Public Hearing: lh. 96* Street and Wesffield Boulevard Rezone (Gibraltar Properties) (36-99 Z) Petitioner seeks approval to rezone 71 acres fi-om S-2/residence to R-4/residence located at the northwest comer of 96th Street and Wesffield Boulevard. A small parcel south ofi-465 adjacent to the Monon Corridor is also included in the rezone request. Some Technical Advisory Committee issues still remain including an issue with drainage flowing underneath 1-465, the potential for wetland mitigation off site, and the potential continuation westerly of 96* Street. The Department is still awaiting a traffic critique of the petitioner's traffic study and will provide copies of such when available along with a copy of the Depamuent's Comprehensive Plan analysis. The Department recommends the proiect proceed to the lune I; Special Study Committee meeting for further review. 2h. Parkwood Crossing, Building 6 (37-99 D.P. AmendJADLS) Petitioner seeks approval to construct a 210,000 square foot office building on 7 acres located at the northeast comer of 96 Street and College Avenue. The Department recommends anomval contingent upon all Tecknical Advis0rv Committee issues bein~ resolved. A vote bv the commission 9n the 18th will require a suspension of the roles of procedure. 3h. Carmel Office Building (38-99 D.P./ADLS) Petitioner seeks approval to consu'uct a 32,000 square foot office building on approximately 4 acres located at the southeast comer of Carmel Drive and Hancock Street. The Department recommends approval contin~,ent upon all Technical Advisory Committee issues beimz resolved. A vote by the Commission on the 18a will require a suspension 0fthe roles of procedure. Corporate Headquarters Office Building ($9-99 D.P./ADLS) Petitioner seeks approval to construct a 77,500 square foot office building on 7 acres located two properties north of the northeast comer of U.S. 31 and 106~h Street. The petitioner has tabled this item. L Old Business Ii. Marsh Plaza Signs (12-99 ADLS Amend.) Petitioner seeks approval to allow multi-colored tenant signage for the Marsh Plaza. The site is located at the northeast comer of Carmel Drive and AAA Way. The Department recommends aooroval of the amended rmuest. 2i. High Grove (Formerly Hoover Heights) (19-99 P.P.) Petitioner seeks approval to plat 32 lots on 25 acres located on the east side of Hoover Road, north of 116t~ Street. Petitioner also seeks approval to eliminate the required second entrance to the subdivision. The Department recommends approval with the changes suggested by the Subdivision Committee including a trail connection between the west side of the subdivision with east side and the inclusion of a stub street to the northeast comer of the t~ro~>erty_. Written findin~ of fact are required for your consideration of the project. 3i. Greyhound Self Storage Rezone (Skinner and Broadbent Company) (23-99 Z) Petitioner seeks approval to rezone 4 acres from B-8gousiness to B-3/business located northwest of the northwest comer of Carmel Drive and Keystone Way. Pending this rezone approval, the petitioner will also be appearing before the Board of Zoning Appeals for Special Use approval and consideration of two Developmental Standards Variances. It is difficult to apply the recommendatiom of the Comprehensive Plan to this project because the propemy is already zoned commercial and the question is truly "what is the highest and best use of the property?" Considering the location of the property, the lack of traffic generation, and the provisions the petitioner has made for architectural compatibility the site may be appropriate for this use. However, if the City is going to place a new "loop" road in this area (which the petitioner has not shown nor accommodated on their plans), a higher and better use such as an office or retail use would be more appropriate. 4L, 5i. Carmel Convenience Center (24-99 D.P./ADLS) and North Augusta Subdivison Replat (25-99 P.P./S.P.) Petitioner seeks approval to construct a 5,000 square-foot retail complex located at the Page 3 of 3 northeast comer of Michigan Road and 97th Street. Some Technical Advisory Committee issues still remain including the proper location of the entrances to the site and other site issues including drainage. The petitioner will also be appearing before the Board of Zoning Appeals for consideration of three Developmental Standards Variances. The petitioner has tabled this item at the Special Study Committee~ 6i. Carlson Office and Warehouse Building (30-99 D.P./ADLS) Petitioner seeks approval to construct a 62,500 square-foot office and warehouse complex located on the west side of Michigan Road, 1/8 mile north of 96* Street. A number of issues still remain with this project including the drainage plan, the architectural details of the office and warehouse buildings, and the landscape plan. Pend'mg the receipt of revised plans by the Department, the petitioner may be also be appearing before the Board of Zoning Appeals for consideration of Developmental Standards Variance requests. The Special Study Committee of the Plan Commission has tabled this item. Petitioner seeks approval to rezone less than one acre from R-3/residence to B- 1/business.located at 10820 North College Avenue. Glenborough Properties (35-99 ADLS Amend.) Petitioner seeks approval to allow one tenam sign with a different color and style for the Meridian Park Place Complex located at the southwest comer of U.S. 31 and 126~ Street. The Department recommends not approvin~ the reauest. The ~roposed sima is not consistent with the other existing signs in the complex. If the Plan Commission chooses to approve the amended request, it should at least require consistent sign criteria for the office portion of the Meridian liark Place. 9i. Camel/Clay Thoroughfare Plan Amendments (84-98 C.P.A.) The Special Study Committee of the Plan Commission has tabled this item.
