/ Failure to Comply
Monday morning 10-18-2004 I called thc Cannel Lutheran Church to advise that silt was flowing into
our lake again, as in 1997-98. I and other residents also called various City of Carmel Departments and
l'flexi complaint rcclu~fing thc City Engineer, Building Inspector, Office of Building Permits or other
appropriate responsible authority immediately visit thc site located at thc NE corner of 13 l'~t and Gray
Rd., inspect and enforce thc restrictions of silt control which wcrc integral to thc granting of variance.
Immediately al'tcr this series of phone calls, Pepper Construction Supt. canoe to our lake and denied that
thc mud conm~g into our lake was from thc Church construction site.
When wc registered our complaint with thc Church there wcrc NO measures in place to prevent thc flow
of mud from approximately 8.5 acres directly to a single surface drain to our lake. Immediately following
our complaint a single piece of silt control fabric approximately 3ft. Sq. was placed directly in front of thc
above mentioned drain.
Later in thc morning a Code Enforcement Inspector arrived at thc job site, wc exchanged greetings,
registered our complaint, nude reference to thc pre-construction silt control requirement, a~d lc£t.
When I returned home there was a message on my answering machfl~c from thc Cannel Lutheran Church
liaison infomfing mc that thc Church had done all required, they wcrc keeping their mud on their
property and them was nothing else to bc done, call if you have any questions.
ApproMnmtcly 3:00 P.M. I rcccivod a phone call from Mr. Frod Glazier of Carmel Building Inspection/
Code Enforcement and was told "thc Church and fl~c Contractor had complied wilh all thc
requirements, Hamilton County Drainage District agrcc~ that all actions required had bccn met, there was
no violation ,and there was nothing thc City of Carmel can do.
Tuesday 8:00 A.M. Wc mcr with representatives of thc Church and thc contractor. Wc wcrc informed
that all rcq~rcd provisions had been met, and they were in compliance. When asked if thc ~'rcquircd silt
preventative provisions had bcxn ~tcd by thc city bcforc construction began we wcrc told, "Didn't
know about any requirement, there is no rcquircmcnt in thc plans." I pointed out thc silt concern issue
as result of thc damage to our lake during Church construction under variance in 1997-98 was a major
issue at thc variance hearing. Thc Church, thc Pastor, thc engineering company, thc construction
company, and church counsel were all prcsem when thc Chairman of thc Zoning ~s Board charg~
thc representative o£ thc City Engineering Department with thc responsibility of inspecting and asstmng
adequate mcasurcs were in place to prevent further dmnagc to our pond, and thc representative
acknowledged that responsibility with an affirmative answer. I further stated we felt betrayed and thc
commitment made by thc Church at thc a~s hearing appeared to bc backed by thc same lack of regard
or responsibility demonstrated in 1997-98. Wc feel as though wc have been lied to, I hope it is
explainable by a lack of communications. Mr. Miller, head of thc Church Building Committee stated
emphatically "thc Church doesn't lie" We will honor our conunitmcnt and do what is necessary

Wc met with thc Church and contractor again Friday 10-22-2004 8:00A. M. Mr. Gary Duncan,
Assistant City Engineer and Mr. John South of Hamilton Count), Drainage District were present. It was
determined within the first series of statements that that thc rcq~~ provisions and measures wcrc not in
place at this amc, and had never been in place. Thc statements of full compliance directed to us by thc
Church mgl thc contractor on thc previous Tuesday wcrc FALSE. I questioned Mr. Dunean as to why thc
city had not camcd through with a pre-construction silt control measures inspection and he stated his
dc~tmcnt was unaware of such a requirement.
I stated "This is a rcpla3' of 1997-98, I believe you can understand why wc arc paranoid. Wc can not
count on what wc arc told or commitments given. This is last time, any mom game over."
At this point thc meeting turned to thc actions taken since our complaint of Monday morning. Haccmcnt
of silt fabric and straw bales in thc road side ditch downstream of thc Church property drain and some
rip-rap in front of thc drain. Mr. South these actions were either unfinished or not fully ins~cd.
Wc asked ff there was any action to bc taken regarding thc moundc, d berm of raw earth sonm 3 to 5 feet
tall nmmng thc entire length cast/west on thc northern boundary, and north/south on thc eastern boundary
Silt rcnc, e has been instan~ on thc outsi& perimeter. No silt l'¢nc, c was in place on thc interior of this
raw earth berm and thus silt and flowing mud would be channeled to thc southeastern comer, thc precise
location of thc drain offending our lake. No one other than residents thought this presented a problem.
We then asked what plans were ia place to dig thc retention pond. Thc construction company told us
they would start digging at thc drain and work away from thc drain. When qucstionod hc agreed that all
surface nm off would then drain thru this raw earth (muddy) hole and directly to thc offending dram. I
asked that they consider a temporary re-fouling of thc run-off around thc detention pound to drain. This
suggestion was met with polite un-enthusiasm. At this point we excused ourselves from thc meeting.
Upon leaving I met with Gary Duncan briefly and stressed thc importance of his dctcmfining thc cause
and location of thc communications breakdown.
Saturday 10-23-2004 wc arc again rceeivi~ silt flow into our lake. There is a large mound of raw carth
located in thc dctcntion pound in front of thc chain.
Wc ask thc Board of Zoning A.~s to rescind and wiflglraw thc variance(s) granted, rccluirc
petitioner to post bond in thc mount of $150,000 minimum specifically for thc protection of thc owners
of Brookshirc Lower Iatkc. We also request that rescinded permits not bc re-instated until effective
and mcamn~ul anti-erosion and silt control measures arc in place and inspected. Wc further request that
thc variance petitioner make fomlal written apology to thc Board of Zoning ~s and thc residents of
Brookshirc Lakes.

Dear Mr. Shinneman:
This Department has received your comment letter dated July 23 and revised drawings dated
September 3, 2004 based upon this Department's review of June 15, 2004 and input from
concerned citizens and other reviewing agencies. Based on a review of your comments and the
submitted drawings, the issues from the Department's first review were satisfactorily addressed.
Thank you for making the requested revisions. Based on this Department's second review, please
find the following comments:
1. Please add a note that requires the Contractor to match the existing sidewalk width for the
sidewalk replacement in the fight-of-way.
The City assumes that all curbing in the fight-of-way is to be rolled curb per the Rolled
Curb Detail. If this is not the case, please contact the City as to the proposed fight-of-way
curb so that the City can check if the other curb details meet the City requirements. If
they do not, you will need to add City standard curb details and call these details out on
the Plans.
The sidewalk to be removed is sho.wn within the Construction Limits on the Demolition
Plan but not specifically called out. Please note the removal of existing walbvay to the
nearest joint in these areas.
Please edit the right-of-~vay pavement section to be: 1.5" H.A.C. Surface #11 over 5"
H.A.C. Base #5D over 7" Compacted #53 Stone over 4" Compacted #2 Stone.
Please show right-of-way pavement hatching for the new right-of-way pavement to be
installed on the Gray Road entrance (if there will be new pavement at this entrance).
The Emergency Spillway elevation is noted as 792.48. To ensure proper construction,
please connect the 792 contours in the southeast comer of the pond. Only the 793 contour
lines would need to stop at the spillway opening.
Will the existing storm water lift station be abandoned or will it continue to be utilized?
Please remove the note for the 15-foot easement shown on the top of bank in the Pond
Cross Section Detail.
There is a flow arrow on the west side of the 131 st Street entrance which shows that the
grade on the west side is to slope back to the street whereas the slope indicated on the
east side drains from the street back to the curb turnout. The City assumes that the entire
entrance drive will drain back to the curb turnout. '
10. Please narrow the 131 ~t Street entrance lane to be 12.5-feet rather than the 20.27-feet
shown.

The Engineering Department has reviewed the proposed plans for the drainage system for the expansion of the Carmel
Lutheran Church.
It is our opinion that the Church has maximized the acreage from which storm water runoff is contained on-site and routed to
the detention pond while still meeting the requests of the adjacent home owners for landscape berming/screening.
The peak discharge from the detention pond has been restricted well below what is allowed under accepted practice and the
City's standard. By Weihe's calculations, the allowable peak discharge from the site is 3.82-cfs. The proposed detention
facility will produce a peak discharge of 1.17-cfs. This restriction was accomplished by enlarging the pond and making it a
"wet bottom" pond in an effort to provide the maximum amount of storage volume.
We would not request further restriction of the discharge or enlargement of the pond during our review of the final
construction plans.

This meeting was the second meeting with the adjacent neighbors. The purpose of the meeting was to
follow up with neighbors' concerns regarding landscaping, drainage, lighting, and noise from the chiller
for the additions to Carmel Lutheran Church. All design issues discussed are subject to the final approval
of the City of Carmel and Board of Zoning Appeals.

Landscaping

Jamie Shinneman and Shaun Ryan with Weihe Engineers reviewed a revised landscaping plan. It
was agreed that the plan would be to remove all existing vegetation on the north and east edges of
the property and replace with the minimum number of trees require, xl by the City of Cannel (19 trees
for every 1 O0 feet). It was requested by the neighbors that evergreens be used in place of deciduous
trees. The neighbors requested additional trees as well as additional height over the mimmm.
Consideration will be given to additional trees and additional height~ if th, minimum will not
provide an adequate barrier at full maturity.

As part of the landscape plan, a berm will be constructed on the north and east side. A section
drawing showed the relationships of the parking lot, curb edge, berm, and vegetation. After review
and discussion, the neighbors indicated that the 5' level area of the berm should be use to create
additional height to the berm. The design will be reviewed to create an additional height.
The Church would like to provide materials on the berm that would require the least maimenance.
Grass, mulch, or other ground cover will be considered. No specific solution was deten~ned, but the
Church will maintain the trees and landscaping on both sides of the berm to the property line. The
Church asked the adjacent neighbors to contact them if the maintenance was not being done.

The construction sequencing of the Project will indicate this landscaping work to be installed this
fall. Once a Construction Schedule is completed, the neighbors would be welcome to look at a copy.
It was noted by Paul Xanders that installation ofthe landscaping before other work was completed
might be detrimental to the plantings.
It was noted that one neighbor adjacent to the southeast comer of the site, Lois Schneider, would like
to keep three large trees. These will be located by a site visit and noted to remain.

Paul Xanders, the property Owner directly north of the chiller, would like to be comacted by the
Contractor installing the new landscaping across his property so he could coordinate relocation of his
landscaping.

It was mentioned by Dana Holbert that he would possibly relocate a tree that he planted on the
Church property.

It was mentioned by Tom and Joan Burkle that they would remove the playhouse that exists on the
Church property.
Site Lighting Plan
Toby Winiger reviewed the Site Lighting Plan. All existing 30' high poles will be removed and
replaced with 20' high poles, which meet the requirements for Cannel zoning. All lighting located at
the perimeter of the parking areas will be placed on timers. As the plan indicated, foot-canOe levels
at the property line are zero.

The neighbors requested that shorter poles be considered for the parking lots. Toby Winiger noted
that this would increase the number of poles and create moro contrast required to maintain a safe
level of lighting. No specific height was agreed upon, but the design will consider reduction of pole
height.
Noise Reduction from Chi'Her
Toby Winiger revi~ed some info~tion regarding chiller noise. A sound attenuation blanket
around the chiller unit was found to offer little sound reduction at a high cost. The neighbors
indicated that they would still like to see some solution to sound reduction. Schn~dt Associates will
study the currcmt noise levels and consider other options for reducing sound from the chiller
equipment.

This letter is in response to the June 17, 2004 comment letter and June 16, 2004 TAC meeting comments regarding the above
referenced project. Per your review letter and the TAC comments, the following are the responses to your comments:
1. A list of the adjacent properties from the Hamilton County Auditor's Office was provided to you by l_arry Kemper of
Nelson & Fmnkenberger on July 21, 2004.
2. Please refer to the attached document regarding percentages of the breakdown between buildings, parking lot and
parcel square footage.
3. The building addition height on the northwest addition is 30' and the new sanctuary height at the east is 34'.
4. The Findings of Fact sheet for the Special Use Amendment will be presented at the Board of'Zoning Appeals hearing
on July 26, 2004.
5. Please see attached light fixmm details.
6. The privacy fence previously shown dta/ng the TAC submittal has been removed from the plan.
7. Please refer to the landscape plan for plant species as requested by Scott Brewer.
8. Planting locations have been taken into account vs. utility easements.
9. We have prepared a dedication document, which will be submitted to Carmel Engineering for review and ultimately
the Board of Public Works for approval. We are dedicating 50-fi half right of way for 131st Street and 45'fi half right of
way for Gray Road.
I have submitted two (2) copies of the revised plans for Scott Brewer's and your use in the approval of the project.

We arc writing about the request for a zoning variance that has been submitted by the Carmel
Lutheran Church.
Our property is immediately north of the church and backs onto the rear of the existing building
and part of the proposed expansion. Our 1o~ sits 2 feet higher than the church parking lot,
Wc have found the church to be a good neighbor and have rio wish to stifle {tte~ plans for
expansion. We do however have 2 concerns that we would like the board to consider.
1). Be~ of the elevation of o~r lot and ifs orientation ~o the church building wc arc concerned
about the loss of the cunvm landscaping. We understand ~he need m replace this but are
re4u~g ~hat the now tree~ b~ ora minimum height at initial planting. A toial height of 12 f~t
is adequate keeping in mind the elevation di~nce and that the church is a 2 sioW buildin{, This
could mean a ? foot tree on top of the proposed 5 foot berm for example,

After meeting with the surrounding neighbors to review our plans regarding the above, the
neighbors have requested some changes to the landscape plan along the northern and eastern
boundary lines. The neighbors want the scotch pines along the northern and eastern
property lines removed and replaced with a berm and new landscaping. We have a follow up
meeting the neighbors on July 12 to review the changes, but we would like to meet with you
prior to that meeting to review the revised landscape plan and receive your thoughts.

The set of landscape plans I received June 24th, 2004, had an ammended plant schedule
included. There two forms of ornamental maples, two types of callery family ornamental
pears, and one linden species. The maples and the pears are not shade trees.
1. Please plant shade trees in the parking lot.
2. Tilia cordata is very suseptable to japanese beetle attack. Please use Tilia tomentosa
(Sterling silver Linden) or Tilia americana (American Linden ie Redmond, etc.) instead.
3 Please choose a shade tree to replace one species of the maples, perferably sugar or
norway.
4. Please chose shade trees to place the 58 callery pears currently on the plan.
Eventhough the different callery varieties are improved from the Bradford, they are still
short lived ornamental species. There is a growing amount of evidence that the different
cultivars crossbreed and become invasive in the landscape. We prefer to see large or
medium maturing shade trees for this site an in the parking lot.
5. Ail the parking lot islands and pennisulas should be planted with at least one large or
medium growing shade tree. One per every 400 sq. feet of planting area. The large rows in
the north east parking lot should have another site of islands inserted about half way
between the ends
6. This is our modified Street Tree List for medium and Large maturing species'

I have been in contact with the Urban Forester, Scott Brewer, at the City of
Carmel in regards to the Scotch Pines along the North and East boundaries of
the Carmel Lutheran Church. I let him know of the Church's and the
neighbor's interest in removing them because they are beginning to die out.
He was aware of the situation because he has a friend in a neighboring
subdivision that had these same pines planted around the same time.
He did not have a problem with a complete removal of the trees. However, he
suggested that it would make sense if we left the trees up during the
construction of the parking lots and buildings in order to maintain some
sort of a buffer for the adjacent neighbors. Once the parking lot and
building construction were complete, then we could replace the trees. The
landscaping would have to be replaced at Buffer Level D per the City of
Carmel Zoning Ordinance, Section 26.4. That level requires 5 shade trees, 5
ornamental trees and 27 shrubs or 9 evergreens per 100 lineal feet of
frontage. He thought this would be a heavy hit financially for the Church.
This same requirement is required along the frontages of Gray Road and 131st
Street.
Next, we discussed the possibility of replacing only a portion of the trees
such as every 3rd tree or maybe just the trees that looked the worst for
right now. Perhaps, replacing the entire North and East side over 6 to 10
years rather than replacing it all at one time. He felt this might not be
such a hard hit to the Church financially. This would also maintain
somewhat of the existing buffer. Each year the new trees would get a little
larger as the older scotch pines came down for replacement and new trees
went up.
He said he would allow replacing each tree with one new 2-1/2" caliper shade
or ornamental tree. Weihe Engineers will provide 4 species of shade tree
and 4 species of ornamental tree to choose from on the Landscape Plan.
The key to the replacement of these two bufferyards will be diversity. He
does not want grouping of shade trees or grouping of ornamental trees. If
we were to take out 3 or 4 trees in a row, we should put back alternating
shade and ornamentals with each being a different species picked from the
Weihe Engineers list.
Hopefully, this isn't too confusing. The second option is probably the
better option for both the Church and the neighbors. It would still provide
most of the existing buffer, while being replaced over 6 to 10 years. It
would also be financially easier on the Church to choose the second option.

A quick update to assure that all of our ducks are in a row for tomorrow
evening.
Luther will be making the presentation to the neighbors. I confirmed on
Friday that all relevant presentation boards are at the Church behind the
copier in the Work Room. Toby will be present to assist with any technical
questions should they arise. Scott Miller will be present to represent
Pepper. The meeting starts at 7:00 and I understand that Jeff has been
baking cookies all weekend for the event.
One item Shirley brought to my attention on Friday was the Pines along the
North and East boundaries. Some of the neighbors have expressed an
interest in removing these trees. I know that the Urban Forester at the
City of Carmel is interested in keeping these trees. The Church believes
they are at the end of their useful life, are beginning to die out, and
would like to see them removed. Jamie is going to call the Urban Forester
today and try to understand his sentiments, so we have some boundaries to
work within on Tuesday night. Jamie, please update the group via e-mail as
to what Scott Brewer shares. To replace these trees in kind is a
significant expenditure, and of course would take 20 years to create the
type of buffer that is currently in place.
The noise from the Chiller has also been brought up by the neighbors. We
are looking into the feasibility and cost of adding sound absorptive
blankets to the Chiller. We should have some understanding by Tuesday
night. If this is a give on our part to appease the neighbors, it might be
money well spent.

Committee meeting. We offer the following comments:
GENERAL INFORMATION 1. The project site is located within current City of Carmel Corporate Limits. The following

Commercial Curb Cut/Curb Cut Modification approval. The request for Board approval should
include 8 ½" x 11" exhibits that will indicate existing curb cuts, proposed cUrb cuts and all
appropriate supporting data and dimensions including width, radii, etc. Please indicate all existing
opposing driveqvays to show their relationship to the proposed curb cuts for this development.
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires prior final approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals and completion of review by the Technical Advisory
Committee2 'All written requests to be place on the Board's agenda must inchtde the appropriate
Docket Numbers and the date (or dates) of approval by the Plan Commission and/or BZA.
4. Water and Sanitary Sewer Availability (acreage) and Connection Fees
Carmel Utilities will determine if this expansion will result in additional Water and Sanitary Sewer
Connection Fees. Please provide the number of additional sanctuary seats to be constructed With this
expansion. '
5. TAC Review/Drawings submitted for approval'
We request that all comments and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final draxvings will not be approved for
construction until all issues have been resolved. The design engineer must certify all drawings
submitted for final approval. This office will require a minimum of five-sets of approved drawings

after all issues have been resolved and the construction drawings have been approved. The drawings
will be stamped approved and signed by the City Engineer and by the Director of Carmel Utilities. The
Developer/Owner will receive one-set which is to be maintained on the construction site at all times.
Carmel Utilities will receive two-sets, our Construction Manager (Inspector) will receive one-set and
one-set will be maintained in the Department of Engineering. If more than the minimum five-sets are
requested to be approved, the additional sets (maximum total of two additional) must be submitted
with the five required sets.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way and/or dedicated easements will require a Consent to Encroach Agreement between
the Owner/Developer and the City of Carmel. This Agreement requires Board of Public Works
and Safety approval.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contracted directly for all
water and sani.tary sewer main locations.
8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues.
Pleas assure that Carmel Utilities is on you distribution list for all correspondence, drawings and
drawing revisions for this project.
9. I am including copies of the following with this correspondence:
· Commercial Project Approval Procedures.
· Permit Data, Contacts, etc.
· Commercial Permitting Procedures.
I will send a copy of our Residential Subdivision and Commercial Irrigation System Requirements
upon request.
BONDING REQUIREMENTS
10. Upon in. itial review, it appears the following bonding requirements may apply to this project:
Performance Guarantees
With the mOdification of 2-existing curb cuts and the removal of a third, we request a Performance
Guarantee be posted for Right of Way Improvements. This would include demolition work in the
dedicated right of way and new curbs, asphalt and sidewalks in the right of way. Please provide a
detailed/itemized and Certified Engineer's Estimate for 100% of the labor and materials required for
these Right .of Way Improvements. The Performance Guarantee is to be in amount of the Engineer's
Estimate. Upon completion of the work and release of the Performance Guarantee, a 3-year 10%
Maintenance Guarantee will be required.
Street Cut/Right of Way Permit and Bonding Requirements
Any work in the dedicated right of way of either Gray Road or 131 st Street, not included or covered by
a Performance Guarantee, will require a Right of Way Permit and a License and Permit Bond. The
bond amount will be determined by the number of instances of work in the fight of way @ $2,000.00
per instance. Open pavement cuts in dedicated streets require approval bF our Board o£Public
Works and Sa[et~. Please contact Fred Glaser, Department of Engineering Right of Way
Inspector/Manager for details regarding this issue.
PROJECT COMMENTS-CONSTRUCTION PLANS
11. Please be advised that we have engaged Crossroad Engineers for review of drainage issues and
drainage calculations. We will share these comments when they are received.
12. Board of Public Works and Safety approval will be required for the modification of the Gray Road
curb cUt and for the elimination of one existing curb cut and modification of the remaining curb
cut on 131 st Street. Please reference item #3 for submission requirements.
13. The right of ways for Gray Road and 131 st Street are listed as proposed. Have these right of ways
been dedicated? If they have, please remove the proposed designation.

14. Our 20-Year Thoroughfare Plan designates 131st Street as a Residential Parkway with a fight of
way requirement of 100-feet total, 50-feet half. The apparent proposed fight of way satisfies the
Thoroughfare Plan requirement. The Plan designates Gray Road as a Secondary Arterial with a
right of way requirement of 90-feet total, 45-feet half. The plans indicate a proposed 40-foot half
right of way. Please revise to dedicate 45-feet of fight of way. If right of way has not been
dedicated, please prepare dedication documents that will dedicate the proposed right of way to the
City of Carmel. These documents are available electronically from this office. We are also
requesting the dedication of a right of way comer cut at the intersection of Gray and 131st Street.
This dedication consists of a triangular area with two 35' sides located on the intersection right of
way lines, one on Gray and one on 131 st.
15. None of the sheets seem to indicate an existing sidewalk on 131 st Street, between the two existing
curb cuts. However, aerial photos do indicate a sidewalk. Please ensure that there is a continuous
sidewalk along. 131 st Street, specifically where the drive is removed.
16. The Site Demolition Sheet does not indicate any sidewalk demolition on 131st Street.
17. Sheet C103 - Grading and Drainage Plan
Please designate the detention basin as wet or dry.
· Indicate the top of bank, the 100-year and bottom elevations of the detention basin.
· Please include directional flow arrows to the plan to indicate surface storm water patterns.
· There is a large increase in new impervious area for this development. Does the existing
basin have the capacity to accommodate this additional area?
There is an existing storm pipe indicated terminating in the detention basin from the new
storm inlet #701. Please install an end section and riprap on this outlet.
· If the pipe s~es (and material) of the existing storm pipes are known, please indicate on the
plans.
· Please show the detention basin outlet discharge point on the plans, including invert
elevations at the outlet.
· Is there an emergency overflow outlet designed for the detention basin?
· Please remove the sanitary lateral from this sheet.
· The end section detail seems out of place on this sheet.
18. Sheet C105 - Site Utility Plan
· The sanitary sewer lift station and service lines are indicated at the northwest comer building
addition. Where is the force main and where does it connect to the sanitary sewer main?
· Is the water main shown new or existing?
19. Sheet C 107 - Construction Details
· Provide a Right of Way Asphalt Paving Section for that portion of the new curb cuts in the
right of way of Gray Road and 131 st Street. At a minimum, the fight of way pavement section
should be 1½" Surface, 5" 5D Base and 10"//53 Compacted Stone Base.
20. On Sheet C102, note #17 is noted as "not used". Isn't this the proposed privacy fence?
21. Missing a 792 contour on east and south side of pond.
22. Any pavement removed in dedicated right of way to facilitate new construction (curbs, etc.) shall '
be saw cut and replaced with right of way pavement section.
23. Construction entrance is shown as existing pavement to remain. Can existing pavement to be
salvaged support construction equipment? Likely that it will be damaged if it is not a heavy
section.
24. The sidewalk in the northwest comer adjacent to the building expansion is higher than the FFE of
the expansion.
25. Drive aisle for southwest parking spaces is 23.50 feet.
