DEPARTMENT REPORT April 20, 2004 Docket No. 04010002 DP/ADLS - Mike's Express Carwash The applicant seeks to construct a new carwash facility. The site is located at 1250 S Range Linc Road. Thc site is zoned I-1/Industrial. Filed by Charlie Frankcnbcrger of Nelson & Frankcnberger. The Special Studies committee forwards the DP/ADLS to the full Plan Commission with a 5-0 favorable recommendation subject to the revisions as illustrated in the revised information packet distributed with the agenda for this meeting. Please refer to the revised packet. The building elevations and sign information is considerable changed from the originally submitted. The Department would like to thank the applicant for working with the Commission to come up with a design that fits into the character of the area. The Department recommends that the Plan Commission approve the Development Plan and ADLS package subject to the following: e Dedication of additional right-of-way per the thoroughfare plan. Approval of the necessary variances for sign height and drive-thru type signs. Commitment to additional details' - All bollards to match building base color. - Add one iron work accent to north elevation of self-service building. - Allow maximum of 4 window decal locations, 30% window area maximum. - Overhead doors, grills, door openings, and window frames to be light anodized bronze as displayed to committee. Eliminate "Mikes' Yellow- stripe" color decals on light fixtures. Only change machine on north face of self-service building (no vending). "Clean Car Exit" sign on east face of building white and max. 3 s.f. No flags/banners/etc, of any type mounted to light poles. No signage on trashcans or other non-approved surfaces identified within the ADLS. Additional Note: Written findings are required for action on the Development Plan. The applicant shall present these to the Commission at the meeting prior to approval. Background: The applicant is requesting approval of a Development Plan and ADLS for the construction of a Mike's Car Wash facility. Variance requests have been submitted concerning ground signage proposed along Range Line Road and menu type signs adjacent to the building that the ordinance permits exclusively for restaurant drive-thru uses. The department is in support of relief to allow the menu type signs provide the applicant meets the maximum size allowed by ordinance. PCR-2004-0420
