The site is located at 12650 Hamilton Crossing Blvd. It is zoned B -5 /Business and lies with the US
31 Overlay Zone. Filed by Blaine Paul of Duke Realty.
Blaine Paul with Duke Realty presented for the petitioner. This is an existing building in an existing
park, with no proposed exterior alterations. The purpose of this special use is to allow a use that
already exists in Hamilton Crossing One to expand their operation to Hamilton Crossing 2. Little Star
Inc. is the existing tenant and they are expanding into a new operation called Middle Star Inc. This
company helps children with autism learn how to deal with their specific capabilities and try to
expand on what they know and how to communicate and function in society. They have had a lot of
success with this program and want to create a facility where the kids can graduate from Little Star
and then move into Middle Star. Initial they have started out with 9,000 sq. ft. but could potentially
expand, so are asking for a special use on the building. The Program will start out with 14 kids and
19 staff. There will be some excursions around the community and the kids will use some of the
walking paths throughout the park. Operation will be Monday Friday 8:00 -5:00.

The site is located at 1200 W. Carmel Dr. It is zoned OM /O Old Meridian District, Office Subarea.

Jon Dobosiewicz with Nelson and Frankenberger presented for the petitioner. Passed out an aerial
photograph that shows the location of the site, located at the NE corner of Old Meridian and Carmel
Dr. The property is currently occupied by Shepherd Insurance, the contract purchaser of the building
is asking for a use variance to be able to occupy the building with a medical spa and general service
uses like a tailor shop and or beauty salon. Currently the zoning of OMO will not permit these uses.
There are no exterior modifications proposed at this time, expect for the requested 1Oft. asphalt path
across the frontage of the site and a bicycle rack near one of the entrances of the building.

The site is located at 14350 Ditch Rd. It is zoned S -1 /Residence. Filed by Joseph Scimia of Baker

Roger Kilmer with Baker Daniels LLP presented for the petitioner. This property was granted a
special use variance in 1995, which only allowed them to expand up to 10% and had a limitation of
no more than 20 horses. The current proposed expansion exceeds the set limits; they are requesting a
special use expansion for up to 21% and would like to increase the maximum of no more than 45
horses. There would be a proposed addition to the main barn for added stables and all existing out
buildings would become storage to accommodate the use expansion. Concurrent with the special use
variance in 1995, there was also a variance to delay for a period of 2 years the paving and curbing of
the parking area. At the time the petitioner was not represented by council and due to the potential
hazard the owner claimed it to be on the animals the paving and curbing was never completed. Since
then a graveled parking lot has been established, petitioner is now asking for a variance too not
install the paving and curbing of the parking lot area that is required by ordinance.

Andy Cash presented for the petitioner. Proposing a approx. 30,000 sq. ft. addition to the north side
of Carmel High School. The main ground level will consist of fitness, weights, storage and office
space. The upper level will be a physical education auxiliary gymnasium with a suspended
mezzanine. The addition will be constructed over current parking areas displacing approx. 44 parking
spaces that are used during the day by staff and the community.

Docket No. 11120028 ADLS: West Carmel Commons, Lot 1 Outback Steakhouse. The
applicant seeks architectural design site plan approval for a restaurant on 1.7 acres. The site is
located at 10220 N. Michigan Rd. It is zoned B -2 /Business within the US 421 /Michigan Rd. Corridor
Overlay Zone. Filed by Joe Calderon of Bose McKinney Evans, LLP on behalf of OSI Restaurant
Partners, LLC.
Roger Ward with Roger Ward Engineering presented for the petitioner. The project is located across
the street from where the Target is on Michigan Rd. Currently we are proposing it as a 4 lot
subdivision but might be changed to a 3 lot at a later date. The proposed Outback Steakhouse will be
located on Lot 1 of the commercial subdivision. Eric Carter with Weihe Engineers presented on
behalf of OSI Restaurant Partners LLC. The proposed site for lot 1 is located on the frontage of
Michigan Rd. Shown in their provided plans is proposed site parking, sewer, and drainage. There will
be a permanent entrance on Michigan Rd. that will be a right in right out only, utilizing the existing
curb cut. West Carmel Commons will be providing an access road which will lead to the remaining
lots.

provided utility easement on the plans a main could be extended to the other lots if desired.

then will need to extend the easement west to allow them to provide service to the remaining lots. All
poles that need to be re- located on the west side of Michigan Rd. to accommodate any entrances will
be done at the developer's expense.

Once a permanent entrance is established plans will need to be submitted to verify emergency
radius plan to confirm that all equipment will be able to services the site adequately. The fire hydrant
shown on the far west of the property will need to be clear for access at all time in the event of an
emergency. Any required exit from the Outback Steakhouse building will need to provide a sidewalk
that will connect to the main sidewalk away from the building.

The applicant seeks approval to rezone 27 acres to PUD/Planned Unit Development for commercial,
office and residential uses. The site is located at the southwest corner of 136 St. Illinois St. It is
zoned B -5 /Business within the US 31 Corridor Overlay Zone. Filed by Paul Reis of Krieg Devault
for Frank Regan, owner.
Paul Reis with Krieg Devault presented for the petitioner. The site is located south and west of
Oakridge, 136 and Illinois roundabout. North of Illinois it's self and US 31. The site will provide
multi family structures on the east side, a senior living community in the middle, and office space
further to the west and south. A meeting was held last night with adjacent neighbors, given some
concerns and requests that plans are still under review. This site is unusual in that along the south
boundary there is a 50ft. gas pipe easement that restricts the planting and buffering options. At this
time we are only requesting a rezone, due to the proximity of the neighborhoods; before any
construction will start we will re -apply with TAC with more detailed plans.
Others in attendance for the project are Jim Shields with Weihe, representatives from JC Hart for the
Multi- family, representatives from Spectrum Retirement Community, and Manish Gandhi from
Opus.
