The plans have been revised per your comment letter dated January 15, 2004 and various TAC comments. Revisions and/or comments are: 1. Docket number 04010004 SP has been added to the Secondary Plat. 2. The major roads have been added to the key map. 3. The Surveyor's signature and date will be added to the plat at a later date, after all agency reviews, approvals and final checking of the plat is done. Executed copies will be forwarded to your office at that time. 4. The platted right-of-way is shown correctly at 55' for this section, a total right-of-way of 140' has been committed to and is stated in the plans. 5. Horbeck Street has been labeled on the plans. Please note that this will be a private drive and is contained within Blocks "C" and "E". There is now a buffer between the Towne Rd right-of way and Horbeck Street in the form of Commons within Blocks "D" and "F". 6. A copy of the Covenants is enclosed. 7. Correspondence enclosed. 8. The developer is working with the Urban Forester separately. 9. The Towne Road geometry is in the development process. The developer has committed to improvements to Towne Rd, which is triggered by the development of any lots west of Towne Road. The location of this path has yet to be finalized. The plans have been updated per your comment letter dated March 1, 2004. Revisions and/or comments are: 1. We reviewed our aerial topo for that corner and also field visited during a sizeable rain event that help confirm the drainage in the area. Based on our findings we still conclude that the drainage area resembles the watershed submitted in our report. Only water south of the existing residence driveway has any ability to flow to the south, it appears to be flat at that. All water north of the driveway appears to flow north. 2. General note 13 was updated per your comment on CI01-103. 3. The developer is handling this issue with the City of carmel under separate cover. I have been informed from the developer that any alterations will be made during the Twone Road improvements that the developer is responsible for. 4. Please note the TB has been updated. 5. Please note the overflow is routed to the first downstream beehive via elevations less than the culvert invert to the north. 6. Developer shall handle under separate cover. 7. Noted. Sheet C101 - Development Plan · Our Thoroughfare Plan requires a half right of way dedication based upon thc center of thc road. A right of way offset will affect the horizontal alignment of Towne Road. This is not acceptable without supporting evidence that this revised alignment will be acceptable to this Department. It appears that when Townc Road is widened, the entrances to Horbcck Street at Glebe Street and Archdale Street will be dangerously close to the intersection of these streets to Townc Road. These entrances fall in the middle of the right of way comer cuts. How will this right of way ever be usable with drives at these locations? 16. Sheet C801 -Street Details · "Chat Stone" shall not be used in areas to be maintained by the City. · Thc City Engineer docs not have an issue with placing thc back of walk on thc fight of way linc. Existing Horbeck Pond shall be relocated so the top of scope of the pond is a minimum of 5-feet from the proposed right of way line. Please coordinate with Terry Quillman of BCA Group (Towne Pointe Development) for the off-site drainage area of the 18" pipe coming under 131 "~ Street. The north side of 131" Street has severe drainage problems and every effort needs made to improve the situation. The drainage calculations for both sides have discrepancies for this area is question. 2. The note (C 102 # 13) for the connection of the drainage tile crossing under 13 l't Street needs to include language that states HCSO does not allow blind taps into a regulated dra/n pipe. 3. The existing Horbeck Pond fall within the future ROW that will be needed for thc Hamilton County Thoroughfare Plan. While this pond does not tall in current ROW, it is strongly suggested that if the pond needs moved, that is bc completed before regulated pipes are installed into it. If the existing pond it going to remain where located, we will need a written confmnation from the City of Carmel that the)' do not object to the pond within their ROW. 4. The minimum 2 foot free board requirement per HCSO approved detail D-8 would require th, TOB of Horbeck Pond to be ?03,7. $. The proposed emergency flood routing will not work as currently designed. An emergency spill way needs to be provided at the 100 year flood elevation per HCSO pond detail D-8. Also, an emergency routing (with grade lower then the 100 year elevation) must be provided. The current design would allow the water to discharge north through the pipe under 131 a Street, before it would follow the proposed emergency flood routing. This will not be acceptable with the existing flooding problems that currently existing at the NE comer of the intersection. Call me for possible solutions to the emergency routing conflict. 6. Please submit a landscape plan for review by this office. Please keep in mind no trccs are allowed within the regulated drainage easement. 7. Board of Public Works and Safety Requirements: · Temporary Construction Entrance (if applicable and if located at a location other than planned permanent entrances) · Please be advised that an£ open cuts of dedicated streets will require separate Board of Public Works and Safety approval. · Any permanent improvement (including irrigation systems) to be installed within dedicated right of way or dedicated easements. Individual Performance Guarantees will be required for the following subdivision improvements: · Streets (base, binder and surface) you may bond perimeter street improvements separately. · Curbs · Street Signs · Sidewalks (builders lot sidewalks, perimeter right of way sidewalks and perimeter asphalt paths may be bonded separately). The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineers Estimates for each improvement including unit costs, quantities, materials and types of materials, etc. Upon completion and release of individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or Cashier' s/Certified/Official Checks. Please reference the enclosures for more detailed explanation of our procedures. COMMENTS SECONDARY PLAT 8. The City of Carmel Board of Public Works and Safety will now approve the secondary plat. Please make the appropriate changes on the secondary plat signature/approval sheet. COMMENTS CONSTRUCTION PLANS 9. Sheet C100-Title Sheet · Plans that contain the disclaimer as indicated above the certification stamp will not be approved. While this statement may apply to the contractor and his or her subs, this would not apply to the City of Carmel and we therefore request that you remove it from the plans or modify the disclaimer to eliminate the City of Carmel from the responsibility stated. 10. Sheet C 10 l-Development Plan · This portion of Towne Road is indicated as having 55-feet half right of way. Why does this section not have to adhere to our 20-Year Thoroughfare Plan requirement of 70-feet half?. Are these approved exceptions or is this determined by the frontage place ordinance? · Ditto for the lack of an asphalt path in the Towne Road right of way. · Is Horbeck Street a dedicated street? · What is the significance of the word Commons on Horbec Street? Is this a common area rather than dedicated right of way? If so, it appears at least the portion of the Horbec pavement within the right of' way angles at Archdale Street will be within dedicated right of way. · Is Towne Road being widened between Glebe Street and Archdale Street? If so, do not see specifications for the widening. · The acceleration lane. is very short. Will this be lengthened when Section 5002 is constructed? 11. Sheet C103-Development Plan Lots 31-42 · Is it a correct assumption that the sidewalk outside of the right of way will be private? Mr. Brandon T. Burke, PE February 23, 2004 Page 3 12. Sheet C106-Traffic Control Plan · Currently, all traffic control signage such as stop and ~;ield, speed limits, etc. requires ordinances to be established and approved by City Council. 13. Sheet C107-Demolition Plan · Will the cost of demolition be included in Street Performance Guarantees? 14. Sheets C201-C203-Street Plan & Profile · It would be helpful if the structures were numbered on the Street P&P as they are on the Development Plans. 15. Sheets C601-C603-Storm Sewer Plan & Profile · We require a minimum of 12" of cover on all pipes under pavement areas in dedicated streets. 16. Sheet CS01-Street Details · Street Cross Section - Underdrains are to be placed under the curb and gutter. · Chat Path Section - What is a chat path and what is chat stone. · Our specification for asphalt paths is 1" of surface, 2" of binder and 5" of stone base. · Are handicap ramp truncated domes now a requirement? · The Sidewalk details should now call for 5'-0" minimum width, not 4'-0". · Why doesn't the cross section reflect the standard 1-foot separation between the right of way and the edge of Walk? 17. Sheet C803-Storm Sewer Details · Special Straight Curb Inlet- Please add notes to appropriate locations on the plans to assure that this structure is installed as illustrated. We do not want the larger portion of the box under the inlet to be installed under the street pavement. These comments represent the Department of Engineering's initial review of this project. Please provide our office with a follow-up letter and revised plans indicating all revisions. Second and subsequent reviews will focus only on revised items. It is critical that this office be made aware of all modifications made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our initial review. This project will be a Hamilton County Regulated Drain Subdivision, subject to approval of the Hamilton County Drainage Board. As per the prior agreement for thc Village of West Clay, the underdrains will not be part of the regulated system. 2. Please submit the following procedural items to this office, petition for regulated. subdivision, non-enforcement request for subdivision, outer permit, engineer's estimate, and all associated bonds for 100% of construction cost.
