The Townes at Weston Pointe, Section 1, Secondary Plat
Dear Mr. Robinson:
This letter is in response to your recently submitted Mylars of the Tomes at Weston Pointe,
Section 1, Secondary Plat. The following issues must be addressed with this plat Mylar before it
can be officially signed:
1. Source of title must be listed on page 1.
2. The title should read "secondary" plat, and not "conditional" plat.
3. An area map must be included on the plat.
4. A non-access easement should be identified along US 421 (Michigan Rd) north of the
Weston Pointe Drive intersection.
5. Right-of-way distance needs to be called out at the US 421 (Michigan Rd)/Weston
Pointe Drive intersection.
6. Monumentation needs to be shown along block boundaries, and at block and property
comers (shown in red on the attached plans)
Please submit a revised Secondary Plat with the above-mentioned changes. Once these changes
have been made and comments addressed, please produce a Mylar copy for signature by this
Department. Two paper copies of the plat must be filed with the Mylar prior to recording, and
three paper copies and a Mylar of the recorded plat must be submitted following recording. Our
approval of the secondary plat (signature) will be forthcoming upon revision of the plans
according t the items listed above. If you have any questions or if I may be of assistance, please

This letter serves to acknowledge receipt of a transmiffal received 1t20/04 containing the
plans for the above-mentioned project. After reviewing the plans the Highway
Department has the following c~mments:

2. Please note that decorative signs, sprinkler systems, trees, landscaping mounds,
fences, light poles or other such amenities are not permitted in the right ~f way. The
note should be shown on the plat and construction plans.

7. Triangular dght of way cuts am necessary at the entrance. The triangular cut must
consist of two 50' legs. The hypotenuse of the triangle would be 70,7'1',

around the medians in Weston Polnte Drive, Will chairback or roll curb be used

for distinction between the public and private streets as well as for a continuous sub
surface drain. Insure that water wlll not pond at the intemectlons where the

We have reviewed the construction plans submitted to the Hamilton County Surveyor's Office
on December 30, 2003 for this project and have the following comments'.

This project will be a Hamilton County Regulated Drain Subdivision, subject to
approval of the Hamilton County Drainage Board.

.The proposed project will be partially added to the Crooked Creek Watershed,
which has a 0.25 els restriction rate. The original engineers report that set this rate
included this proposed site into the watershed area, and must be restricted to the
0.25 els per acre rate.

This proPosed project is not currently annexed into the City of Cannel; therefore,
the plat will be approved by the Hamilton Cmmty Board on Commissioners.

Please show existing regulated drainage facilities for The Parks at Weston Place
Section 2 & 3 and .The Villages at Weston Place Section 2. Please show the off-site
regulated drain for The Parks Section 3, storm sewer running to the north. Also
show all corresponding easements for regulated drains.

Please provide us with proof of permission, from INDOT, to discharge storm water
and encroachment into the ROW of U.S. 421 (Michigan Road). Also, provide
design drawing that show where the proposed 421 storm pipe discharges and that it
is sized properly for this site.

The approved HCSO pond standards, D6, D7, or D8, require 2' of freeboard from
the 100 year elevation. The standards also require 15' easement from TOB
completely around the pond. This easement may overlap onto platted lots, but the
TOB must be in platted common area, dedicated as drainage easement. Please
correct the plat to show this requirement.
7. Show emergency spillway and overland routing for detention ponds, per HCSO
approved pond standards, on the project.

During a meeting in our office, it was agreed that all non-platted lot area would be
common area and dedicated as drainage easement. This was also to be address in
the covenants for the proposed development. This may be address with furore re-
plats, but it will need to happen before the project is finished.
9. Please label Common Areas on site plan, and note they are also drainage easements.
10. Please remove the Carmel Storm Sewer Note from the construction plans, as the
storm sewer are approved and will be inspected by HCSO.
11. Please label TOB on all ponds, which must be 2' above the 100 year pond elevation.
12. Please remove any generic storm sewer design standard and replace with the
approved appropriate HCSO design standard.
1.3. Please include our approved. Storm Structure Date Table, standard D-19, on the site
development plan.
14. Several storm structures have a TC or in.vert elevation (on end sections) set below
the Q100 pond elevation, some even below the Q2 pond elevation. For example,
storm nm 612 to 613 has a high end invert of 898.40, which will allow this nm to
act as an outlet, not an inlet, during a 2. year storm event. This is not acceptable as
flooding will be caused to lot 57 & 58 of the neighboring section of the Weston's.
This will also occur with storm nm 608 to 611.
15. Please check ALL hydraulic grade lines to make sure no inlet will surcharge during
a 100 year storm event.
16. Please prove that pipe mn 608 to 611 is properly sized to handle future possible use
of land in Block A, whether it is commercial or residential.
17. Please label pond #3 and pool elevations on sheet C601 of the profiles.
18. Please label storm sewer pipe size, material, and slope on the site development
plans.
19. Per the HCHD commem itl 3, with the installation of valley curb across the private
street entrances, storm sewer curb inlets will be needed to capture the water in the
curb line of the public street,
20. Please submit the following procedural items to this office, petition for regulated
subdivision, utility crossing permit, engineer's estimate, and all associated bonds for
100% of construction cost. The applications are available on our website at

21. Please include developers fax number on the cover sheet.

1, An Application for Project Review needs to be completed and the appropriate
review fees for a Secondary Plat paid1 before any approvals will be granted from this
office, The fees for the Construction Plan review have been received.
2. Please note that decorative signs, sprinkler systems, trees, landscaping mounds,
fences, light poles or other such amenities are not permitted in the fight of way.
3. The entrance on .US 421 must be permitted through INDOT.
4. In the earthwork notes on the Site Development Sheets, note 6B must read.0.05, not
0.10.
5. A minimum of 10' of fight of way is required behind the curb of the street. The
necessary right of way does not exists west of the intersection of Lemongrass and
Weston Pointe Drive.
6. The curb return radius on Sheet C405 does not meet the 35' minimum standard. It
appears the radius has .been mislabeled.
7. Triangular right of way cuts are necessary at the entrance. The triangular cut must
consist of two 50' legs.
8, Show any instrument numbers associated with right of way acquisition along US 421.
9. A Drainage and Utility Easement is needed behind the right of way along US 421.

22. A Testing and Inspection Agreement will need to be executed prior the start of
construction. I will forward the agreement to Portrait Homes under separate cover.
23. Please note that further comments will be necessary when construction plans are

B5- Currently the site drains to the north, west and south. How are these drainage areas addressed during rough grading
of the site? Appropriate practices are needed to prevent offsite pollution. These practices need to be in place prior to
disturbing the watershed.
B6- Stone bags are not appropriate for storm inlets in the middle of the streets. Recommend inlet protection that fits into
the catch basin. I have a list of suppliers if needed.
