Docket No. 04010002 DP/ADLS - Mike's Express Carwash The applicant seeks to construct a new carwash facility. The site is located at 1250 S Range Line Road. The site is zoned I-1/Industrial. Filed by Charlie Frankenberger of Nelson & Frankenberger. The applicant is requesting approval of a Development Plan and ADLS for the construction of a Mike's Car Wash facility. Please see the informational packet prepared by the applicant for an overview of the site as well as building elevations. In addition, approval variance requests have been submitted concerning ground signage proposed along Range Line Road and menu type signs adjacent to the building that the ordinance permits exclusively for restaurant drive-thru uses. The department is in support of relief to allow the menu type signs provide the applicant meets the maximum size allowed by ordinance. This item was presented at the January TAC meeting. Unresolved items include access to Kange Line Koad and Carmel Drive as it relates to the number of curb cuts and their aligmuent. This is an issue that the applicant will need to address with the Carmel Engineering Department. The following items are those that may require additional discussion: le e Design: The Department would request that the Commission spend a considerable amount of time reviewing the building design and site layout. The Commission should be concerned with how Mike's can design a building to respect the local community character of Carmel. This is not an exercise in how Canuel can make a space for the franchise architecture Mike's builds everywhere else. A building design that is more compatible with the community identity of Canuel is desired. Carmel continues to make strides in reshaping the Range Line Corridor and this proposal should not be an exception. The City desires to encourage commercial corridors that create a sense of place and identity for the community. Signage: The proposed signage is not in compliance with the ordinance. The applicant is proposing signage that is closer to being in compliance with today's standards that the existing signs. The Department recommends that this item be forwarded to the Special Studies Committee on March 2nd for fnrther discussion. PCR-2004-0217
