Dear Mr. Carmosino:
These comments are based on review of plans received in this office on April 29, 2002,
and reflect my comments made in the TAC Meeting in May, 2002:
Please confirm the final width of the planting stripgoufferyard on the east and
northeast sides (along the U.S. 31 Highway ramp fight-of-way) with Jon
Dobosiewicz. I believe that his determination was that it needed to be at least 15
feet in width. This planting stripfoufferyard (about 600 feet in length) should be
planted using Bufferyard Design Standard D (bordering Expressway or Highway
- 5 shade trees, 5 ornamental trees and 27 shrubs {or 9 evergreens} per 100 linear
feet).
Bufferyards and/or planting strips on the south property perimeter and along the
drive on the northwest side should meet the minimum base planting unit
requirements found in 23B.10.2.B(5) of the U.S. 31 Overlay Ordinance. The west
perimeter bordering Hamilton Crossing Boulevard and your parking lot should
meet Bufferyard Design Standard B ( 3 shade trees, 3 ornamental trees, and 15
shrubs {or 5 evergreens}).
These requirements are in addition to those for the foundation plantings and the
interior parking lot plantings. Those shrubs required for parking lot interior
should be planted somewhere on site if not planted in the parking lot islands. The
parking lot islands should not be planted with sod, but rather mulched or planted
with a ground cover. Sod will be hard to maintain (and an additional mowing
expense) due to the shade of the maple trees and compete with the trees for water,
root space, and nutrients.
Hawthoms- trees with thorns should not be placed within 15 feet of a path,
street, or parking lot as a safety concern. Thoruless hawthorn varieties are subject
to a number of disease and insect pests. They require an extra amount of care,
and may have to be replaced within a shorter period of time.

I have reviewed the plans for this project and have the following comments.
1. The JR ColLins Drain is located on Otis site. About ten years ago, thc original Collins
Drain was reconstructed and rerouted along 131 ~ and thcn South to thc detention
~e~m, The old lile was then abandoned. As shown on the plans, the old tile is still
located on the site. When encountered, the tile should be intercepted at the upstream
end of the site and crushed or t~ovcd.
2. An Outlet Request Permit is requin~d for stonnwater disoharse to the drain.
3. A Non-enforcement Permit is required for where the parking area encroaches on the
~Illent.
4. Trees and landscaping mounds will not be permitted over thc pipe.

We have reviewed the plans submitted to tiffs office on February 24, 1999. We offer the following
comments:
1. Streets (131't) - City of Carmel jurisdiction.
2. Water Mains - Indianapolis Water Company jurisdiction.
3. Sanitary Sewers - Clay Regional Waste District jurisdiction.
4. Storm Drainage- Hantilton County jurisdiction.
5. Please provide fids depamnent a set of drainage calculations.
6. Are you dedicating existing Hamillan Crossing Boulevard with lifts new construction? The
Depa~lment of Engineering has been advised that private streets will not be allowed wiflfin corporate
limits.
7. The pavement section of the new Hamilton Crossing Boulevard does not meet our mil~imum standards
should you plan on dedicating the street.
8. What is file back of curb to back of curb dimension of Hamilton Crossing Boulevard?
9. What is the right-of-way dimeusian of Hamilton Crossing Boulevard?
10, What is lhe driveway indicated at file north properly line on 13 Pt? Is this to remain?
11. Are you dedicating additional rigilt-of-way for 13Pt Street within your boundaries?
12. If Ibere is additional right-of-way dedicated, the path/sidewalk should be witifin the right-of-way.
13. Is there any work to be done on storm pipes within the right-of-way of 13 pt Street?
14. You should be aware the City of Cannel anticipates working with 1NDOT regarding the possible
construction ora bridge over/under U.S. 31 at 13Pt Street.
