Review Denr Mr. Oberlies: As prmnised, we have reviewed the comments from the Technical AdvisoE¢ Committee meeting on March 17m with City Engineer Kate Boyle-Weese. There were two issues from this meeting, as follows: The alignment of the proposed entrance/exit on the South side of Cannel Drive in relation to the existing entrm~ce/exit for the Arbors apamnent complex on the North side of Cannel Drive. The City Engineer does not have a problem with a slight mis-alignment of these two drives (No more than three (3) feet centerline to centerline). The requested inslallafion of aeeel/decel lanes at the shared entrance/exit on the South side of Carmel Drive. The City Engineer believes this is a reasonable and valid request for this site and will recommend this installation. As stated in the TdI.C. meeting, we did request installation of acoel/decel lanes for the Keltner Developmen6 which also exists on the inside ora curved section of roadway. Combined with the speed and volume of traffic on Carmel Drive, we feel this request for aecol/decel lanes in this case is both justified and necessary for the safety of all motorists, including those utilizing your proposed sit~ Perhaps more so because this is a shared drive serving two developments and the fact there is a bank involved that willgenerate ~4ftlonal traffic utilizing this entranc~ While it is the intent to recommend this installation as a condition of the curb cu6 the Board of Public Works and Safety will make the final decision. Hamilton County Soil & Water Conservation District: I.B The project involves the construction of office and/or retail space as a commercial development, it includes the construction of the building% parking areas and associated utilities. 2.A The existing vegetation is shown on the wpographic survey, Sheet 1' of 1. This includes the delineation of the trees. 2.B There is a lake on the site which is a storm water detention pond and is identified as "Lake #2" on'the Master Plan for the Cannel Science & Technology Park. 2.G The immediate'receiving water for this project is Lake fi2, as described' above. We expect Silt fence erosion control measures to be installed immediately upon the start of construction. We expect inlet protection erosion'control measures to be installed immediately upon inifial~c0nstmction of the inlet structures. This will likely take place, weather p~mitting, within, two (2) to four (4) weeks of the start of initial construction. 4.B The Contractor shall be required to monitor and maintain the erosion control measures On a no less than biweekly schedule. 4.1 A stable construction entrance has been added to.the Plans, Sheet C-1. Department of,Community Services: The'Owner will submit copies of the List of Adjacent Property Owners for Public Notice. DEVELOPMENT PLAN \ ADLS: .The City Engineer's Office supplied traffic count information, dated March 19, 1992, to the Owner as follows: Cannel Drive: Guilford to OldMeridian Street Cannel Drive: Guilford tO .Range Line Road 6,222 vehicles 11,838 vehicles We believe, the alignmen~ between the proposed 'curb c~at and the existing cut across the street is very cl0se~ We are requesting that we be provided with more detailed survey information to assure that the location of the cufocuts match. A piece o£ sidewalk from the street sidewalk to the building complex has been added to the plans as well as a stripped path across the asphalt paving. The'Landscape Plans are addressing the requested fifteen foot (15') landscaped strip. The Landscape Plans are addressing the requested foundation plantings. The LandsgapePlans are addressing the requested shrubs along the parking lot, in front of Carmel Drive. The Site Lighting Plan has been adjusted to avoid a spill over of ligl~ onto Carmel Drive, greater than 0.3 foot candles. The Owner and the Architect are addressing the requirements for signage, The Architect is addressing the requirements for fencing details around the dumpster. Indianapolis Water Company: The drawings have been changed to show dual one inch (1 x) meter pits as suggested. Department of Engineering: It is intended to address these comments at the TAC meeting to be held on Marsh 17, 1999. We appreciate the comments from these groups. We offer the following comments: 1. Streets - City of Carmel jurisdiction. 2. Water- Indianapolis Water Company jurisdiction. 3. Sanitary Sewer- Clay Regional Waste Districtjarisdiction. 4. Storm Drainage - Hamilton County Surveyor and City of Carmel. 5. This project will require Board of Public Works and Safety Commercial Curb Cut approval 6. Plan Commission approval of the project is required prior to Board of Works submissions. 7. Provide a Cerlifled Eugincers Estimate and Performance Guarantees for sidewalks in the Carmel Drive right-of-way. Guarantees reust be posted prior to Board of Works approval of the plat. The plat must be recorded to obtain a building permit. 8. If Lots # 1 and #2 are platted together, a Performance Guarantee must be posted for sidewalks in the Cannel Drive/Hancock Street fight-of-way of Lot #2. Are we to assume Lot #2 is future development? 9. Street Cut/Right-of-Way Permits and Street Cut Bond requirements.
