RE: Greyhound Storage Site/Loop Road Issue on 4/20/99 Plan Commission Agenda
I am submitting comments regarding the proposed Greyhound Storage facility site for your information
and for the consideration of the Plan Commission members. This office has been working with Cole
Associates, Inc. on the City's plan to build a loop road behind the cormnereial buildings along this section
of Carmel Drive, and just this attemoon met to review the specific area of concern bordering titis site's
building. Cole was hired to study this loop road alternate as port of the City's efforts to address the unsafe
intersection of Keystone Way and Cannel Drive. The Carmel Drive Streetseape Project will alter the
access at this intersection, which will bring about the immediate need for an alternate access plan.
It is difficult to firmly establish a location of the entire length of road, which will connect Keystone Way
to the west and then south to AAA Way, due to the study still being underway. It is anticimted that the
City would construct a two directional road, with a twenty-five (25) foot right-of-way. There are many
other issues that need to be addressed and included in the study and subsequent design, such as parking
impacts, commercial access, pedestrian movement and parking lot re-structuring.
The layout of the storage buildings on the proposed site plan, specifically in the southwest comer of this
property, does present a challenge in designing and building a safe loop, or access mad. The existing
eastern building of the Marsh Plaza muses the road to be curved around it, ff the current access easement
to the south of the Greyhound sile is utilized. The Greyhound building comers being pushed to the
southwest comer as planned, cause the road to be aligned in a reverse curve, making turning radii even
tighter.
I would offer that the Department of Enginsering has the following commcots, depending on the
Department of Community Services' opinion ofwbether the City has the ability to require modifications
to tile proposed plan:
Site Plan Modified:
· The proposed site is modified such that the building comers (Buildings 2 and 3) are moved east ten
(10) feet. If two of the internal north-suuth lanes, which are shown as thirty (30) feet wide, were
reduced to twenty-five (25) feet, this could be accomplished. This will not affect the overall square
foolage of the building plans.
,, The petitioner agrees to install a protective barrier (gnardrail) along the entire length of the curved
section on their side of the street. As this building would be in effect, grand-fathered from any setback
requirements, the City would require protection from a building being located this close to a public
road.

· A portion of the twenty-five feet is taken from the proposed Greyhound property. This is not
necessarily half, however, to utilize the entire access casement in place would cause substantial
changes in the current parking pattern. If the right-of-way is moved slightly north, the parking along
the road may still be feasible (may have to angle or restructure).
Site Plan Hot Modified:
· The petitioner still agrees to install a protective bonier (guardrail) along the entire length of the
cu~ed section on their side of the street. As this building would be in effect, grand-fathered from any
setback requirements, the City would require protection from a building being located this close to a
public road.
· The cu~ed road would have to be lengthened in a north-south direction to increase the radius of thc
curved sections. This "longer" north-south section may include the requirement of a purchase of a
triangular piece of land from the property to the south, which we would ask the petitioner pay for. If,
aRer further study, a one-way road is selected, this additional property may not be needed.
Additionally, the north-south section of right-of-way should be equally split between the two
properties, not pushed to the western property only.
· The Department of Law is contacted for an opinion as ~o whether the City should require
indemnification from any claims or damages due to the building being struck by any vehicle using the
carved road, if furced to design with less than standard or acceptable turning radii requirements.
With respect to your and the Plan Commissions review, all other aspecls of the site have been reviewed by
this office and are acceptable. We are working with the petitioner on the final details of drainage as they
relate to off-site facilities.

We have reviewed the plans submitted to this office on March 5, 1999 and we want to make you
a~vare that the City of Cannel has taken preliminary steps to construct a loop road near the
southern boundary of this property which will require this site to be reconfigured. Due to this
possibility, our Department would like to discuss alternate plans for this development with the
owners, developers, and engineers, and how this loop road may be located with respect to the
proposed site.
In general, our review of the current proposed plans would include the following comments:
1. We are aware of existing drainage problems downstream from this site, and ask that the
offsite storm sewer be evaluated to insure that the current system will meet the needs of this
development.
2. Streets - City of Carmel jurisdiction
3. Water - City of Carmel jurisdiction
4. Sanitary Sewer- City of Carmel jurisdiction
5. Please indicate surface drainage on the construction plans
