a "loop road' to connect Keystone Way and the Marsh Plaza and other site ismes. Pending this rezone approval, the petitioner will also be appearing before the Board of Zoning Appeals for Special Use approval and consideration of two Developmental Standards Variances. Carmel Convenience Center (24-99 D.P./Al)IS) and North Augusta Subdivison Replat ( 25= 99 P.P./S.P. ) Petitioner seeks approval to construct a 5,000 square-foot retail complex located at the northeast comer of Michigan Road and 97flu Street. Some Technical Advisory Committee issues still remain including flue proper location of flue entrances to flue site and other site issues including drainage. The petitioner will also be appearing before the Board of Zoning Appeals for consideration of three Developmental Standards Variances. The Department recommends the project proceed to the May Special Study Committee meeting for further review. 9h. Cherry Tree Estates Subdivision (26-99 P.P./S.P.) Petitioner seeks approval to plat 7 lots on 6 acres located on the west side of Cherry Tree Road, just east oftbe Spring Creek Subdivision. The Denartment recommends annroval contingent uoon all Technical Advisory Committee issues being resoled. A vote by flue Con~ssion on th~ 204 ~11 require a suspension oF the rules of procedure. 10h. Thomson Building (27-99 D.P./ADLS) and Carmel Science and Technology Park, Lot mock 12 (28-99 S.P.) Petitioner seeks approval to construct a 13,000 square-foot office building located at flue southeast comer of Carmel Drive and Chase Court. Petitioner also seeks approval to replat 2 lots into 1 lot on 4 acres known as lot 2A of Block 12, Carmel Science and Technology Park. The ADLS request also includes flue existing signage on the existing building. The Deoartment recommends aoomval of both projects contingent upon all Technical Adviso~ issues beino resolved. A vote by the Commission on flue 20~' will require a suspension of flue roles of procedure. llh. Old Meridian Office and Apartment Building (29-99 D.P./ADLS) Petitioner seeks approval to construct a 15,000 square-foot office and apartment building located one lot south of the southeast comer of Carmel Drive and Old Meridian Street. The petitioner will also be appearing before the Board of Zoning Appeals for consideration of a Developmental Standards Variance. Pending flue BZA's review on April 26th, flue Department recommends the proiect proceed to the May Soecial Study Committee meeting for further review. Page 4 of 5 12h. Carlson Off'lee and Warehouse Building (30-99 D.P./ADLS) Petitioner seeks approval to copztruct a 62,500 square-foot office and warehouse complex located on the west side of Michigan Road, 1/8 mile north of 96* Street. A number of issues still remain with this project including the drainage plan, the architectural details of the office and warehouse buildings, and the landscape plan. Pending the receipt of revised plans by the Department, the petitioner may be also be appearing before the Board of Zoning Appeals for consideration of Developmental Standards Variance requests. The Department recommends the project proceed to the May Special Study Committee meeting for further review. 13h. Glenwood Rezone (31-99 Z) Petitioner seeks approval to rezone less than one acre fi.om R-3/residence to B- 1/business.located at 10820 North College Avenue. This property is currently in violation of the Zoning Ordinance because it is currently being used as a business. The Depanmem recommends the pro_iect proceed to the May Special Study Committee meeting for further review. L Old Business Ii. Camel/Clay Thoroughfare Plan Amendments (84-98 C.P~A.) The Depa~hnent recommends this item be tabled pending a report fi.om the "Blue Ribbon Task Force Committee." 2L Habitnt for Humanity (Lot 42, Little Farms Subdivision) (100-98 P.P./S.P.) The petitioner seeks approval to plat 3 lots on 3/4 of an acre. The Depatanent recommends approval comingent upon aH Technical Advisory Committee issues being resolved. 3i.. Ordinance Amendments to the U.S, 31 Overlay Zone, Section 2.3B of the Carmel/Clay Zoning Ordinance (105-98 O.A.) The City Counc'fl referred this item to the Plan Commission for a recommendation. A representative of the Department will be available to discuss this item. 5i. Marsh Plaza Signs (12-99 ADLS Amend.) Petitioner seeks approval to allow multi-colored tenant signage for the Marsh P!a~a The site is located at the northeast comer of Carmel Drive and AAA Way. This item is tabled until the May 18t~ meeting at the request of the petitioner. 6i. Fairgreen Trace (13-99 P.P.) Petitioner seeks approval to plat 40 lots on 14 acres. The Department recommends approval with the chan~es made to the plan prior to the Subdivision Committee meeting, that include the addition of a stub street and a trail within the woodlands on the east side of the ~o_iect. 7i. Duke Realty Investments Rezone (14-99 Z.) The petitioner seeks approval to rezone 55 acres o£ ground at the northwest comer of 96~ Street and U.S. 31 fi-om B-5/businerss and S-2/residence to B-6/business. Petitioner also seeks approval to rezone 10 acres of ground at the northeast corner of 96t~ Street and U.S. 31fi-om B- 5/business to B-8/business. This item is still being considered by the Special Study Committee. J. New Business lj. Glenborough Properties (35-99 ADLS Amend.) Petitioner seeks approval to allow one tenant sign with a different color and style for the Meridian Park Place Complex located at the southwest comer of U.S. 31 and 126~ Street. The Department recommends not approving the request. The orom)sed si~ is not consistent with the other existing signs in the complex.
