The Special Studies Committee considered the following items:
1. Docket No. 11090010 ADLS Amend: Double Tree Suites Signage.
The applicant seeks approval to reface two existing ground signs on the site. The site is located at 11355 N.
Meridian St. and is zoned B -6 /13usiness and is located within the US 31 Overlay Zone. Filed by Holly
Fisher of Creative Sign Resources on behalf of the owner.

Overview:

Corporate Branding
Lighting to be the same only with new lamps same wattage
Basically just a face change

Sign is a face change with new design

Recommend approval conditioned upon being furnished copy of new, recorded commitments

3. Docket No. 11090004 OA: Sign Ordinance Update.
The applicant seeks approval to amend Chapter 25.07: Sign Ordinance of the Zoning Ordinance in order to
update and revise the regulations for signage. The applicant also seeks to update Chapter 3: Definitions,
Chapter 19: B-/Business District, Chapter 20E:C -1 /City Center District, Chapter 20F:C -2 /Old Town
District, Chapter 20G: OM /Old Meridian District, Chapter 23B: US Highway 31 Corridor Overlay Zone,
Chapter 23C: US Highway 421 Michigan Road Corridor Overlay Zone, Chapter 23D: Old Town District
Overlay Zone, Chapter 23E: Home Place District Overlay Zone; Chapter 231 Carmel Drive Range Line
Road Overlay Zone, Chapter 23H: Monon Greenway Overlay Zone, Chapter 24: Development Plan and
Architectural Design, Exterior Lighting, Landscaping Signage Regulations, Chapter 25: Additional Use
Regulations, and Chapter 29: Administration in order to update other chapters containing sign standards.

Overview of proposed changes, Rachel Boone:
Lots of inconsistencies within the current Sign Ordinance
Technology has affected signage
Marketing techniques have changed regarding signage (website, phone numbers, etc.)
Definitions in the Ordinance need to be up -dated
Complaints from public: Sign Ordinance is too wordy, difficult to understand, need an attorney to
interpret, not user friendly
Devising a visual guide for signage, a "how to," to be handed out with sign permit applications
Finalizing a "list of steps" on how to obtain a sign permit for inclusion on the City website
Signage in Carmel is dictated by use /activity, not zoning as in other cities
Residential Housing Complex would be a new category as opposed to subdivision and multi family
housing all would get the same type of signage, whether townhomes or single- family subdivision
Institutional recreational uses eliminated —will be governed by type of building, not by use
Special Use Use Variance Section a church would be a tenant use governed by distance from right-
of-way and size of building
o Institutional Uses limits sign square footage, unless there is a Special Use or Use Variance to

Multi tenant building complex is currently very confusing
Multi- tenant ground floor retail was meant for a strip center /retail
Multi- tenant/multi -level has historically been office bldgs similar to those along Meridian
Street
Multi- tenant building complex signage meant to identify the complex
Trying to combine existing and add a new section for multi- tenant, multi -level and mixed use,
which is not previously addressed
New section for multi tenant ground floor building would allow signage per the building or per
tenant
Multi- tenant, multi level, non retail service building, geared more toward office use, grants
directory signs, wall signs
Multi tenant building complex allows a complex identification sign, directory sign for upper
level tenants this section would get new language as descriptive as possible to eliminate
confusion
Do not want to see signs in front of each tenant space on every floor of every building
Window Sign provisions repetitive changed to lessen trying to make simple shorter
Drive -thru menu sections currently allow one sign, 16 sq ft change would allow up to 30 sq ft for
menu board and 16 sq ft for preview board —in line with the drive -thru and shielded from view
o Menu board must be in character with bldg, base to match bldg
Meijer Zone remains as is
Real estate sign section currently gap in business area for sale or lease signs
o Eliminate Overlay Section allowing more square footage
Combine additional signs in residential zones for residential uses
Expand permitted banners section to be more like other sections
o Public Events, business opening, or interim signage pending permanent sign more concrete to
support what we have been doing all along
Yard Sale Open House signs examples of off premise sign Committee would like to eliminate
approval requirement
Miscellaneous sign types: donation drop location; large event directional signs to be addressed; special
events could be approved by BPW
Pole Banners along Carmel Drive Range Line Road, should be addressed in Ordinance
Events for Carmel could be a category to say it goes to BPW for approval
Signs on table umbrellas —limit excessive signage
Sign Size Chart Eliminate ground sign height and make everything 6 ft tall unless otherwise specified
Highway Sign Chart include 6 ft tall sign in the chart column
May need to narrow down and define what is a sign
Need to go over definition sections
Rachel will bring examples of signs to next committee meeting. Rachel will also prepare a schedule of items
for discussion at Committee meeting and publicize for benefit of Committee, public, and Chamber of
Commerce.
