The site is located on Executive Drive, one lot east of the existing Walgreens. The site is zoned B 8/Bueiness. Filed by Richard Henderson of Schneider Engineering. COMMENTS: - Cannel Fire Dept., Start Puckett says comment letter sent--all OK - County Soil & Water, John South says erosion control plan was to be addressed; Rich Henderson states silt fence added around perimeter of lot 2 and lot 7 per South's request. - Carmel Utilities, Paul Amone sent letter Dec. 8. Henderson says ~b stop valve added. Amone says master meter can be in pit---backflow device must be inside. Two additional clean outs added for Lot 2, Henderson will submit revised plans. - City Engineering, Dick Hill sent comment letter, Bal. of Public Works action required for both lots---Plan Commission/BZA approval needed before scheduling for A~enda. - DOCS, Mark Monroe sent comment letter requesting more information on the building/color elevation, sign package, lighting plan; no comments as yet on landscape plan. Carmel Centemointe. Lot #7 fADLSI Petitioner seeks approval (Architectural Design, Landscaping, Lighting, and Signage) to build a 15,000 square- foot office and retail building on 1.5 acres. The site is located on Executive Drive, one lot east of the existing Kroger. The site is zoned B=8/Business. Filed by Richard Henderson of Schneider Engineering. Mick Scheetz in attendance. Overview by Rich Henderson: proposed office complex similar to construction and architectural style on lots 3 and 4. Lot 7 completes the development for Cannel Centerpointe. Curb cut onto Executive Drive eliminated; petitioner hoping to work out an agreement with Bank One to connect to parking lot. Laterals shown on plans. - Cannel Engineering~ Dick Hill says concerns covered in letter, curb cut and drainsge issues to be addressed. - DOCS, Mark Monroe has similar comments as on Lot 2--curb cut proposal, parking requirements, mechanical equipment, color elevation with sign package, comments on proposal for ground sign. No other comment on landscape plan except for existing tree: :o be undismfoed; petitioner has added drainage swale. - County Surveyor, Steve Cash submitted letter to petitioner. - Richard Henderson states petitioner would like to modify ground sign on Rangeline Road and Executive Drive; Mark Monroe thinks it is "doable"; Will look at. Delaware Trace Subdivision Amenity Area. ¢SU Petitioner seeks approval (Special Use) to build a clubhouse and pool for the Delaware Trace Subdivision. The site is located east of Hazeldell Road, south of 146th Street within the Delaware Trace Subdivision~ The site is zoned S-I/Residence. Filed by Richard Henderson of Schneider Engineering. Mick Scheetz in attendance; also leffSchroeder of Leech Hensley Architects. Rich Henderson overview: Pool facilitiee are part of common area of section 2, currently under construction. Facility to include pool house, restrooms, shelter area, pool and weding area--10 parking spaces included. Revised plans submitted, several comments received. COMMENTS: - Cannel Fire Dept., Stan Pucker sent comment letter--proposal looks fine. - County Soil & Water Conservation, lohn South received revised plan. Swale drains into pond during construction---not a huge concern. BeRer erosion oouhvl requested--more permanent than straw bales. South recommends swale to be constructed early in project; sediment basin/levee of rook or earth. - Cannel Utilities, Paul Amone says size of water service addressed. Petitioner reports no kitchen facilities. Amone requests curb stop on property line. Internal meter setting, sewer line with clean out OK. - City Engineering, Dick Hill sent review letter. Drainage into street is a concern; Rich Henderson says only at enuy drive not a problem. Parking facility in easement; Rich Henderson does not think utilities will have a problem. Diok Hill states a consent to encroach may be required. Rich Henderson says easement could be reduced to 10 feet ptior to recording plat. Pool house is only seasonal use. Dick requests estimate of water usage for pool house. Plat for section 2 of Delaware Trace does not include all common area; Dick will check with Kate. - DOCS, Mark Monroe sent comment letter, a few housekeeping items to be done. Approval is under City's jurisdictio~ Weston Shooues fDP/ADLS~ Petitioner seeks approval (Development Plan, Architectural Design, Landscaping, Lighting, and Signage) to build a 35,000 ~uare foot retail center on 5.3 acres.~ The site is located east of the northeast comer of 106 Street and Michigan Road..~The site is zoned B-2/Businass and is located partially within the U.S. 421 Overlay Zone. Filed by Jim Nelson of Nelson and Frankenberger. Present for petitioner: Kevin McKasson and Dick Hoover of Glendale Partners. Overview: Jim Nelson, attorney. Glendale Partners to purchase 5..3. acre parcel of real estate at northeast comer of 106~ and Michigan Road. Parcel lies directly east of the Village Pantry site. Proposed plan includes 35,000 square feet of retail shops allocated between two buildings: one building near east property line containing 32,500 square feet; the other is a free st~ding, single story building containing 2500 square feet. Site plan shows location of two buildings---uncertain as to use of smaller building, Ingress/ agress: one from 106th Street, the other off entrance created for Village Pantry and future Marsh store to the north. Site plan includes landscaping along perimeter adjacent to 106~ Street and 30 foot landscape buffer on east property line in addition to 50 foot landscape buffer provided by Estridge for Villages at Weston. The plan also includes a small park area in southwest corner of site nearest 106~ Street. COMMENTS: - Carmel Fire Dept., Stan Puckett asks if bldg. to be sprinkled; petitioner responds negatively; will be constructed with fire breaks. Fire Hydrant locations to show; petitioner will contact Start. - County Surveyor, Steve Cash says outlet request needed. Storm drainage from site designed to be accepted by V'fllages of Weston Place 1 & 2; detention sized at that time to handle Weston Shoppes. Onsite calculations for site requested. Possible conflict along east property line; proposed storm sewer runs along back (east line)--possible conflict at stub outlet--manhole to be added, revised plans to reflect. - County Soil & Water Conservation, John South says comments addressed. - Indpis. Water Co., Para Waggoner says Bill Bruce will work with petitioner; there are fees on main. - DOCS, Mark Monroe reports sewer facility has received plans; approval pending requested revisions. Petitioner has sent response letter. Mark Monroe requests copy of rezone commitment of entire parcel; overlay zone requirements extend throughout entire property. Maximum height restriction on buildings, including rooftop, 35 feet per commitment dated 5/4/94. Ow, lot building location to be changed at any date? Petitioner says no--not likely. The site is located on the west side of Michigan Road, north of 96th Street. The site is zoned I-l/Industrial and is located within the U.S. 421 Overlay Zone. Proposal is for new retail office building located in the 9800 block of Michigan Road, to i~ont on Michigan Road on southwest comer of 9 acre parcel, plus additional storage units of 52,620 square feet. A new master mention pond is to be created that will incorporate storm sewers; presently sheet drains. Existing sewer located in easement; all utilities are readily accessible. COMM~NTS: - Carmel Fire Dept., Start Puck~ sent comment letter--requests knocksbox; petitioner agreeable. - Indianapolis Power & Light, Kevin Walker has not seen plans--requests a set. - County Surveyor, Steve Cash did not receive construction plans. Petitioner says storm water discharges into U.S. 421 ditch. Plans to be approved by Indiana Hishway Department. Existing wetlands to rear?. Detail site plan requested; if more than 5 acres, Rule $ applies; if not, will need erosion control plan. - County Highway, SeffHill requests detail plans--will comment later. - Indianapolis Water Co., Para Waggoner says 16 inch main located on Michigan; any fire protection plans to go thru Bill Bruce. - DOCS, Mark Monroe requests compliance with Michigan Road Overlay regarding setback, parkin~ area, and lot size requirements. Also lookins for more specifics on use of front building. Dept. will submit comments on landscape plan. Request color elevations of building. Any changes in sisnage and lishtin8 plan to be submitted. Susgest petitioner schedule for TAC review again in lanuary if censtmction drawings can be submitted; perhaps shoot for February Plan Commission meeting. Petitioner states current drive is gravel; proposed construction area is a small, grassy area with a few trees, some shrubs, minimal landscaping. At the front of existing building is a decorative structure resembling a bell tower--will be removed. Not sure of original intent of pond, presently serves as drainage Outlet pipe for pond not know~ Steve Cash will visit site and comment at a future date. Main concern is with additional runoff--some restrictions down stream. Petitioner states no additional parking planned. Greene's Automotive Center, fH.P~ Petitioner seeks approval (Improvement Location Permit) to construct a 9,600 square foot automotive canter on 3.2 acres. The site is located west of Michigan Road within Park Northwestern. The site is zoned I-1/Ibdustrial. Filed by Doug Miller. Overview by Doug Miller, Consulting Engineer representing Jack Greene of Csreone's Automotive Service to be developed in Park Northwestern Industrial Park. Facility will be used to provide service and repair of cars and tracks, some fleet vehicles, general repairs and maintenance. Minimal, if any, outside storage of vehicles. The site is located on the northwest corner of U.S. 31 and Carmel Drive. The site is zoned B- 2/Bus'mess and is located within the U.S. 31 Overlay Zone, Filed by Craig Flandermeyer of Duke Construction. Proposed construction is a three story office building, 80,000 square feet, at the comer of U.S. 31 and 126th Street. F~i~fioner requesting right in only off 126th for quicker access to the site. Illinois Street location study shows extension of Illinois Street to be across a portion of the south and west corner of the subject site, centinuing north along and slightly east of Hamilton Crossing Boulevard. The City asks that the owner/developer work on site plan with road plan for Illinois Street in mind. The planned intersection would definitely prohi~0it the curb cut on 126~ Street, since it would not be a safe ~Uance (right in). The City is willing to meet and discuss the Illinois Street issue and help develop a site plan for safe access, parking, utility easements, etc. Street cut po-~fits needed as well as bonds to be posted for work in right-of-way. Site is not City water or sewer. - DOCS, Mark Monroe suggests petitioner re-evaluate project in accordance with U.S. 31 Overlay. The 31 Overlay Zone Ordinance was approved last Monday by City Council and is now in effect; the petitioner's plan needs to be revised accordingly. Conseco Expansion. Cl)P/ADLS~ Petition~ seeks approval (Development Plan, Architectural Design, Landscaping, Lighting, and Signage) to build a 125,000 square foot office and warehouse building on 37 acres. The site is located on the southwest comer of Con~essionnl Drive and 122nd Street. The site is zoned B-2/Business and M-3/Manufa~atring Filed by Bob Olson of CSO Architects and Engineers. Bob Olson and Kevin Foster of CSO Engineers in attendance. Proposed construction is for office and warehouse of 100,000 square feet plus parking lot. Construction will be in 4 phases. Future office addition of 24,000 square feet requires 60 parking spaces for Conseco facility, 73 spaces provided. Transformers now show on plans to east of building; sidewalks to stay, landscaping believed to racet requirements. Lighting for site changed slightly. Access drives for warehouse? No. - County Surveyor, Steve Cash says all concerns addressed. - County Soil & Water Conservation, John South sent comment letter. Main comments: recommend a note appear that erosion control plan is to be applied prior to demol/fion; inlets to be protected. Silt fencing along pond's edge to be moved to top of slope, preferably up to grading line. Installation sequence to include construction entrance and demolkion notes. - City Engineer, Dick Hill says commercial curb cut approval needed for Congressional, also street cut right-of-way permit and bond posted. Request street cut onto Congressionnl align with opposite side of street. Request existing pipes and stmetures be replaced; show connection to ult/mate outlet. Parking lot drains into street at entrance--would like to see changed. Future plans involve widening 122na Street. - DOCS, Mark Monroe says most concerns addressed.
