It is my understanding that today will be his last day and you will be handling our project. Two issues that are unresolved or need to be clarified were: a) the lack of foot candle distribution on the site plan and b) the parking spaces were less than the required 180 square feet. Enclosed is the site plan with the foot candle distribution marked in red. At 0.3 foot candles the distribution for the fixtures and bulbs being used is approximately 2'-6" from the building at ground level as shown on the site plan. Additionally, the parking spaces are ali within the 180 square foot requirement which includs the 2'-0" overhang were appropriate. I hope this clarifies any outstanding issues with our project and we are able to proceed from the Special Study Committee Meeting scheduled for July 6, 1999. ffyou have any questions or comments, please let me know prior to the meeting. The ~¢fi0r warehouse wall is to be landscaped with evergreen trees to screen the wall from the street view in addition to the buildings fronting Michigan Road. A 3 '6" landscape burm will nm adjacent thc exterior warehouse wall where 8-foot to 10- foot evergreen flees will be planted. Thc maximum height of thc warehouse buildings will be 12-feet allowing the evergreens to shield thc buildings from view. Roger to the enclosed architectural elevations, color renderings and sections 3, 4, and 5 of the landscape plan p~viensly submitted. · The warehouse buildings maximum front yard set back of 120-feet was discussed in the special study committee meetings and was determined that thc front yard as defined is that which abuts the Michigan Road right-of-way. The warehouse buildings do not abut tho right-of-way. · As discussed in the special study committee meetings, the parking requirements for this development a~ adequate. Refer to the enclosed parking profile which shows the proposed parking exceeding the required parking. · Thc mechanical equipment will be installed to thc rear of the 9830 building and will be properly screened by either landscaping or fencing. · As mentioned previously, the warehouse buildings will not be s~n from the road. The buildings fronting Michigan Road along with the evergreen landscape screen in front of the warehouse buildings will ensure the continuous facade will not be visible from the road. · The lighting fixture descriptions and specifications are included and will be installed as follows: ~, There will he 12 - Halo H27T fixtures moonted 10-feet high iusluiled under the soffit of the 9830 building to provide so~ down lighting using a 75 watt bulb. ~ The surface mounted High Pressure Sodium fixtures will contain a 70 watt bulb and be installed 10-feet high approximately 30-feet to 50-feet apart along thc rear of the 9830 building and along the intorior walls of thc warehousing buildings. ~' The light levels along the lot lines will not exceed 0.3 foot candies. · Section I and 2 of the landscape plan has been revised to better screen the parking lot with the addition of crabappl¢ trees, burning bush and landscaping accents to be installed along the front yard. Refer to the enclosed revised Section I and 2 of the landscape plan. · There are three access points connecting to adjacent sites as shown on the enclosed site plan. Thc access points are located to the rear and in front of the 9860 building and to tho rear of the 9830 building. The elevations for the warehouse building will be forth coming. The site plan has been revised to allow access from the adjacent property to the front of the 9860 building along with the two other access points to the rear of the buildings. The artist rendering will be forth coming as well and will show the increased building height and additional landscaping. The landscaping along the front yard has shows the addition of burning bush shrubs and crabapple trees intermixed within the shrubberY. Review of Agenda Items for 05-11-99 meeting 1. The Department of Community Services has reviewed Docket No. 24-99 D.P./ADLS and Docket No. 25-99 P.P./S.P., Development Plan, Architectural Design Landscaping, Lighting, and Signage applications, and replat for BK Partners. Clarification is still needed regarding the architectural design and landscape plan. From an initial review of the revised plan, the following issues were identified: ~' The gas fill-up canopy roof appears to be "long and monotonous". According to 23C.9 (B), this should be avoided in the design. Also, the canopy is greater than 90 feet in width, so an offset is required to breakup the continuous faqade. (23C.9 D) } A minimum of ten stacked spaces is required for a restaurant drive-thru lane, space for 6 is indicated in the plan. Also concerning the drive-thru, there are to be no drive-thru facilities along the side of structures and the outlet should be to the rear of the building. (23C. 11 13). >- Verification of parking adequacy will be necessary once figures concerning capacity of the restaurant are disclosed. ~ The site circulation and curb cut locations for the site could be improved. The Department of Community Services has reviewed Docket No. 30-99 D.P/ADLS, Development Plan and Architectural Design, Landscaping, Lighting, and Signage applications for C & C Realty Company. Color elevations, site circulation plans, and sign plans have not yet been received, so evaluation of design theme and style has not begun. The following comments came from this review: > The office and warehouse building as proposed would not meet the minimum 20- foot height requirement of the Overlay Zone. (23C.9 C) ~' The warehouse buildings do not meet the maximum 120-foot front yard building setback. (23C.8 B) ~. Parking spaces must be a minimum of 180 square feet with two feet of overhang for bumpers allowed where possible. The current plan indicates spaces ranging from 160-162 square feet. The additional warehouse space requires 128 additional parking spaces, 111 are provided. (23C.11 B) ~ Clarification is needed concerning where mechanical equipment will be mounted, to ensure it will be properly shielded from view. The continuous facade of 216 feet requires an offset to be added. According to 23C.9 D, this must be done with a continuous facade of 90 feet or greater. A revised lighting plan is also needed, detailing the location, number, type and foot-candle distribution. Parking to the side of the new office building does not seem to be properly hidden from the roadway. The access points connecting to adjacent sites may be better placed in order to facilitate the best use of the access road. The Department of Community Services has reviewed Docket No. 31-99 Z, a rezone application for Glenwood, LLC. Using the Comprehensive Plan, Growth Policies Plan for Central Business Districts (5-25), the rezone application was examined.. This classification is typically meant for Old Town, yet is applicable in this situation. From the review, the following comments have been made: ~' According to the official zoning map, all area surrounding this location is zoned ~, The Thoroughfare Plan indicates College Avenue as a Secondary Arterial Roadway. This roadway could support the traffic from such a use. ~' The Central Business District classification suggests adjacency to residential areas, building frontage to street, and pedestrian scale development. All of these items work with the rezone of the property. ~, The Central Business District classification suggests that a business, such as that proposed in the rezone, be buffered from residential properties by either the scale of the building design, landscaping, or rear parking. Some landscaping does exist but more will need to be added in order create a buffer. ~, The Central Business District classification suggests that such a business be located near Regional/Community Employment Areas. According to the Comprehensive Plan, there is no such area located adjacent to the property yet one is in close proximity at U.S. 31. The proposed development includes three phases of construction to begin independently of each other (see General Information). All other pertinent information regarding existing development and proposed development is included in the following pages. The following items are in regard to a letter dated DeCember 10, 1997 from Terry Jones (Included at the back oftbe packet): * Two site plans are included showing existing conditions and approved site mOdifications along with proposed site plan additions. * There are two parcels included on this. site as shown on the proposed site plan as Parcel A and Parcel B and described in the Legal Description The two parcels contain a total of approximately 9.0 acres. * The extent of the U. At this time we have the following comments: Applications: · The Development Plan application is complete as fried. - The ADLS application is complete as filed. Site Pkm: · Please provide a site plan describing existing conditions and already approved site modifications in order to facilitate the evaluation of the newly proposed site additions. · Please provide individual legal descriptions of the four parcels included on this site and show the lot lines of each on the proposed site plan. · As a reminder, all new parking areas must be paved and curbed. Spaces are to be a minimum of 180 square feet in area with two feet of overhang for bumpers allowed where possible. · Since this project falls partially within the U.S. 421 Overlay Zone, it is subject to the provisions of Section 23C of the Zoning Ordinance. · The extent of the U.S. 421 Overlay Zone needs to be indicated on the site plan. · The minimum U.S. 421 Highway front, side, and rear yard building and landscape setbacks need to be marked on the developmem plan. · Please provide a breakdown by use (office/retail/warehouse) of the floor area ia the proposed 9830 building.
