("Mike's") is the contract purchaser of a parcel of real estate located near the southwest intersection of Rangeline Road and Carmel Drive. This site is currently the home of Carmel Car Wash, and the common address is 1250 South Rangeline Road. Mike's desires to demolish the existing buildings on the site and replace them with a new automated car wash facility, as well as a new self-service facility. In order to do so, Mike's is seeking architectural design, lighting, landscaping and signage approval, as well as development plan approval. Mike's appeared before the full Plan Commission on February 17, 2004. Thereafter, Mike's appeared before the Special Studies Committee on March 2, 2004 and again on March 30, 2004. At the Special Studies Committee hearings, Mike's addressed questions by Committee members regarding the location of curb cuts for Rangeline Road and Carmel Drive, a desire for revised building materials for the car wash facilities, and revised building materials for the ground signs and menu signs to be utilized on the site, as well as questions regarding the other types of signage which would appear on the site, and a desire to implement reflector lenses on the pole lights that will be utilized on the site. Based on certain revisions and changes to the proposal, the Special Studies Committee made a unanimous favorable recommendation in support of the proposal and has forwarded the matter back to the full Plan Commission for its review and consideration on April 20, 2004. Both before and after the Committee meetings, Mike's and its representatives met with the Planning Staff, the Department of Engineering, and Les Olds, the Director of Redevelopment. The City Engineer has approved and consented to the redesign of the curb cuts, and our understanding is that the proposed landscape plan has been reviewed and approved by Scott Brewer. Further, the revised construction materials for the buildings, ground signs, and menu signs reflect changes based on meetings with Staff and Les Olds and their comments and suggestions regarding the same. Mike's asserts that the revisions to the design of the buildings and signage work to achieve the goal of redeveloping this real estate in a manner which is consistent and compatible to the other changes along the Rangeline Road Corridor, as well as the Monon Trail area. For a look that lasts, specify LSI poles. SPECIFICATIONS POLE SHAFT Pole shaft is electro-welded ASTM-ASO0 Grade C steel tubing with a minil-num yield strength of 50,000 psi. On Tenon Mount steel poles, tenon is 2-3/8" O.D. high-strength pipe. Tenon is 4- 3/4" in length. Straighl. poles are 4", 5", and 6" square. HAND-HOLE Standard hand-hole location is 12" above pole base. Hand-hole size is 2"x 4". Poles 22' and above have a 3"x 6" reinforced hand-hole. BASE Pole base is ASTM-A36 hot-rolled steel plate with a minirnurn yield strength of 36,000 psi. Two-piece square base cover is optional. ANCHOR BOLTS Poles are furnished with anchor bolts featuring zinc-plated double nuts and washers. Galvanized anchor bolts are optional.
