Here is a status report for the projects that you noted for tonight's Plan Commission meeting. I hope that it is helpful.
Carmel Plan Commission
Subdivision Committee
1. The Overture, Sec. 1
Status: The regulated drain through this site has been abandoned. Since annexation of this site becomes effective
1/1/00 we have recommended that the storm sewers be approved by the Carmel Engineers office. I believe that our
offices are in agreement about this, but the agreement needs to be finalized. I recommended in my letter that the
petitioner should facilitate this.
2. Camden Walk, Sec. 1
Status: I faxed out a letter this aftemoon. Many of the comments may have already been addressed. Although
important and must be adhered to, the construction plan comments are not what I would consider "major."
3. Lakes at Hazel Dell, Sec. 1
Status: Per my previous letter, the regulated drain through this site was abandoned as a result of the construction of
Hazeldell Blvd. We have no further requirements.
4. Fairgreen Trace (Primary Plat)
Status: Dave Sexton has addressed my main concern for this pdmary plat.

4. Duke Rezone (96th & US31 and surrounding area)
Status: The petitioners will have several important drainage issues to address as each area is designed. I believe
that these issues con be adequately engineered and constructed. This office has no comment with respect to the rezone

SUBDIVISION COMr~
i. Overture, Section
All outstanding issues have been resolved. The annexation of this parcel is in progress.
3. Lakes at Hazel Dell, Section l
We have two outstanding issues with this project.
a) This Department requested bollards (or some other type of protection) be installed where the lakes
am adjacent to dedicated streets. The issue is one of safety and liability. We have requested this
previously in other developments. Bmnwick Development agreed to install boilards for a similar
situation in their Prairie View development and C.P. Morgan has installed trees as protection along
3~ Avenue S.W. for their Parkslde Village development. Zadng Homes has resisted due to
aesthetics. They feel the lakes are the highlight of their development and the bollards would not be
a positive step towards this objective. The City maintains we will require bellards, trees, or some
other protection between the curbs and the banks of the lakes. Or, as an alternate choice, the
Developer can indemnify the City from all damages, injuries or claims resulting from vehictes
veedng offthe roads within the lake areas.
b) There is an extended section of storm sewer pipe that was designed to remain under water. The
issue is access to the pipe should maintenance be required. In addition, submerged pipe is subject
to additional stress and maintenance issues that normal pipe installations would not encounter,
We are concerned the City will be subjected to higher than normal, long-tern1 maintenance costs
resulting fi'om the submerged conditions. The City Engineer has discussed this situation with the
Developer and Engineer and has been promised by the Developer that he would agree to longer
than normal maintenance bends, in addition, if it becomes evident that ~he storm sewers.

responsible to (1) verifij the submerged pipe has no blockage (this may require lowering the water
level of the detention pond); and (2) if there is no blockage, the Developer may have to re-design
and reinstall the last submerged section of storm sewer. Certain lengths of pips are also designed
at extremely flat slopes. This office has asked that the slopes be increased, but the Engineer has
indicated this is no{ desirable. The Deparlment of Engineering has notified the Engineer and

Developor that we will require these segments to be laid at the design slopes, or better. We wi# not
accept as-built pians with altered slopes, whictt may reduce the ltow capacity of the pipes.
4. Fairg~en Trace
This Department does not have major issue with this development. We have requested the onsite
detention pond be lined to prevent fluctuations in water leveis and to protect water tables. We also
request sub surface and yan:l drains be installed on the West Side of the development the same as
indicated on the East Side. We request drainage calculations be submitted for this project. We reserve
further comments until detailed construction pians are submitted.

Dear Mr. Crosby:
We have a few comments on the proposed Overture development. After consulting with Jones &
Henry Engineers, we would like to pass on the following:
1. The sanitary sewer collection system needs to be revised to discharge into the existing
manhole on 126'h Street at an angle no more than perpendicular to the direction of flow.
2. The water main must be DIP pressure class 350 or greater.
3. Restrained joints should be used in lieu of thrust blocks on new water main.

4. A sketch of the typical lot with the house plan shown has been forwarded to your office and
reviewed. As requested, the front setback information has been added to the plat.
5. An additional street name has been added to the plans for the east west portion of Overture
Drive as required by Carmel Communications. This street name is now Prelude Lane.

Dear Dick,
The construction plans and secondary plat have been revised according to the TAC comments
from the April 17, 199 TAC meeting. The revisions are:
1. The developer has filed for annexation of the site with the City of Carmel and it is intended
that the infrastructure be controlled by and dedicated to Cannel. The Highway Department
letter (copy enclosed) states that this project is in Carmel's jurisdiction. The developer
would provide a written agreement, if necessary, to assure that the infrastructure is installed
according to Cannel requirements and is inspected by Carmel such that the city will accept
the improvements once constmction is complete and annexation is complete.
2. Streets as stated above will be dedicated to Carmel.
3. Water mains as stated above will be dedicated to Carmel.
4. Sanitary Sewers as stated above will be dedicated to Carmel.
5. Storm sewers as stated above will be dedicated to Carmel.
6. The Sewer and water fees will be paid after Board of works approval and prior to the start of
construction.
7. The Sewer and water availability request has been submitted.
8. The IDEM sewer permit has been filed with IDEM for approval.
9. A request for discharge of storm water to the Hazel Dell Road storm sewers is attached.
10. Any entrance features in the right-of-way will be approved by the board of works.
11. A copy of the drainage report was provided at the TAC meeting.
12. The lake will be lined with clay fi.om the site as discussed.
13. As discussed in TAC, additional storm sewers connecting to the lake with be built with
section 2 and the pipe slopes for the proposed incoming and outgoing pipes have very
different slopes and capacities.
14. The pond outlet is connected to the more distant storm structure because it is the storm
structure designed by ACE to accept the runoff for current and proposed conditions.

15. An easement description is attached. The developer could have this easement recorded prior
to construction.
16. Lots 1-10 have a 1% swale along the back yards yet only drain about half the typical yard
area for a mar yard swale. The swale grading should be more than adequate if the earthwork
is done properly and this can be verified prior to final approval by the grading asbuilt
drawings.
17. The existing storm inlet information has been added to the development plan.
18. The auxiliary lanes have been updated to match the Lakes at Hazel Dell revisions.
19. The curb underdrains have been extended.
20. Curbing has been added to Section A-A on C301 as requested.

Dear John,
The plat and construction plans for the project list above have been revised according to the
March 17th TAC review comments. The revisions are as follows:
The contour elevation behind lots 1 and 2 was lowered 1 foot as discussed in TAC.
The drainage in the rear of lot 11 is split at the high point in the center of the lot as discussed
in TAC.
As discussed in TAC, the mounding along the west property line will be constructed first
limiting the runoffto the west to just the back side of the mound and the tree line. This has
been added to the "rule 5" information on the plans. The existing strip of vegetation/cover in
the drip line of the trees will be maintained to intercept any silt from the back side of the
mound.
Additionally, a temporary swale has been added to collect the majority of the sheet flow from
the future section 2 and direct it to the lake. Staw bales have also been added to protect the
existing inlet from silt.
4. The lake will be lined based on the soils information being prepared by The Schneider
Corporation.

I. A portion of thc SH Moffitt Arm of the Mitchner Drain is located on this site. It is
soh~duled to go before the Hamilton County Drainage Board on the 22ad of this
month. This office is recommending thnt this Arm be abandoned, Most of this
watershed has been or is scheduled ~o be diverted as a result of the construction of
Hazel Dell Blvd. and the new subdivisions within tl~ watershed, such as The
Overture subdivision. Per tho plans, runoff from this section will no longer be part of
the Mitclmer watershed.
2. Per previous discussion, this site is pursuing annexation. Please submit the
annexation order ~rom the City that stales the date annexation will be in cfl'ect.
Bcoau~e this is inthc process of being annexed anti because of it's location, the
Surveyor Ires stated his interest in the City having approval over the design and
inspection of this subdivision. If this is agreeable with the City Engineer, it is
recommended that the developer facilitate a written agrccraent between the
developer, City and County s|nc~ annexation will not become effective until Jan. 1,
2000.

Dear Mr. Cmsby:
We have reviewed the plans submitted to this office on Febmmy 19t~, 1999. We offer the following
1. Has Hamilton County yielded jurisdiction over this project, since the annexation process has
connTlenced?
2. Streets - Presently Hamilton County jurisdiction.
3. Water Mains - City of Cannel jurisdiction.
4. Sanitary Sewers - City of Cannel jurisdiction.
5. Storm Drainage - Hamilton County and Cannel jurisdiction.
6. Fees - Availability (acreage)
Water - $1,010.00 per platted acre
Sanitary Sewer - $1,365.00 per platted acre
7. Requires Sewer and Water Availability approval from the Board of Public Works and Safety, after
Plan Commission approval.
8. The I.D.E.IV[ I.A.C. 330 Construction Permit application will be approved by this office and returned
after the project has received Sewer and Water Availability approval from the Board of Works.
9. Since this area has not been annexed, Board of Public Works and Safety appmvai is required to
discharge into the Hazel Dell Parkway storm sewers.
10. All irrigation systems, entrance lighting, entrance signage, etc. in street right-of-way requires Board of
Public Works and Safety approval.
11. Please provide drainage calcs fer the entire development.
12. Please line the detention pond planned for this subdivision to prevent future fluctuation in the pond
water levels. This is a constant source of complaints as subdivisions in this area develop. Dewatering,
mining and many other factors effect the water level of these ponds and lakes.
13. Why are the outlet and inlet pipes for the pond the same diameter?
14. There is a structure closer to the pond. Why isn't it utilized for the pond outlet rather than the one you
have indicated?
15. The offsite storm drain, from the lake to Hazel Deli Parkway, will require an easement since this area
is not platted and will not be platted until Section 2 is constructed.
16. Include underdrains under thc towline of the ditch in the back yards of lots l through 10. We are
concerned this area will be a constant source of complaints regarding ponding water once hemes are
built. We are also requesting the mounding be maintained, without breaks, along the west perimeter in
the common area.
17. Please indicate elevations for the existing storm stmctare at the southwest comer of the development.

RE: Overture Variance Requests by Estridge Development Company
Dear Mark:
I would like to offer the following comments with respect to my previous letter dated December 15th, 1998,
regarding file above mentioned requests for reduction in sheet width and carve radii. While the Engineering
Department maintains our standard policy on the recommendation of 30-foot street widths and 150-foot curve radii
for new developments, I have met with thc petitioner, discussed ia detail, and considered this particular
development's goals as to the reduction in street width and street curve radius.
With certain restrictions and conditions agreed to by the developer, this department would not oppose the reduction
in street width from 30 feet to 26 feet and the reduction in the corve radius oftbe internal meets flora 150 feet to 75
feet.
As mentioned in my letter, concerns for Waffle, safety and maintenance were the primary reasons for oar opposition
of this request However, the following terms of design and development were agreed to and accepted by the
developer and will substantially alleviate the majority of these concerns.
· Paflcing will be restricted to one side only within the subdivision. This will be accomplished through the
covenants of the development, and upon annexation, will be supplemented by the passing of an Ordinance by
the City of Carmel. Further, the petitioner has committed that any further parking changes would require
approval of the Planning Commission until the streets are owned by the City. This parking restriction will
ensure clear access for emergency vehicles, snow plowing and safer passage/maneuverability of vehicles
through the narrower street width.
· Panking will not be permitted (on either Side) along the curved sections of roads within the subdivision.
· The developer's engineer (Schneider Engineers, Cott Crosby, P.E.) will certify as to the safety of the reduced
street curve radii for the design speed used. (The restriction of parldng through these curved sections will also
improve safety.)
· Street tree plantings or the construction of any structure of a pernuaent nature will not be permitted within three
feet behind the curb throughout the development.
· The full 50-foot fight-of-way width will still be dedicated with tile plat.
It is my understanding the petitioner, Estridge Development Company, is appearing before the Planning
Commission meeting on January 19m, 1999. I will be happy to appear at that time to explain my statements further if
necessary.
