Rendering of Traffic Directional Signs H:\Janet\Kroger\Carmei Sign Variance\TOC-SSC 080404.doc EXPLANATION The Kroger Company ("Kroger") is the owner of a parcel of real estate located at the southeast comer of the intersection of Executive Drive and Rangeline Road. This site is currently the home of a Kroger grocery store and pharmacy, and the common address is 1217 South Rangeline Road. The subject real estate is presently zoned B-8 (Business District), and the building is considered a single tenant office building under the Carmel-Clay zoning ordinance. A pharmacy currently occupies the existing Kroger building. However, Kroger is relocating the pharmacy to the southwest comer of the building and, to further serve its customers, has obtained approval to add a drive-through for access to the pharmacy. In order to inform the general public as to the existence and location of the drive-through serving the pharmacy, Kroger desires to add a wall sign to the western elevation of the drive-through that will show an RX logo superimposed on a mortar and pestle next to the words "Drive-Thru" as shown in Exhibit 8 of this brochure. Since the Kroger building occupies frontage along both Executive Drive and Rangeline Road, it is permitted under the ordinance to transfer the sign permitted on Executive Drive to Rangeline Road. However, since a wall sign already exists on the Rangeline Road frontage reading "Kroger", the sign transferred from Executive Drive must be a ground sign pursuant to Section 25.07.02-08(b) of the ordinance. As a result, Kroger is requesting a variance as to type or location of sign in that it desires to transfer a sign otherwise permitted as a ground sign under the ordinance to the western fascia of the drive-through structure. The overall design of the drive-through structure and associated signage received ADLS approval from the Special Studies Committee of the Plan Commission on August 3, 2004. Charter One Bank is interested in leasing space in the Kroger building to occupy as a bank branch. An important consideration in Charter One Bank's decision to lease space in the Kroger building is their ability to have a corporate identification sign visible along Rangeline Road. The proposed Charter One Bank sign will read "Charter One" with the word "Bank" off- set underneath the words "Charter One", as shown in Exhibit 9 of this brochure. In order to inform the general public of the existence and location of the Charter One Bank branch as a convenience to potential customers, Kroger desires to add the Charter One Bank sign on the western elevation of the Kroger building as shown in Exhibit 4 of this brochure. Since the Charter One Bank sign is not otherwise permitted under the ordinance, Kroger is seeking a variance from Section 25.07.02-08(b) of the ordinance to permit a third wall sign on the elevation facing the Rangeline Road. The proposed Charter One Bank sign received ADLS approval on June 1, 2004. Included within this brochure are photographs of the actual Kroger building showing the Charter One Bank sign superimposed on the building. In addition, also included are renderings of the western elevation of the Kroger building showing both the Charter One Bank sign, existing Kroger sign and drive-through sign. We look forward to presenting the various requests to the Board of Zoning Appeals Hearing Officer at the meeting scheduled for 6:15 p.m. on August 23, 2004.
